Water use for oil and gas development (i.e., hydraulic fracturing) is a concern in semiarid basins where water supply is often stressed to meet demands, and oil and gas production can exacerbate the situation. Understanding the impacts of water use for hydraulic fracturing (HF) on water availability in semiarid regions is critical for management and regulatory decisions. In the current work, we quantify water use for HF at several scales — from municipal to state‐wide — using the IHS Enerdeq database for the South Platte Basin. In addition, we estimate produced water (a by‐product of oil and gas production), using data from the Colorado Oil and Gas Conservation Commission to explore reuse scenarios. The South Platte River Basin, located in northeastern Colorado, encompasses the Denver‐Metro area. The basin has one of the most productive oil and gas shale formations in Colorado, with much of the production occurring in Weld County. The basin has experienced higher horizontal drilling rates coupled with an increasing population. Results show water use for horizontal and vertical wells averages 11,000 and 1,000 m3, respectively. Water use for HF in the South Platte Basin totaled 0.63% of the basin's 2014 total water demand. For Weld County, water use for HF was 2.4% of total demand, and for the city of Greeley, water use was 7% of total demand. Produced water totaled 9.4 Mm3 in the basin for 2014, which represents 42% of the total water used for HF.  相似文献

In places like Canada, fast-paced wind turbine development combined with policy that limits local decision-making power has resulted in strong opposition to specific projects. Some studies suggest that anti-wind sentiment is tied to inadequate financial benefits – especially sharing at the local level. Thus, ideas of distributive economic justice have received traction, particularly in the form of praise for community-based development models. This paper reports on the findings from a mixed-methods study concerning preferred distributive justice elements in rural communities in Ontario (technocratic-based model) and Nova Scotia (community-based model) living with turbines. Residents’ perceptions of economic benefits are nuanced, but unlike other studies, this empirical work shows that both the fair distribution and the amount of local benefits are important predictors of project support. Yet, concerns around the fair distribution of benefits dominate in a regression on the adequacy of those benefits. A variety of interview and survey findings further point to the strength of traditional, profit-sharing community-based models for distributing benefits, but also more novel ideas including lowered electricity bills and tax rebates in areas home to turbines.  相似文献

How well does the general public understand the concept of urban resilience? We address this question via an online survey of 500+ citizens living in three large Australian cities (Sydney, Melbourne and Perth). The majority of respondents claim not to know what urban resilience means. Of the remaining respondents, understanding ranges from poor to sophisticated. To circumvent this stated lack of understanding, we cast the concept of urban resilience into a more familiar framework consisting of risk and ability to cope with threats. This allows us to assess perceptions about what may challenge the resilience of Australian cities. Two concerns clearly emerge: (1) violence and social unrest and (2) environmental threats. Analysing a number of constructs from the social psychology literature reveals that these two concerns hold different cognitive signatures, whose understanding may facilitate discussion and communication within a public engagement process.  相似文献

Vicuña provide an excellent case study for examining the sustainable use of wildlife outside protected areas: the community-based conservation approach. Vicuña populations in the high Andes of Argentina, Bolivia, Chile, Ecuador and Perú fell to a critically low level, but a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) ban on trade in their fiber has seen numbers recover dramatically, and now live shearing of vicuña for a high-value international market is being promoted as a mechanism to secure both sustainable vicuña populations and local livelihoods. We used a dynamic optimization model to explore the consequences of legalizing markets, including the consequences for poaching which is critical in vicuña dynamics. Using parameters obtained from the literature and expert knowledge, we explored different scenarios for the Argentine region of Cieneguillas. Our results showed that the role of the international market is ambiguous; live shearing for an international market can provide the very best of outcomes for both vicuña and local people, with large herds generating high revenues. But an international market also creates a market for poached vicuña fiber; as a result, vicuña numbers risk once again falling to critically low levels, resulting also in minimal revenues from sale of fiber. The message for the international community is that if community-based conservation is not implemented carefully then its impact can easily be perverse.  相似文献

