Summary This paper describes the demand and supply information requirements to determine whether a curriculum for a new program, Natural Resources Planning and Management (NRPM), should be developed by Athabasca University (AU). Demand considerations assist in determining forecasted job opportunities and student needs. Supply considerations, including the type and location of existing natural resource programs and their student enrollment levels, assist in determining the enrollment level, the type of degree program, and that the student profile of AU's NRPM graduates will be high, particularly in western Canada. AU has, therefore, been advised to offer an undergraduate bachelor's degree in NRPM. This paper also serves as a model, for organizing demand and supply information for any new university or college program.Fred Curtis, is Professor and Co-ordinator of Regional Systems Engineering, at the University of Regina, Regina, Saskatchewan, Canada. His teaching and research areas include environmental and behavioural systems engineering. ABSTRACT: A survey of 34 open hand dug wells was performed in the Senegal River basin of West Africa. Nitrate concentrations were determined on the well water samples over a six-month period. With the exception of two wells, the wells indicated varying levels of nitrate contamination. The range of concentrations was 0.10 to 880 mg/I as nitrate. These data when compared to physical characteristics, land use, and age using a chi-square analysis did not suggest any strong association. The fact that these wells are open and in a semiarid climate may be of such importance that the previously considered factors are of minor relative importance. Contamination may be primarily the result of foreign matter entering the well mouth.  相似文献

Cost‐effective and efficient site remediation and scientifically defensible decisions require site characterizations that are representative of site conditions. The Triad conceptual site model (CSM) is at the center of a continually improving site characterization process that begins during systematic planning and ends after the last data are developed. To gain the full benefit and greatest cost‐effectiveness, the process of CSM refinement should be performed in real time. Thus, the use of collaborative data is critical for evolving and maturing the CSM. In the field, through the use of all available data that are of known quality, a skilled and experienced field team can collect sufficient site information to mature the CSM in a timely manner. To facilitate the planning and execution of such a process, an easily understandable framework is needed to structure data quality that supports scientifically defensible decisions and efficient projects. This article presents new concepts for the organization of increasingly complex environmental research activities on the institutional, the national, or the international level. An environmental research cycle with four phases, similar to the industrial product cycle, is described, and its implications in managing the interface between research, policy making, and enforcement are depicted. Furthermore, five main themes of future environmental research are proposed, including advanced analytical methods, environmental monitoring, an environmental management information system (EMIS), and the development of ecological targets at a national and a global level. The specific tasks of universities, private organizations, and governmental institutions in the total environmental research area are defined and a structure is proposed to develop collaborative networks.  相似文献

/ Freshwater inflow is one of the most influential landscape processes affecting community structure and function in lagoons, estuaries, and deltas of the world; nevertheless there are few reviews of coastal impacts associated with altered freshwater inputs. A conceptual model of the possible influences of freshwater inflows on biogeochemical and trophic interactions was used to structure this review, evaluate dominant effects, and discuss tools for coastal management. Studies in the Gulf of Mexico were used to exemplify problems commonly encountered by coastal zone managers and scientists around the world. Landscape alteration, impacting the timing and volume of freshwater inflow, was found to be the most common stress on estuarine systems. Poorly planned upstream landscape alterations can impact wetland and open-water salinity patterns, nutrients, sediment fertility, bottom topography, dissolved oxygen, and concentrations of xenobiotics. These, in turn, influence productivity, structure, and behavior of coastal plant and animal populations. Common biogeochemical impacts include excessive stratification, eutrophication, sediment deprivation, hypoxia, and contamination. Common biological impacts include reduction in livable habitats, promotion of "exotic" species, and decreased diversity. New multiobjective statistical models and dynamic landscape simulations, used to conduct policy-relevant experiments and integrate a wide variety of coastal data for freshwater inflow management, assume that optimum estuarine productivity and diversity is found somewhere between the stress associated with altered freshwater flow and the subsidy associated with natural flow. These models attempt to maximize the area of spatial overlap where favorable dynamic substrates, such as salinity, coincide with favorable fixed substrates, such as bottom topography. Based upon this principle of spatial overlap, a statistical performance model demonstrates how population vitality measurements (growth, survival, and reproduction) can be used to define sediment, freshwater, and nutrient loading limits. Similarly, a spatially articulate landscape simulation model demonstrates how cumulative impacts and ecosystem processes can be predicted as a function of changes in freshwater, sediment, and nutrient inflows.KEY WORDS: Resource management; Landscape impacts; Freshwater discharge; Coastal, ecosystem models; Coastal wetlands  相似文献

The rapid rate of development in the South Carolina (SC) coastal zone has heightened public concern for the condition of the state's estuaries, and alerted scientists to the potential that novel and adverse effects on estuarine ecosystems may result. Although well-developed databases from long-term monitoring programs exist for many variables valuable in predicting and following system responses, information on phytoplankton distributions in SC estuaries has lagged. Knowledge of the dynamical relationship between environmental (e.g., nutrient quantity and quality) and biological (e.g., grazing) regulation, and phytoplankton biomass and composition is critical to understanding estuarine susceptibility to eutrophication or harmful algal blooms (HABs). Recently, SC scientists from federal, state, and academic institutions established a collaborative monitoring program to assess HAB distribution and ecology statewide. The South Carolina Harmful Algal Bloom Program includes: a) intensive temporal monitoring at areas of known HAB occurrence or those exhibiting symptoms potentially related to HABs (e.g., prevalent fish lesions), b) extensive spatial monitoring in coordination with existing statewide efforts, c) a citizen volunteer monitoring network, d) nutrient response bioassays, and e) laboratory-based physiological experiments on HAB isolates. By combining trip-wire surveillance and rapid response systems, routine monitoring of environmental parameters and HAB distribution, and process-oriented studies examining the physiological functioning of HAB species, an enhanced understanding of the impact and environmental control of HABs in SC estuaries will be achieved. The application of this approach to studies on the distribution and physiological ecology of a new widespread SC red tide, and to the discovery of several potentially toxic blooms (including Pfiesteria) in SC holding ponds, are described.  相似文献
