Abstract

Test-to-test variability has been observed by many current testing methods, including the Federal Test Procedure, the IM240 dynamometer test, the idle test common to many Inspection and Maintenance programs, and on-road remote sensing. The variability is attributable to the vehicle, not to the testing procedure. Because the vehicles are the dominant source of variability, the only way such vehicles can be reliably identified is through the use of multiple tests. The emissions variability increases with increasing average emissions, and it appears to be prevalent among the few newer technology vehicles with defective, but untampered, closed-loop emissions control systems (1981 and newer models). In one fleet the variable emitters constitute 2.2% to 4.8% of the vehicles and contribute 8.5% to 22% of the total carbon monoxide emissions. Scheduled I/M programs that fail to ensure repair of these vehicles allow a significant portion of vehicles with excess emissions to escape reduction measures.  相似文献

The degree and extent of lead contamination of urban soils and vegetation in the vicinity of secondary lead industries are provided. These urban industries, a secondary smelter reprocessing lead from used batteries and scrap metal and a manufacturer of new storage batteries, were located near residential communities. Levels as high as 21,000 ppm of lead in the upper 5 cm of soil (based on air dried weight) and 3500 and 2700 ppm in willow foliage (not washed and washed, respectively, based on dry weight) were found adjacent to the secondary smelter, with the levels decreasing exponentially from the sources. The data on lead contamination of soils and vegetation at various distances and directions from the urban secondary lead industries were compared with levels of lead found in control urban and highway locations. In addition, arsenic levels in soil were examined as a tracer for the source of industrial lead emissions. High levels of lead found In both vegetation and soil in the vicinity of the urban industries reflected both historical and current emissions of lead in those areas. These studies were conducted for industrial abatement purposes; to assist medical related epidemiology studies; to define the areas of severe contamination for soil cleanup purposes; and to formulate guidelines for excessive levels of lead in soil and vegetation. Since lead in soil is persistent, concern arises with respect to pica for small children, contamination of edible vegetables grown in high-lead soil, and reentrainment of leaded particulate matter into the air.  相似文献

When annual average PM2.5 (fine particulate matter sized 2.5 microns and less) data for 2005 became available in April 2006 and the 3-yr average PM2.5 concentration in an area just north of the Houston Ship Channel reached 15.0 µg/m3, the Texas Commission on Environmental Quality (TCEQ) initiated daily collection of quartz fiber as well as Teflon PM2.5 filter samples for chemical speciation analysis. The purpose of the chemical speciation analysis was to use the speciation data, together with meteorological data and hourly TEOM (tapered element oscillating microbalance) PM2.5 mass data, to identify the causes of the high PM2.5 concentrations affecting the monitoring site and the neighborhood. The ultimate purpose was to target emission reduction efforts to sources contributing to the high measured PM2.5 concentrations. After a year of data collection, it was recognized that a specific source, unpaved driveways and loading areas along the Ship Channel and dirt tracked onto Clinton Drive, the main artery running east-west north of the Ship Channel, were the primary cause for the Clinton Drive site's measuring PM2.5 concentrations significantly higher than other sites in Houston. The source characterization and remediation steps that have led to sustained reduced concentrations are described in this paper.

Implications: With PM2.5 exceedances it can be essential to have or develop chemical speciation data as part of the process of identifying the source types causing exceedances of an annual standard. Positive matrix factorization (PMF) analysis proved to be a powerful tool that identified the two locally emitted species contributing to exceedances, which did not occur at other sites in the region. They were calcium sulfate (gypsum), an industrial by-product, and soil minerals. Other data analysis approaches were necessary to distinguish North African dust events, which PMF failed to identify.  相似文献

