Anthropic pressure has caused severe variations of Mediterranean coastal areas currently hosting about 480 million people. The replacement of natural land covers with crops and urban environment coupled with the reduction of sediment supply to the coast, subsidence, Relative Sea Level Rise and the high frequency of storm events, have caused severe shoreline erosion. In this paper, we stress the key role of historical maps, topographic maps and free satellite images to forecast the rates of coastline changes and to recognize the main features of past landscapes as tools for risk reduction. This data was recorded into a Geographical Information System dedicated to coastal management that allows to compare different coastal zones and elaborate maps. The analysis was applied to the case study of Volturno Coastal Plain (VCP), extending from the town of Mondragone to Patria Lake (Campania Region, Southern Italy). Indeed, the intense territorial modification that occurred between the seventies and eighties, coupled with the exposure to coastal erosion, make the VCP a good test area. The spatial analysis algorithms allowed to outline the main features of past landscapes and how they changed from roman times to present while the coastal evolution (erosion, accretion) and possible future coastal trend was assessed with the Digital Shoreline Analysis System (DSAS) software. Starting from the Bourbon domain, the reclamation caused the first great territorial change (e.g. wetlands were transformed into agricultural lands, regimentation of surperficial water) but the negative effects of antrophic pressure, as the intense urbanization of the coastal belt, emerged in the seventies of the last century. The shoreline position was defined for 9 time intervals (from 1817 to 2012) as the ratio of the distance between two shorelines and the relative elapsed time. Moreover, for the 1957–1998 and 1998–2012 time windows, the shoreline trends were calculated with the weighted linear regression method. The first trend pointed out an intensive erosional phase (mean value: 5 m/yr) for a wide sector close to the Volturno River mouth, the eroded sediment nourished the beaches of other coastal sectors. This phase was related to the reduction of River sediment supply mainly due to the construction of the Ponte Annibale dam on the Volturno River. The second (1998–2012) showed an alternation of erosion and accretion sectors due to a sediment starved condition to deltaic zone and to a sequence of 52 sea protection works in the Gaeta Gulf. Furthermore, the regression values of more recent time interval, was assumed as a scenario to draw the probable shoreline position in 2022. The overlay of this shoreline on the Technical Maps of Campania Region at 1:5000 scale highlighted the urban area that could be exposed to damages. 相似文献

Conservation science is a morally motivated field, with implicit and explicit values built into its practice. As such, conservationists must engage with conservation ethics to interrogate underlying values. We examine cutting-edge ecological science and contemporary ethics to revisit two conservation norms that have become dogmatic in the field: ecological collectives, but not individual animals, are valuable and anthropomorphism should be staunchly avoided. Emerging studies demonstrate that individuals and their intraspecific variation can be instrumentally valuable for conservation science, and there is an emerging consensus within environmental philosophy around the moral worth of individuals. Thus, we suggest conservation science should explicitly recognize the value of individuals. We also argue that avoiding anthropomorphism is detrimental to conservation because critical anthropomorphism enables a more nuanced scientific approach—allowing conservationists to ask enlightened questions with creativity and compassion. We provide evidence that both dogmatic norms are scientifically and morally outdated and propose new normative values to push conservation towards more robust science and ethical practice. 相似文献

Global Habitat Protection: Limitations of Development Interventions and a Role for Conservation Performance Payments 总被引:9,自引:0,他引:9
Paul J. Ferraro 《Conservation biology》2001,15(4):990-1000
Abstract: Conservation biologists, policy makers, and citizens have identified the protection of native ecosystems in low-income nations as a global social objective. Among the more popular initiatives toward this objective is the use of development interventions in the peripheral areas of endangered ecosystems. Such interventions indirectly provide desirable ecosystem services by redirecting labor and capital away from activities that degrade ecosystems (e.g., agricultural intensification) and by encouraging commercial activities that supply ecosystem services as joint products (e.g., ecotourism). I examined the economics of such interventions and the available empirical evidence and concluded that development interventions are hindered by (1) the indirect and ambiguous conservation incentives that they generate, (2) the complexity of their implementation, and (3) their lack of conformity with the temporal and spatial dimensions of ecosystem conservation objectives. In contrast, paying individuals or communities directly for conservation performance may be a simpler and more effective approach. In recent years there has been widespread experimentation with contracting approaches to ecosystem conservation. Conservation contracting can (1) reduce the set of critical parameters that practitioners must affect to achieve conservation goals, (2) permit more precise targeting and more rapid adaptation over time, and (3) strengthen the links between individual well-being, individual actions, and habitat conservation, thus creating a local stake in ecosystem protection. In situations where performance payments are unlikely to work, indirect development interventions are also unlikely to work. Thus, despite the potential barriers to developing a system of conservation contracts in low-income nations, my analysis suggests that performance payments have the potential to improve the way in which ecosystems are conserved in these nations. 相似文献

Improving credibility and transparency of conservation impact evaluations through the partial identification approach 下载免费PDF全文

