This paper examines sustainable development in the corporate mining context, and provides some guidelines for mining companies seeking to operate more sustainably. There is now a burgeoning literature that examines sustainable development in the context of minerals and mining, most of which is concerned with sustainability at global and national scales. What is often challenging to ascertain, however, from these numerous perspectives on sustainable mineral extraction, minerals and metals recycling, environmental management, and social performance, is how sustainable development applies to mining companies themselves, and what steps a mine must take in order to improve the sustainability of operations. Since mining processes have the potential to impact a diverse group of environmental entities, and are of interest to a wide range of stakeholder groups, there is ample opportunity for the industry to operate more sustainably. Specifically, with improved planning, implementation of sound environmental management tools and cleaner technologies, extended social responsibility to stakeholder groups, the formation of sustainability partnerships, and improved training, a mine can improve performance in both the environmental and socioeconomic arenas, and thus contribute enormously to sustainable development at the mine level.  相似文献

The concept of ‘peaks’ in the production of natural resources has attracted attention in the area of energy production, with concerns about ‘peak oil’ driving recent research and investment in alternative sources of energy. There are fundamental and important differences between a peak in the production of oil and peaks in the production of metalliferous minerals, but in both cases production changes from ‘easier and less expensive’ early in a resource’s life to ‘difficult and expensive’ as time progresses. The impacts of this change in production circumstances require critical consideration in the governance of national and sub-national mineral endowments.This paper develops a framework for evaluating the impacts of changing patterns of mineral production. The framework considers three criteria: availability of a resource (considering its geological characteristics and geographical distribution); society’s addiction to the resource (its centrality and criticality to economic, social and environmental systems); and the possibility of finding alternatives (whether the resource can be substituted or recovered). An initial assessment against these criteria provides an overview of how a production peak might affect the production of minerals in Australia and the impacts that this might have on the Australian economy.Assessing important resources against these three criteria will be imperative in future considerations regarding the roles minerals and metals play as service providers in our economic, social and environmental systems. Additionally, this analysis should prompt a reassessment of the value of minerals beyond economic measures. Indicators derived from these criteria will inform strategies that can address future changes in production characteristics – meeting challenges with strong governance, and realising opportunities with proactive policy.  相似文献

Negative effects of perinatal exposure to background levels of dioxins and PCBs in Europe and the USA have been documented. Four facets of development are reviewed in this paper: 1. Brain development and thyroid hormone metabolism. 2. Hepatic effects. 3. Hematopoietic system effects. 4. Lung function. Effects on IQ and behaviour have been documented in children on both sides of the Atlantic Ocean. Non-dioxin-like PCBs, measured in maternal and cord blood and current plasma samples have been implicated. Interference with thyroid hormone metabolism in the mother, in the foetus and in the newborn baby could be responsible for these effects on brain development. During early gestation the foetus is completely dependent on maternal thyroxine (T4). Lower T4 levels in the mother, caused by dioxins and PCBs, might negatively influence (early) brain development. It is plausible that the intrauterine dependency on maternal T4 and the high T4 need shortly after birth makes both these periods vulnerable for environmental influences. Effects of dioxin exposure on thyroid hormone metabolism have been described in the period shortly after birth. These effects are no longer found after two years of age indicating a transient effect. In animal studies, in utero exposure has led to effects on brain development due to abnormal induction of liver enzymes. This induction resulted in lower testosterone and estrogen levels, interfering with brain development in the vulnerable period of language development and the development of visuo-spatial abilities. In humans this developmental period occurs around the thirtieth week of pregnancy. Follow-up studies in puberty and adolescence of the different cohorts studied is necessary to evaluate these negative influences. Damaging effects on the liver found shortly after birth have proven to be transient. Effects on the haematopoietic system are clear immediately after birth, for instance on white blood cells and thrombocytes. An increase in middle ear infections (otitis media) in relation to current levels of PCBs at the age of 4 years was described in the Rotterdam study. Negative effects on lung function in the sense of increased obstruction was found after 8 years in relation to perinatal exposure to dioxins in the Zaandam study. This rather new finding might explain the sharp increase in lung problems in children in the Western world.  相似文献

