The paper calculates the implications of including monetary measurements of environmental emission changes for the welfare impacts of ecological tax reforms in Italy and Sweden. Taxes on emissions of SO2, NOx and CO2 are investigated. Country-specific computable equilibrium models are used for estimating net welfare changes of the introduction of these taxes, the incomes of which are used for reducing distorting labour taxes. The results indicate that the inclusion of environmental benefits reduces the costs of ecological tax reforms considerably for both countries, and may even turn into net welfare gains.  相似文献

Agricultural fire for land preparation is central in the livelihoods of subsistence farmers practicing shifting cultivation. Achieving a good agricultural burn, one in which the biomass is thoroughly consumed within the chosen area, depends on specific weather conditions. Fire use decisions are also shaped by institutions that define the timing and rules for fire use but also constrain the alternatives and shape adaptive capacities. Global and regional climate changes interact with the institutional framing of fire management affecting local fire use and burn outcomes. These effects are documented and analyzed to suggest adaptations to existing governance systems. We examined subsistence farmers’ socio-ecological vulnerability in the Calakmul municipality, located in southeastern Mexico. Using interviews with farmers and government agents, as well as participatory mapping and observation of agricultural burns, we studied fire management knowledge, practices and burn outcomes. Our results describe a continuum of burn outcomes covering good agricultural burns, uncontrolled burns leading to wildfires and “malquemados” literally poorly burned areas. Malquemados represent unsuccessful combustion associated with excess moisture that results in scorched vegetation. We discuss how unexpected early rains trigger effects that cascade through space and the ecological, economic and cultural domains. We argue that fire management has been historically approached from a conservation standpoint yet agricultural fire use and wildfire prevention should also be addressed from a rural development perspective. This shift in fire management would lead to the proper inclusion of the entire array of burn outcomes in studies and policies addressing farmers’ vulnerability amplified by synergistic effects between climate variability and institutional change.  相似文献

Community-based approaches are pursued in recognition of the need for place-based responses to environmental change that integrate local understandings of risk and vulnerability. Yet the potential for fair adaptation is intimately linked to how variations in perceptions of environmental change and risk are treated. There is, however, little empirical evidence of the extent and nature of variations in risk perception in and between multiple community settings. Here, we rely on data from 231 semi-structured interviews conducted in nine communities in Western Province, Solomon Islands, to statistically model different perceptions of risk and change within and between communities. Overall, people were found to be less likely to perceive environmental changes in the marine environment than they were for terrestrial systems. The distance to the nearest market town (which may be a proxy for exposure to commercial logging and degree of involvement with the market economy), and gender had the greatest overall statistical effects on perceptions of risk. Yet, we also find that significant environmental change is underreported in communities, while variations in perception are not always easily related to commonly assumed fault lines of vulnerability. The findings suggest that there is an urgent need for methods that engage with the drivers of perceptions as part of community-based approaches. In particular, it is important to explicitly account for place, complexity and diversity of environmental risk perceptions, and we reinforce calls to engage seriously with underlying questions of power, culture, identity and practice that influence adaptive capacity and risk perception.

Objective: The objective of this study was to identify and quantify the motorcycle crash population that would be potential beneficiaries of 3 crash avoidance technologies recently available on passenger vehicles.

Methods: Two-vehicle crashes between a motorcycle and a passenger vehicle that occurred in the United States during 2011–2015 were classified by type, with consideration of the functionality of 3 classes of passenger vehicle crash avoidance technologies: frontal crash prevention, lane maintenance, and blind spot detection. Results were expressed as the percentage of crashes potentially preventable by each type of technology, based on all known types of 2-vehicle crashes and based on all crashes involving motorcycles.

Results: Frontal crash prevention had the largest potential to prevent 2-vehicle motorcycle crashes with passenger vehicles. The 3 technologies in sum had the potential to prevent 10% of fatal 2-vehicle crashes and 23% of police-reported crashes. However, because 2-vehicle crashes with a passenger vehicle represent fewer than half of all motorcycle crashes, these technologies represent a potential to avoid 4% of all fatal motorcycle crashes and 10% of all police-reported motorcycle crashes.

Discussion: Refining the ability of passenger vehicle crash avoidance systems to detect motorcycles represents an opportunity to improve motorcycle safety. Expanding the capabilities of these technologies represents an even greater opportunity. However, even fully realizing these opportunities can affect only a minority of motorcycle crashes and does not change the need for other motorcycle safety countermeasures such as helmets, universal helmet laws, and antilock braking systems.  相似文献

Chitosan (a biopolymer) is an aminopolysaccharide that can be used for the treatment of colored solutions by coagulation–flocculation (as an alternative to more conventional processes such as sorption). Acid Blue 92 (a sulfonic dye) was selected as a model dye for verifying chitosan's ability to treat textile wastewater. A preliminary experiment demonstrated that chitosan was more efficient at color removal in tap water than in demineralized water, and that a substantially lower concentration of chitosan could be used with tap water. Dye removal reached up to 99% under optimum concentration; i.e., in terms of the acidic solutions and the stoichiometric ratio between the amine groups of the biopolymer and the sulfonic groups in the dye. The flocs were recovered and the dye was efficiently removed using alkaline solutions (0.001–1 M NaOH solutions) and the biopolymer, re-dissolved in acetic acid solution, was reused in a further treatment cycle.  相似文献

