Abstract: Adaptive management is often proposed as the most effective way to manage complex watersheds. However, our experience suggests that social and institutional factors constrain the search for, and integration of, the genuine learning that defines adaptive management. Drawing on our work as social scientists, and on a guided panel discussion at a recent AWRA conference, we suggest that watershed‐scale adaptive management must be recognized as a radical departure from established ways of managing natural resources if it is to achieve its promise. Successful implementation will require new ways of thinking about management, new organizational structures and new implementation processes and tools. Adaptive management encourages scrutiny of prevailing social and organizational norms and this is unlikely to occur without a change in the culture of natural resource management and research. Planners and managers require educational, administrative, and political support as they seek to understand and implement adaptive management. Learning and reflection must be valued and rewarded, and fora established where learning through adaptive management can be shared and explored. The creation of new institutions, including educational curricula, organizational policies and practices, and professional norms and beliefs, will require support from within bureaucracies and from politicians. For adaptive management to be effective researchers and managers alike must work together at the watershed‐scale to bridge the gaps between theory and practice, and between social and technical understandings of watersheds and the people who occupy and use them. 相似文献

High quality plans are considered a crucial part of good land use planning and often used as a proxy measure for success in
plan implementation and goal attainment. We explored the relationship of open space plan quality to the implementation of
open space plans and attainment of open space protection goals in Research Triangle, North Carolina, USA. To measure plan
quality, we used a standard plan evaluation matrix that we modified to focus on open space plans. We evaluated all open space
plans in the region that contained a natural resource protection element. To measure plan implementation and open space protection,
we developed an online survey and administered it to open space planners charged with implementing the plans. The survey elicited
each planner’s perspective on aspects of open space protection in his or her organization. The empirical results (1) indicate
that success in implementation and attaining goals are not related to plan quality, (2) highlight the importance of when and
how stakeholders are involved in planning and implementation processes, and (3) raise questions about the relationship of
planning to implementation. These results suggest that a technically excellent plan does not guarantee the long-term relationships
among local landowners, political and appointed officials, and other organizations that are crucial to meeting land protection
goals. A greater balance of attention to the entire decision process and building relationships might lead to more success

Most regulations governing biosolids land application do not consider that phosphorus (P) solubility can vary widely among biosolids. Current regulations typically group all biosolids together in one category or group biosolids together with manures. Research has shown that not all biosolids have the same potential to affect the environment when land applied, but the database is limited. The purpose of this study was to characterize P release from several biosolids produced and/or marketed in Florida. A small soil column dynamic laboratory incubation was conducted to assess P release potential. Eleven biosolids and a mineral fertilizer (triple super phosphate) were individually mixed with a typical low-P sorbing Florida soil (Immokalee fine sand) at 56 and 224 kg P ha(-1). Columns were periodically leached over 5.5 mo to attain 60 mL (1/2 pore volume) of drainage in each leaching. Soluble reactive P was determined and summed over the eight leachings to represent total P source release. Cumulative P release (as a percentage of P applied) was greatest from biological P removal (BPR) and BPR-like biosolids and least from heat-dried materials. Phosphorus release from biosolids depends on biosolids treatment type (digestion) and P chemistry, suggesting that biosolids regulations must account for differences in P lability to accurately gauge environmental risk. 相似文献

The modification of cloud condensation nucleus (CCN) activity of saturated organic particles resulting from heterogeneous oxidation by OH radicals was studied. Submicron Bis-2-ethylhexyl sebacate (BES) and stearic acid particles were exposed to OH radicals in a reactor flow tube and CCN activity was monitored. The hygroscopicity parameter, κ, for monodisperse stearic acid and BES particles of 145–150 nm in size increased from <0.008 up to 0.08 as a result of OH exposures equivalent to atmospheric exposure timescales of several days to a week. The oxidation of stearic acid particles led to a 50% reduction in particle volume at high OH exposures, indicating an enhanced degree of volatilization of oxidation products compared to oxidized BES particles, along with possible shape/phase change. Surface tension measurements of water extracts of oxidized BES films showed a significant reduction in surface tension due to oxidation. Köhler calculations modeling the CCN measurements suggest that the surface active oxidation products play an important role. 相似文献

