If sustainable development of Canadian waters is to be achieved, a realistic and manageable framework is required for assessing cumulative effects. The objective of this paper is to describe an approach for aquatic cumulative effects assessment that was developed under the Northern Rivers Ecosystem Initiative. The approach is based on a review of existing monitoring practices in Canada and the presence of existing thresholds for aquatic ecosystem health assessments. It suggests that a sustainable framework is possible for cumulative effects assessment of Canadian waters that would result in integration of national indicators of aquatic health, integration of national initiatives (e.g., water quality index, environmental effects monitoring), and provide an avenue where long-term monitoring programs could be integrated with baseline and follow-up monitoring conducted under the environmental assessment process.  相似文献

Passive Sampling Devices (PSDs) have been successfully used by government and academic agencies to monitor common ambient air pollutants such as ozone and nitrogen dioxide (NO(2)). Most PSD studies have involved long-term (e.g. bi-weekly or monthly) sampling. But the Passive Ozone Network of Dallas (POND) studies of 1998 and 1999 showed that high quality 24-hour and 12-hour data using the Ogawa PSD could be collected for ambient ozone concentrations. This paper presents an evaluation of short-term passive sampling results for nitrogen oxides (NO(x)) in El Paso and Houston, Texas, using the Ogawa PSD. The Ogawa NO(x) PSDs were compared to both Federal Reference Method (FRM) monitors and a photolytic converter, with the photolytic converter designed to report closer concentrations to "true" NO(x) by more effectively limiting the interferences of other nitrogen species. Overall, good agreement was noted for all three monitor types in both cities, supporting the potential use of lower cost Ogawa PSDs for large multi-site episodic NO(x)/NO(2)/NO saturation screening studies. This evaluation was conducted during two separate six week periods of the cooler winter months so additional testing of the Ogawa PSDs during different seasons is recommended.  相似文献

This article employs a close reading of documents related to the permitting process for the Dakota Access Pipeline (DAPL) and ensuing legal battle in order to argue that extant regulatory frameworks for environmental decision-making are insufficient to promote environmental justice outcomes. By analyzing the US Army Corps of Engineer's responses to comments made during the public comment phase of the NEPA evaluation of the DAPL, I argue that regulatory frameworks may exacerbate environmental justice concerns by incentivizing decision makers to prioritize justification for their decisions and avoiding legal battles over meaningfully engaging with communities. This finding leads me to call for more engagement with energy democracy's orientation toward community-led processes as a corrective to current regulatory systems. This article expands on extant work in environmental communication by more thoroughly investigating the flaws in extant regulatory frameworks and calling for a perspectival shift in environmental decision-making.  相似文献

The documentary film Blackfish has made a splash at the box office, impacting millions of viewers and prompting calls to legislatively prohibit orcas from being held in captive environments. This essay analyzes Blackfish in terms of its anthropomorphic communication techniques that attribute human qualities to orcas. We introduce the term “anthropomorphic anthropocentrism” to argue that the anthropomorphic construction of orcas in Blackfish may well be a story that is more about what it means to be human than a story about what it means to be orca. Furthermore, we explain the importance of anthropomorphic anthropocentrism as an analytical tool that navigates environmental and ecological frameworks. We conclude that anthropomorphic anthropocentrism’s analysis of anthropomorphic rhetoric and the human epistemological assumptions it reflects, when taken together, offer significant insights into the ways environmental communication creates and/or disrupts human–nature relationships.  相似文献

National reporting organizations and regulatory bodies for the minerals and mining sector are requiring publicly reported Ore-Reserve estimates to take account of uncertainties. Whilst methodologies that account for physical uncertainty appear relatively well developed, methodologies which can take account of economic uncertainty appear much less so. To counter this shortfall, we present an efficient and general methodology which can quantify the effect of price uncertainty within reserve estimates, providing both the expected reserve size and the associated distribution (box whisker plot). This statistical information can be used by interested parties to understand precisely where the reserve risks lie, which we highlight in a worked example.  相似文献