Chlorinated pesticides can contain impurities of dibenzo-p-dioxins and dibenzofurans (PCDD/Fs), and their precursors, as a result of various manufacturing processes and conditions. As precursor formation of PCDD/Fs can also be mediated by ultraviolet light (UV), this study investigated whether PCDD/Fs are formed when currently used pesticides are exposed to natural sunlight. Formulations containing pentachloronitrobenzene (PCNB; n = 2) and 2,4-dichlorophenoxyacetic acid (2,4-D; n = 1) were exposed to sunlight in quartz tubes, and the concentration of 93 PCDD/F congeners were monitored over time. Considerable formation of PCDD/Fs was observed in both PCNB formulations (by up to 5600%, to a maximum concentration of 57 000 μg ∑PCDD/F kg−1) as well as the 2,4-D formulation (by 3000%, to 140 μg ∑PCDD/F kg−1). TEQ also increased by up to 980%, to a maximum concentration of 28 μg kg−1 in PCNB, but did not change in the 2,4-D formulation. Assuming similar yields as observed in the present study as a worst case scenario the use of PCNB in Australia may result in the formation of 155 g TEQ annum−1, contributed primarily by OCDD formation. This warrants detailed evaluations on the contemporary release of PCDD/Fs to the environment after the use of pesticides. Changes in congener profiles (including the ratio of PCDDs to PCDFs (DF ratio)) suggest that pesticide sources of PCDD/Fs after sunlight exposure may not be recognized based on matching source fingerprints established from manufacturing impurities. These changes also provide preliminary insights into the possible formation routes and types of precursors involved.  相似文献

The release of radon gas and progeny from the mining and milling of uranium-bearing ores has long been recognised as a potential radiological health hazard. The standards for exposure to radon and progeny have decreased over time as the understanding of their health risk has improved. In recent years there has been debate on the long-term releases (10,000 years) of radon from uranium mining and milling sites, focusing on abandoned, operational and rehabilitated sites. The primary purpose has been estimates of the radiation exposure of both local and global populations. Although there has been an increasing number of radon release studies over recent years in the USA, Australia, Canada and elsewhere, a systematic evaluation of this work has yet to be published in the international literature. This paper presents a detailed compilation and analysis of Australian studies. In order to quantify radon sources, a review of data on uranium mining and milling wastes in Australia, as they influence radon releases, is presented. An extensive compilation of the available radon release data is then assembled for the various projects, including a comparison to predictions of radon behaviour where available. An analysis of cumulative radon releases is then developed and compared to the UNSCEAR approach. The implications for the various assessments of long-term releases of radon are discussed, including aspects such as the need for ongoing monitoring of rehabilitation at uranium mining and milling sites and life-cycle accounting.  相似文献

This paper reviews a series of strategies for improving environmental performance in the small-scale gold mining industry. Although conditions vary regionally, few regulations and policies exist specifically for small-scale gold mining activity. Furthermore, because environmental awareness is low in most developing countries, sites typically feature rudimentary technologies and poor management practices. A combination of policy-, managerial- and technology-related initiatives is needed to facilitate environmental improvement in the industry. Following a broad overview of these initiatives, a recommended strategy is put forth for governments keen on improving the environmental conditions of resident small-scale gold mines.  相似文献

There is consensus worldwide that the artisanal and small-scale mining (ASM) sector is comprised of individuals who are trapped in a vicious cycle of poverty, lacking the necessary financial and technological means to improve their standards of living. Minimal work, however, has been undertaken to identify the very factors behind miners’ plight, which inevitably vary from country to country. This paper uses a case study of Ghana to argue that an increased dependence upon mercury for amalgamation in artisanal gold-mining communities is one such—albeit overlooked—“agent of poverty”. There is mounting empirical evidence which suggests that dealings with the monoponistic middlemen who supply mercury, purchases of costly medicines to remedy ailments caused by mercury poisoning, and a lack of appropriate safeguards and alternatives to amalgamation, are preventing gold miners from improving their practices and livelihoods. The solution to the problem lies in breaking this cycle of dependency, which can be achieved by providing miners with robust support services, mercury-free technologies and education.  相似文献