Mount Washington, NH in the White Mountain National Forest, is flanked to the north-northeast and south by two Class I Wilderness areas, the Great Gulf and Presidential Range-Dry River Wildernesses, respectively. The Clean Air Act protects Class I Area natural resource values from air pollution. Aerosol sulfate, a fine particulate component that is often transported long distances, is a known contributor to visibility degradation and acidic deposition. We examined summertime fine particulate aerosol mass and sulfate, strong acidity and ammonium concentrations from 1988 to 2007 on Mount Washington at two elevations, 452 and 1540 m (msl). The former site is often within, and the latter at the interface of, the planetary boundary layer. Comparisons of sampling interval durations (10 and 24 h) and site vs. site are made. We also examine the extent to which aerosol sulfate is neutralized.Ten hour (daytime) compared to 24 h samples have higher mass and aerosol sulfate concentrations, however paired samples are well correlated. Fine mass concentrations compared between the 452 m and 1540 m sites (standard temperature and pressure corrected) show a weak positive linear relationship with the later being approximately 32% lower. We attribute the lack of a strong correlation to the facts that the 1540 m site is commonly at the interface of and even above the regional planetary boundary layer in summer and that it can intercept different air masses relative to the 452 m site. Sulfate is ~18% lower at the higher elevation site, but comprises a greater percentage of total fine mass; 42% compared to 37% for the high and low elevation site, respectively. Aerosol strong acidity was found to increase with increasing sulfate concentrations at both sites. Further the ratio of hydrogen to sulfate ion was greater in 24 h than 10 h samples at the higher elevation site likely due to overnight transport of fresh acidic aerosols. 相似文献

With the recent focus on fine particle matter (PM2.5), new, self-consistent data are needed to characterize emissions from combustion sources. Such data are necessary for health assessment and air quality modeling. To address this need, emissions data for gas-fired combustors are presented here, using dilution sampling as the reference. The dilution method allows for collection of emitted particles under conditions simulating cooling and dilution during entry from the stack into the air. The sampling and analysis of the collected particles in the presence of precursor gases, SO2 nitrogen oxide, volatile organic compound, and NH3 is discussed; the results include data from eight gas fired units, including a dual-fuel institutional boiler and a diesel engine powered electricity generator. These data are compared with results in the literature for heavy-duty diesel vehicles and stationary sources using coal or wood as fuels. The results show that the gas-fired combustors have very low PM2.5 mass emission rates in the range of approximately 10(-4) lb/million Btu (MMBTU) compared with the diesel backup generator with particle filter, with approximately 5 x 10(-3) lb/MMBTU. Even higher mass emission rates are found in coal-fired systems, with rates of approximately 0.07 lb/MMBTU for a bag-filter-controlled pilot unit burning eastern bituminous coal. The characterization of PM2.5 chemical composition from the gas-fired units indicates that much of the measured primary particle mass in PM2.5 samples is organic or elemental carbon and, to a much less extent, sulfate. Metal emissions are quite low compared with the diesel engines and the coal- or wood-fueled combustors. The metals found in the gas-fired combustor particles are low in concentration, similar in concentration to ambient particles. The interpretation of the particulate carbon emissions is complicated by the fact that an approximately equal amount of particulate carbon (mainly organic carbon) is found on the particle collector and a backup filter. It is likely that measurement artifacts, mostly adsorption of volatile organic compounds on quartz filters, are positively biasing "true" particulate carbon emission results. 相似文献