We have evaluated the role of a rapid and radical method of amniodrainage in the treatment of severe twin–twin transfusion. The outcome of 15 patients with severe twin–twin transfusion for which a amniodrainage was performed by means of a vacuum bottle system was compared with the outcome of 15 patients with a similar condition, matched for gestational age at the time of the initial procedure and drained using a standard procedure. In the study group the amniodrainage ended when no amniotic fluid could be aspirated, whereas the women in the standard group were drained with a syringe system and the fluid was removed until the deepest amniotic fluid pool was <8 cm. At the initial procedure, the mean volume of amniotic fluid drained was significantly (p<0.05) higher (3252 vs 2153 ml) and the length of the procedure significantly (p<0.001) shorter (21 vs 41 min) in the study group than in the standard group. The mean post-procedure amniotic fluid index was significantly (p<0.001) smaller (2.9 vs 7.7 cm) after radical amniodrainage than after the standard amniodrainage. The mean number of procedures was significantly (p<0.001) lower (1.5 vs 5.6) in the study group compared to the standard group. In the study group the mean placental thickness increased significantly (p<0.001) from 9 mm before the procedure to 49 mm after, and the overall perinatal survival rate was 80% and the proportion of pregnancies with at least one survivor was 93%. The present data indicate that early, rapid and radical amniodrainage is an effective and low-cost therapy for severe twin–twin transfusion syndrome. 为识别阿什河流域地下水易污区,基于DRASTIC模型,结合研究区水文地质特点和地下水源地特质,舍弃土壤类型和水力传导系数指标,新增抽水井群影响范围评价指标,得到适用于阿什河流域的DRATIE脆弱性评价体系.借助OpenGeoSys(OGS)软件,模拟研究区抽水与不抽水时的地下水流场,圈划出抽水时流场的变化区域,划分抽水井群影响范围.运用DRATIE模型对研究区进行脆弱性评价,绘制研究区地下水脆弱性分区图,并根据用水趋势进行脆弱性情景分析.结果表明:研究区地下水脆弱性主要为较低、中、较高3个级别;河漫滩和阶地区域较易受到污染,抽水井群影响范围内脆弱性为中等,1号井群每口井抽水量不宜超过3.23×10-2 m3/s,2号井群每口井抽水量不宜超过4.00×10-2 m3/s;其余地区较不易受到污染.研究显示,应严格控制水源地抽水量,以防阿什河水体倒灌;合理分配1、2号井群抽水量,可减小水源地脆弱性范围和等级.   相似文献

Under section 303(d) of the Clean Water Act, states must identify water segments where loads of pollutants are violating numeric water quality standards. Consequences of misidentification are quite important. A decision that water quality is impaired initiates the total maximum daily load or TMDL planning requirement. Falsely concluding that a water segment is impaired results in unnecessary TMDL planning and pollution control implementation costs. On the other hand, falsely concluding that a segment is not impaired may pose a risk to human health or to the services of the aquatic environment. Because of the consequences, a method is desired that minimizes or controls the error rates. The most commonly applied approach is to use the Environmental Protection Agency (EPA)'s raw score approach in which a stream segment is listed as impaired when greater than 10 per cent of the measurements of water quality conditions exceed a numeric criteria. An alternative to the EPA approach is the binomial test that the proportion exceeding the standard is 0.10 or less. This approach uses the number of samples exceeding the criteria as a test statistic along with the binomial distribution for evaluation and estimation of error rates. Both approaches treat measurements as binary; the values either exceed or do not exceed the standard. An alternative approach is to use the actual numerical values to evaluate standard. This method is referred to as variables acceptance sampling in quality control literature. The methods are compared on the basis of error rates. If certain assumptions are met then the variables acceptance method is superior in the sense that the variables acceptance method requires smaller sample sizes to achieve the same error rates as the raw score method or the binomial method. Concentrated piperazine (PZ) is a promising new solvent under consideration for post‐combustion capture (PCC) of CO2. A solution of 8 molal PZ was recently evaluated at the Tarong CO2 capture pilot plant in Australia. Initial operation involved evaluation of different operating conditions at the plant to determine the minimum energy conditions for this solvent. Comparison was made to results achieved previously at the same pilot plant with 30 wt% monoethanolamine (MEA). Regeneration energy requirements achieved with concentrated PZ were consistently lower than those achieved with MEA. The lowest regeneration energy for PZ at the pilot plant (2.9 MJ/kgCO2) was roughly 15% lower than the best result predicted for MEA. Inter‐cooling located at the center of the absorber column was also evaluated for the concentrated PZ solvent. The benefit of inter‐cooling was found to depend on the operating conditions of the plant, with operation at higher liquid‐to‐gas (L/G) ratios showing a more pronounced effect. For an L/G ratio of 3.3 kg/kg, inter‐cooling was found to lower the regeneration energy required for PZ by approximately 10%.  相似文献
