The siting of facilities with undesirable environmental characteristics often leads to public conflict. Efforts to resolve the conflict and make siting decisions frequently exacerbate the problem. Environmental mediation, the process of negotiating an agreeable settlement, is an accepted approach to resolving conflict. This paper explores the use of incentive systems as a means of achieving equity in environmental mediation. Obnoxious and noxious characteristics of facilities are discussed as the basis of conflicts. Four types of incentives—mitigation, compensation, reward, and participation—are discussed. The paper concludes with a discussion of the utility and application of incentives for solving environmental conflicts.  相似文献

ABSTRACT: Three forest watersheds were isolated by roads in poorly drained flatwoods of Florida. After 12 months of baseline calibration the forest in one watershed was harvested and regenerated with minimum disturbance, in the second watershed with maximum disturbance from common practices, and in the third watershed left intact as a control. Water yields from the maximum treatments increased a significant 250 percent while that from the minimum treatments increased 117 percent as compared to the control. Weed vegetation remaining after the minimum treatment continued significant water use. The water yield increases lasted only for one year. Water quality was reduced by both treatments with the most effect immediately after the maximum disturbance. Absolute levels of suspended sediments, potassium, and calcium remained relatively low. The maximum treatment caused significant changes in net cation balances only for one year. The information shows relative little effect of silvicultural practices in flatwoods on water quality as compared to data from upland forests. Water yield increases may be manipulated by the degree of harvest and weed control practices.  相似文献

Under the United States Clean Air Act Amendments of 1977, a class I designation safeguards wilderness areas from the negative effects of new sources of air pollution. We monitored streamwater chemistry in the class I Lye Brook Wilderness in southwestern Vermont from May 1994 through August 1995. Stream samples were collected biweekly at nine sampling locations throughout the wilderness and were analyzed for major cations and anions, dissolved organic carbon, pH, and acid-neutralizing capacity. Eight of nine sites sampled had mean annual acid neutralizing capacity values below zero. During the study period, decreases in streamwater acid neutralizing capacity values were caused primarily by SO4 2−. At some sites, however, NO3 and naturally occurring, weak organic acids were seasonally important. During high discharge, the low pH and high concentrations of inorganic monomeric Al were at levels that are toxic to acid-sensitive aquatic species. Watershed mass balances were calculated to determine annual gains or losses for measured ions. These budgets indicate that S inputs and outputs were nearly equal, there was a net loss of base cations, and a net gain in N. How long these watersheds can continue to assimilate additional N inputs is unknown.  相似文献

Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

This paper assesses the feasibility of using atmospheric measurement of fluorinated greenhouse gases (HFCs, PFCs and SF6) for the review and verification of greenhouse gas inventories provided by national governments. For this purpose, available data were compiled. It was found that atmospheric measurements of these gases are available and provide an indication of global annual emissions with sufficient certainty to reach the following conclusions: Within the uncertainty of the method, it was found that emissions of HFC-23, a by-product of HCFC-22 production, as obtained from atmospheric measurements did not decrease as fast, as the countries have reported. In contrast, SF6 concentrations in the atmosphere suggest higher emissions than reported by countries. Regional emission estimates from atmospheric measurements are still in a more pioneering state and cannot be compared to national estimates. Intensified efforts to measure HFCs, PFCs and SF6 in the atmosphere are recommended.  相似文献

Niobium, phosphate, coal and gold mining facilities have been selected as case studies with the aim of identifying possible sources of radiological impact during and after cessation of industrial operations. The results have shown that acid drainage, as well as chemical processing of mineral ores, constitute relevant impact indicators for present-day and future scenarios. The possible use of solid wastes abandoned at the end of the operations represents a long-term radiological concern. Therefore, it is necessary that Brazilian legislation for environmental licensing be revised taking into account the potential environmental and radiological impacts caused by these industries and establishing remedial procedures for waste storage areas in the existing sites. The indicators developed and procedures carried out can be used in screening for decisions on the adoption of regulatory requirements for practices at such types of installations.  相似文献

This study examines supervisor and subordinate perceptions of and attributions for psychological contract breach. The data suggest that supervisor and subordinate perceptions are most likely to differ on the extent to which the organization violated its obligations to provide fair pay, advancement opportunities, and a good employment relationship. In addition, the results indicate that the greater the degree of psychological contract breach reported by subordinates, the less committed they are to the organization and the lower their job performance (as rated by their supervisor). Moreover, when psychological contract breach is perceived, supervisors' and subordinates' attributions regarding the reasons for the breach are likely to differ. Specifically, the findings suggest that subordinates are more likely to attribute breach to the organization's intentional disregard for the commitments that it had made to the employee, while supervisors are more inclined to attribute breach to situations beyond the organization's direct control. Across the United Kingdom, the majority of local authoritieshave now completed their first phase of local air qualityreview and assessment work, as required under the AirQuality Strategy for England, Scotland, Wales and NorthernIreland (DETR, 2000a). Emerging from this first phasework is an anticipated suite of over 110 Air QualityManagement Areas (AQMAs). These areas are identifiedlocations where one or more of the national air qualityobjectives are predicted to exceed by specific target dates,and their spatial extent and shape is emerging as highlyvariable. Local authorities are guided to use a variety ofscientific tools to underpin the scientific assessments, anda consideration of uncertainty in both the tools used andsubsequent delineation of AQMAs is likely to affect theemerging management areas significantly. With subsidiarity underpinning the process of local air qualitymanagement (LAQM), local decision-making is anticipated toinfluence the outcome of the LAQM process in its entirety,with the declaration of AQMAs necessitating the preparationand implementation of air quality action plans. UKexperience of the effective management of local air quality,through the designation of AQMAs, demonstrates a valuableframework for other European countries developing mechanismsto manage air quality locally.  相似文献