This is the third in a series of papers discussing the experience of electric utilities in applying baghouse technology for the collection of particulate matter at coal-fired electric power generating plants. The series presents new data obtained in research sponsored by the Electric Power Research Institute (EPRI) on reverse-gas and shake/deflate cleaned baghouses, and specifically addresses a number of unresolved issues in the design and operation of these units. This paper provides an overview of the design and operating characteristics of baghouses now in place in the utility industry. In addition, it discusses three key issues in design and operation: the relationships among dust cake weight and chemical composition, air-to-cloth ratio, and pressure drop; fabric selection; and bag life.  相似文献

A great urgency has developed in the past few years within the U.S. EPA remediation program to perform treatability studies at Superfund (CERCLA) sites. The major reasons for this urgency is to ensure the selected treatment technology is applicable to the waste characteristics, and that Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup goals can be achieved. However, prior to conducting a treatability study, three critical issues must be resolved by the site manager. First, what scale and timing are appropriate? Second, should the treatability study be performed by a treatment technology vendor using proprietary equipment and processes, or can a generic study be performed? Third, should the study be performed in the field or should the waste be taken to the laboratory for testing? The objectives of the treatability study will have a major impact on how these issues are resolved. This paper discusses these major issues and provides information for the design and conduct of Superfund treatability programs.  相似文献

Abstract

Nitrogen transformations and their effect on aerobic suspended growth treatment of an industrial wastewater were studied in three parallel bench-scale reactors operated at 5 "C at mean cell residence times (MCRT) of 15, 30, and 60 days. In normal process wastewater, the bulk of influent nitrogen was in organic form, and the fraction transformed was almost totally incorporated into synthesized biomass. Assimilative control by heterotrophs maintained ammonianitrogen levels below permitted effluent levels, and nitrification was not significant. Although volatile suspended solids had a nitrogen content of only 5% to 8%, effective organics removal was maintained, and total organic carbon and filtered daily average five-day biochemical oxygen demand (BODS) were below permitted effluent levels. A marked improvement in settleability and lower effluent total suspended solids was achieved by adding ammonia-nitrogen to the wastewater in excess of stoichiometric growth requirements.

During a batch production cycle of a cationic chemical, the ratio of nitrogen to chemical oxygen demand and the fraction of the total influent nitrogen in soluble form increased in the wastewater. Reactor effluent ammonia levels increased to above permit levels at all three MCRTs during treatment of wastewater containing cationic production effluents. The magnitude of ammonia increase was greater for longer MCRTs, suggesting that synthesis of cell mass was not capable of assimilating the increased ammonia supply under these non-steady conditions. The experimental results suggest several potential strategies for operating the aerobic process at the treatment facility, including adding nitrogen to improve settleability and discontinuing these additions when wastewater contains a high ratio of nitrogen to chemical oxygen demand and an elevated soluble nitrogen fraction  相似文献

ABSTRACT

Based on the available evidence of health effects, the U.S. Environmental Protection Agency (EPA) has been evaluating the need to regulate mercury releases to the environment. In response to the congressional mandates in The 1990 Clean Air Act Amendments (CAAA), the EPA has issued the Mercury Study Report and the Study of Hazardous Air Pollutant Emissions from Electric Utility Steam Generating Units Report. In spite of the enormous effort represented by these reports, as well as the efforts of both the U.S. Department of Energy (DOE) and the Electric Power Research Institute (EPRI), in conducting the field measurement programs that form the basis for these reports, a definitive answer on the need for mercury regulation has not been found. However, the EPA, as well as other regulatory agencies and health researchers, have suggested a “plausible link” between anthropogenic sources emitting mercury and the methylation, bioaccumulation in the food chain, and adverse health effects in humans and wildlife.

Policy-makers have recognized that regulations must be based on good science and that a number of issues still remain. These issues can generally be grouped into four main categories: emissions inventory, control technology, fate of releases, and health effects. This paper will discuss recent, ongoing, and planned studies to address the remaining issues regarding the presence of mercury in the environment, with an emphasis on those studies that are directly related to the DOE/Federal Energy Technology Center’s (FETC) programmatic effort.  相似文献