Two thermodynamic equilibrium models were applied to estimate changes in mean airborne fine particle (PM2.5) mass concentrations that could result from changes in ambient concentrations of sulfate, nitric acid, or ammonia in the southeastern United States, the midwestern United States, and central California. Pronounced regional differences were found. Southeastern sites exhibited the lowest current mean concentrations of nitrate, and the smallest predicted responses of PM2.5 nitrate and mass concentrations to reductions of nitric acid, which is the principal reaction product of the oxidation of nitrogen dioxide (NO2) and the primary gas-phase precursor of fine particulate nitrate. Weak responses of PM2.5 nitrate and mass concentrations to changes in nitric acid levels occurred even if sulfate concentrations were half of current levels. The midwestern sites showed higher levels of fine particulate nitrate, characterized by cold-season maxima, and were projected to show decreases in overall PM levels following decreases of either sulfate or nitric acid. For some midwestern sites, predicted PM2.5 nitrate concentrations increased as modeled sulfate levels declined, but sulfate reductions always reduced the predicted fine PM mass concentrations; PM2.5 nitrate concentrations became more sensitive to reductions of nitric acid as modeled sulfate concentrations were decreased. The California sites currently have the highest mean concentrations of fine PM nitrate and the lowest mean concentrations of fine PM sulfate. Both the estimated PM2.5 nitrate and fine mass concentrations decreased in response to modeled reductions of nitric acid at all California sites. The results indicate important regional differences in expected PM2.5 mass concentration responses to changes in sulfate and nitrate precursors. Analyses of ambient data, such as described here, can be a key part of weight of evidence (WOE) demonstrations for PM2.5 attainment plans. Given the potent carcinogenic effects of most N-nitroso compounds, the reductive transformation of the common explosive hexahydro-1,3,5-trinitro-1,3,5-triazine (RDX) to a group of N-nitroso derivatives, hexahydro-1-nitroso-3,5-dinitro-1,3,5-triazine (MNX), hexahydro-1,3-dinitroso-5-nitro-1,3,5-triazine (DNX), and hexahydro-1,3,5-trinitroso-1,3,5-triazine (TNX) in the environment have caused concerns among the general public. Questions are arising about whether the same transformations also occur in mammals, and if true, to what extent. This study investigated the N-nitroso derivatives production in the deer mouse GI tract following RDX administration. Findings verified that such transformations do occur in the mammalian GI tract at notable levels: the average MNX concentrations in deer mice stomach were 85 microg/kg and 1318 microg/kg for exposure to 10mg/kg and 100mg/kg diet, respectively. DNX in stomach were 217 microg/kg for the 10mg/kg dose group and 498 microg/kg for the 100mg/kg dose group. Bioavailability in soil of organic xenobiotics such as phenanthrene is limited by mechanisms of diffusion of the xenobiotics within soil micropores and organic matter. The agricultural utilization of compost may reduce the risk connected to organic xenobiotic contamination by means of: (i) a reduction of the bioavailable fraction through an increased adsorption and (ii) an enhanced degradation of the remaining bioavailable fraction through an inoculum of degrading microorganisms. Aim of this work is to test this hypothesis by assessing the effects of compost amendment on the bioavailability and degradation of phenanthrene in soil. Experiments were carried out in both sterilized and non-sterilized conditions, and chemical and microbiological analyses were carried out in order to determine the extent of degradation and bioavailability and to monitor the evolution of the soil micro flora in time. Bioavailability was assessed in sterilized microcosms, in order to assess the physical effects of compost on aging processes without the influence of microbial degradation. Results showed that bioavailability is significantly reduced in soils amended with compost, although no differences were found at the 2 doses of compost studied. In non-sterilized soils the amount of phenanthrene degraded was always higher in the amended soils than in the non-amended one. Microbiological analyses confirmed the presence of a higher number of phenanthrene degraders in the amended soils and in samples of compost alone. These results suggest that compost induces the degradation in soils of easily degradable compounds such as phenanthrene, when the proper bacteria are in the compost; more resistant xenobiotics may instead be trapped by the compost organic matter, thus becoming less available. 相似文献