Time and again, there has been a hue and a cry that the world is running out of natural resources and the most prominent among those is the famous study entitled ‘The Limits to Growth’ by the ‘Club of Rome’. Since then the fear of scarcity of abiotic resources has been challenging human societies around the globe, particularly the research community. In this paper we will examine the case of the steel industry to argue how and why mineral resources depletion is an issue that needs to be addressed through life cycle assessment in more detail. This paper shows that a more comprehensive understanding about the current production trends of iron ore and steel, which also requires several vital metals such as copper, manganese, nickel and so on, can provide useful insights in assessing the potential future threat of shortages due to depletion of abiotic mineral resources.  相似文献

At first ‘sustainable mining’ could be perceived as a paradox—minerals are widely held to be finite resources with rising consumption causing pressure on known resources. The true sustainability of mineral resources, however, is a much more complex picture and involves exploration, technology, economics, social and environmental issues, and advancing scientific knowledge—predicting future sustainability is therefore not a simple task. This paper presents the results from a landmark study on historical trends in Australian mining, including ore milled, ore grades, open cut versus underground mining, overburden/waste rock and economic resources. When complete data sets are compiled for specific metals, particular issues stand out with respect to sustainability—technological breakthroughs (e.g. flotation, carbon-in-pulp), new discoveries (e.g. uranium or U), price changes (e.g. Au, boom/bust cycles), social issues (e.g. strikes), etc. All of these issues are of prime importance in moving towards a semi-quantitative sustainability model of mineral resources and the mining industry. For the future, critical issues will continue to be declining ore grades (also ore quality and impurities), increased waste rock and associated liabilities, known economic resources, potential breakthrough technologies, and broader environmental constraints (e.g. carbon costs, water). For this latter area, many companies now report annually on sustainability performance—facilitating analysis of environmental sustainability with respect to production performance. By linking these two commonly disparate aspects—mining production and environmental/sustainability data—it becomes possible to better understand environmental sustainability and predict future constraints such as water requirements, greenhouse emissions, energy and reagent inputs, and the like. This paper will therefore present a range of fundamental data and issues which help towards quantifying the resource and environmental sustainability of mining—with critical implications for the mining industry and society as a whole.  相似文献

Forest fire occurrence is affected by multiple controls that operate at local to regional scales. At the spatial scale of forest stands, regional climatic controls may be obscured by local controls (e.g., stochastic ignitions, topography, and fuel loads), but the long-term role of such local controls is poorly understood. We report here stand-scale (<100 ha) fire histories of the past 5000 years based on the analysis of sediment charcoal at two lakes 11 km apart in southeastern British Columbia. The two lakes are today located in similar subalpine forests, and they likely have experienced the same late-Holocene climatic changes because of their close proximity. We evaluated two independent properties of fire history: (1) fire-interval distribution, a measure of the overall incidence of fire, and (2) fire synchroneity, a measure of the co-occurrence of fire (here, assessed at centennial to millennial time scales due to the resolution of sediment records). Fire-interval distributions differed between the sites prior to, but not after, 2500 yr before present. When the entire 5000-yr period is considered, no statistical synchrony between fire-episode dates existed between the two sites at any temporal scale, but for the last 2500 yr marginal levels of synchrony occurred at centennial scales. Each individual fire record exhibited little coherency with regional climate changes. In contrast, variations in the composite record (average of both sites) matched variations in climate evidenced by late-Holocene glacial advances. This was probably due to the increased sample size and spatial extent represented by the composite record (up to 200 ha) plus increased regional climatic variability over the last several millennia, which may have partially overridden local, non-climatic controls. We conclude that (1) over past millennia, neighboring stands with similar modern conditions may have experienced different fire intervals and asynchronous patterns in fire episodes, likely because local controls outweighed the synchronizing effect of climate; (2) the influence of climate on fire occurrence is more strongly expressed when climatic variability is relatively great; and (3) multiple records from a region are essential if climate-fire relations are to be reliably described.  相似文献