Point velocity measurements conducted by traversing a Pitot tube across the cross section of a flow conduit continue to be the standard practice for evaluating the accuracy of continuous flow-monitoring devices. Such velocity traverses were conducted in the exhaust duct of a reduced-scale analog of a stationary source, and mean flow velocity was computed using several common integration techniques. Sources of random and systematic measurement uncertainty were identified and applied in the uncertainty analysis. When applicable, the minimum requirements of the standard test methods were used to estimate measurement uncertainty due to random sources. Estimates of the systematic measurement uncertainty due to discretized measurements of the asymmetric flow field were determined by simulating point velocity traverse measurements in a flow distribution generated using computational fluid dynamics. For the evaluated flow system, estimates of relative expanded uncertainty for the mean flow velocity ranged from ±1.4% to ±9.3% and depended on the number of measurement locations and the method of integration.
Implications:Accurate flow measurements in smokestacks are critical for quantifying the levels of greenhouse gas emissions from fossil-fuel-burning power plants, the largest emitters of carbon dioxide. A systematic uncertainty analysis is necessary to evaluate the accuracy of these measurements. This study demonstrates such an analysis and its application to identify specific measurement components and procedures needing focused attention to improve the accuracy of mean flow velocity measurements in smokestacks.  相似文献

Exxon Neftegas Limited, as operator of the Sakhalin-1 consortium, is developing oil and gas reserves on the continental shelf off northeast Sakhalin Island, Russia. DalMorNefteGeofizika (DMNG) on behalf of the Sakhalin-1 consortium conducted a 3-D seismic survey of the Odoptu license area during 17 August–9 September 2001. A portion of the primary feeding area of the endangered western gray whale (Eschrichtius robustus) is located in the vicinity of the seismic survey. This paper presents data to assess whether western gray whale bottom feeding activity, as indicated by visible mud plumes, was affected by seismic operations. The mitigation and monitoring program associated with the seismic survey included aerial surveys during 19 July–19 November 2001. These aerial surveys documented the local and regional distribution, abundance, and bottom feeding activity of western gray whales. Data on gray whale feeding activity before, during and after the seismic survey were collected, with the whales assumed to be feeding on the benthos if mud plumes were observed on the surface. The data were used to assess the influence of seismic survey and other factors (including environmental) on feeding activity of western gray whales. A stepwise multiple regression analysis failed to find a statistically significant effect (α = 0.05) of the seismic survey on frequency of occurrence of mud plumes of western gray whales used as a proxy to evaluate bottom feeding activity in Piltun feeding area. The regression indicated that transect number (a proxy for water depth, related to distance from shore) and swell height (a proxy for sea state) were the only variables that had a significant effect on frequency of whale mud plumes. It is concluded that the 2001 seismic survey had no measurable effect (α = 0.05) on bottom feeding activity of western gray whales off Sakhalin Island. M.W. Newcomer, deceased  相似文献

A portion of the primary known feeding area of the endangered western gray whale (Eschrichtius robustus) is located adjacent to the seismic block. The data presented here were collected as part of daily monitoring to determine if there was any measurable effect of the seismic survey on the distribution and abundance of western gray whales. Mitigation and monitoring program included aerial surveys conducted between 19 July and 19 November using the methodology outlined by the Southern California High Energy Seismic Survey team (HESS). These surveys provided documentation of the distribution, abundance and bottom feeding activity of western gray whales in relation to seismic survey sounds. From an operations perspective, the aerial surveys provided near real-time data on the location of whales in and outside the feeding area, and documented whether whales were displaced out of an area normally used as feeding habitat. The objectives of this study were to assess (a) temporal changes in the distribution and abundance of gray whales in relation to seismic survey, and (b) the influence of seismic survey, environmental factors, and other variables on the distribution and abundance of gray whales within their preferred feeding area adjacent to Piltun Bay. Multiple regression analysis revealed a limited redistribution of gray whales southward within the Piltun feeding area when the seismic survey was fully operational. A total of five environmental and other variables unrelated to seismic survey (date and proxies of depth, sea state and visibility) and one seismic survey-related variable (seg3d, i.e., received sound energy accumulated over 3 days) had statistically significant effects on the distribution and abundance of gray whales. The distribution of two to four gray whales observed on the surface (i.e., about five to ten whales in total) has likely been affected by the seismic survey. Concern over impacts of atmospheric nitrogen deposition to ecosystems in Rocky Mountain National Park, Colorado, has prompted the National Park Service, the State of Colorado Department of Public Health and Environment, the Environmental Protection Agency, and interested stakeholders to collaborate in the Rocky Mountain National Park Initiative, a process to address these impacts. The development of a nitrogen critical load for park aquatic resources has provided the basis for a deposition goal to achieve resource protection, and parties to the Initiative are now discussing strategies to meet that goal by reducing air pollutant emissions that contribute to nitrogen deposition in the Park. Issues being considered include the types and locations of emissions to be reduced, the timeline for emission reductions, and the impact of emission reductions from programs already in place. These strategies may serve as templates for addressing ecosystem impacts from deposition in other national parks.  相似文献