The fundamental challenge of evaluating the impact of conservation interventions is that researchers must estimate the difference between the outcome after an intervention occurred and what the outcome would have been without it (counterfactual). Because the counterfactual is unobservable, researchers must make an untestable assumption that some units (e.g., organisms or sites) that were not exposed to the intervention can be used as a surrogate for the counterfactual (control). The conventional approach is to make a point estimate (i.e., single number along with a confidence interval) of impact, using, for example, regression. Point estimates provide powerful conclusions, but in nonexperimental contexts they depend on strong assumptions about the counterfactual that often lack transparency and credibility. An alternative approach, called partial identification (PI), is to first estimate what the counterfactual bounds would be if the weakest possible assumptions were made. Then, one narrows the bounds by using stronger but credible assumptions based on an understanding of why units were selected for the intervention and how they might respond to it. We applied this approach and compared it with conventional approaches by estimating the impact of a conservation program that removed invasive trees in part of the Cape Floristic Region. Even when we used our largest PI impact estimate, the program's control costs were 1.4 times higher than previously estimated. PI holds promise for applications in conservation science because it encourages researchers to better understand and account for treatment selection biases; can offer insights into the plausibility of conventional point‐estimate approaches; could reduce the problem of advocacy in science; might be easier for stakeholders to agree on a bounded estimate than a point estimate where impacts are contentious; and requires only basic arithmetic skills. 相似文献

International institutions, understood as sets of rules contained in international agreements, are aimed at orienting national
governments towards specific policy options. Nevertheless, they can determine a change in national policies and practices
only if states are willing and capable of incorporating international obligations into their national legislations and ensuring
their application and enforcement in areas that follow completely under national jurisdiction. The establishment of marine
protected areas promoted by international agreements as a tool for the protection of marine resources represents an interesting
case for revealing the complex interactions between international institutions and national actors. Particularly, the establishment
of these areas in Senegal shows the salience of domestic constellations of actors who may support or undercut national commitments
to international regimes: political elites, bureaucracies, the general public and target groups. By anchoring the empirical
analysis to an actor-centred institutionalist perspective, the article explains how dynamic constellations of actors can distort
the penetration of international objectives in the national policy framework. Different constellations of national actors
can indeed bend international institutions at different moments: during the formulation of a new law in line with international
obligations; in the definition of its implementation framework; and in the enforcement of national policies. 相似文献

The results of a geochemical survey carried out on the southern Campania shelf (southern Italy) are illustrated, offering a tempting opportunity to discuss the statement and definition of regional geochemical backgrounds for selected heavy metals. A total of 104 top core sediments, collected on average 1.5 km from one another and covering a shelf area of about 1300 km2, were analysed for grain size, organic carbon content (OC), and heavy-metal (As, Al, Fe, Cd, V, Cr, Zn, Cu, Ni, Hg, and Pb) concentrations. The characteristics of the area, scarcely influenced by industrial activities, and the extensive data set, make this study suitable for an appropriate multivariate and spatial geostatistical methodologies used for i) a reliable definition of large-scale marine sediments' geochemical backgrounds and ii) an accurate discrimination of different geological controls on trace-element distribution patterns. Enrichment factors estimated with respect to both the average shale composition and the weighted average metal concentrations measured in inland soils rule out significant anthropogenic inputs. A spatial-geostatistics approach (kriging of spatial component based on an accurate implementation of variographic surveying) was applied, and this is proposed as an appropriate quantitative methodology to define the geochemical backgrounds for the different heavy metals. Two nested spatial structures were identified for some of the heavy metals, thus allowing clear identification of local and regional geochemical controls related to the different spatial variability of grain size. 相似文献

The impact of the widely used herbicide glyphosate has been mainly studied in terrestrial weed control, laboratory bioassays, and field studies focusing on invertebrates, amphibians, and fishes. Despite the importance of phytoplankton and periphyton communities at the base of the aquatic food webs, fewer studies have investigated the effects of glyphosate on freshwater microbial assemblages. We assessed the effect of the commercial formulation Roundup using artificial earthen mesocosms. The herbicide was added at three doses: a control (without Roundup) and two treatments of 6 and 12 mg/L of the active ingredient (glyphosate). Estimates of the dissipation rate (k) were similar in the two treatments (half-lives of 5.77 and 7.37 d, respectively). The only two physicochemical parameters showing statistically significant differences between treatments and controls were the downward vertical spectral attenuation coefficient kd(lambda), where lambda is wavelength, and total phosphorus concentration (TP). At the end of the experiment, the treated mesocosms showed a significant increase in the ratio kd(490 nm)/k(d)(550 nm) and an eightfold increase in TP. Roundup affected the structure of phytoplankton and periphyton assemblages. Total micro- and nano-phytoplankton decreased in abundance in treated mesocosms. In contrast, the abundance of picocyanobacteria increased by a factor of about 40. Primary production also increased in treated mesocosms (roughly by a factor of two). Similar patterns were observed in the periphytic assemblages, which showed an increased proportion of dead: live individuals and increased abundances of cyanobacteria (about 4.5-fold). Interestingly, the observed changes in the microbial assemblages were captured by the analysis of the pigment composition of the phytoplankton, the phytoplankton absorption spectra, and the analysis of the optical properties of the water. The observed changes in the structure of the microbial assemblages are more consistent with a direct toxicological effect of glyphosate rather than an indirect effect mediated by phosphorus enrichment. 相似文献

Abstract: Satellites offer an unrivaled vantage point to observe and measure Earth system processes and parameters. Observations of meteorological phenomena permit a more holistic view of the weather and climate that is not possible through conventional surface observations. Precipitation (rain and snow) in particular, benefit from such observations since precipitation is spatially and temporally highly variable: conventional gauge and radar measurements tend to be land‐based with variable coverage. This paper provides an overview of the satellite systems that provide the observations, the techniques used to derive precipitation from the observations, and examples of the precipitation products available for users to access. 相似文献