Land-use patterns are influenced by both top-down and bottom-up (local) factors, with their interactions varying in both space and time. This provides a major challenge to decision-making for sustainable multifunctional landscapes. A cross-scale scenario structure has been developed to integrate top-down and bottom-up context based upon the familiar IPCC Special Report on Emission Scenarios framework. Qualitative scenario storylines are converted into multiple quantified simulations of regional land-use change using a series of rules, with information translated across scales using a hierarchical land-use classification. Land-use parcels (fields) are used as key landscape reference units representing the local dimension of regional changes. Biophysical limitations on land use are represented through land capability classes (climate, soils and topography). Socio-economic factors are characterised in reference to global drivers, policy targets or local preferences. A flexible stochastic software tool (LandSFACTS) ensures spatiotemporal coherence of land-use allocation simulations consistent with scenario storylines. Scenario development is designed to be interactive, bridging ‘problem-focussed’ and ‘actor-focussed’ approaches. A case study is presented from NE Scotland, where plans to enhance multifunctionality through new woodland are evaluated against drivers of globalisation and climate change. Competing priorities, such as food security, mean that in some scenarios, a policy objective for woodland expansion to occur on farmland cannot be met. Woodland expansion would then have to occur on uncultivated upland areas. Scenario analysis has highlighted specific sensitivity to change in ‘marginal’ agricultural areas, with the varying influence of different top-down or bottom-up factors leading to divergent potential outcomes.  相似文献

ABSTRACT: A modified version of the U.S. Environmental Protection Agency's QUAL-II water quality simulation model is calibrated and applied to the Lower Winooski River, Vermont. The river flows through the metropolitan Burlington area and is impacted by several industrial and municipal point sources and by operation of hydropower facilities. Several structural modifications are made in the model to improve water quality simulations in rivers impacted by algal growth; these include the addition of organic nitrogen and organic phosphorus compartments and provision for algal uptake of ammonia and/or nitrate nitrogen. The model is interfaced with statistical programs which facilitate tabulation, display, and analysis of observed and predicted concentrations. The model is calibrated and tested against data from two intensive water quality surveys. Applications demonstrate the factors controlling water quality and sensitivities to point source waste management strategies and flow, as influenced by hydropower operations.  相似文献

Ecological conditions in the Potomac Estuary are affected by a variety of natural and anthropogenic stressors. Natural climatic factors combined with anthropogenic activities affect fluxes of material through Potomac River watersheds and cause changes in ecological conditions in the Potomac Estuary. A basic premise of this ongoing study is that effects of anthropogenic and natural stressors can be distinguished. The investigation involves: 1) analysis of existing data using time series methods, 2) retrospective modeling to link the response of estuarine water quality to changes in stressors, and 3) new measurements on sediment cores from the Potomac Estuary. Estuarine effects being considered include changes in the distribution and abundance of chlorophyll a, diatoms, dinoflagellates, ostracods, submerged aquatic vegetation, benthic fauna, dissolved oxygen, and foraminifera. Since current conditions may be due to the accumulation of effects over many years, our research considers variability and changes during the past century in the context of long-term changes during the past 500 years. The availability of large data sets from the past century, long-term information on variability in precipitation from tree ring data from the past 300 years, and paleoecological studies by other investigators in the Potomac Estuary and main stem of Chesapeake Bay make the Potomac Estuary an ideal place to develop methods to distinguish between effects of natural and anthropogenic stressors in estuaries, in the context of a varying, and perhaps changing, climate.  相似文献

Total concentrations of arsenic in surface (0–15cm) garden soils in the historical mining area of Hayle-Camborne-Godolphin, Cornwall, England are large and range widely (144–892 g/g). Amounts of water soluble and acid-fluoride extractable soil arsenic are significantly correlated with total content.Examination of 6 salad and vegetable crops grown in 32 gardens has shown arsenic concentrations in the edible tissues to be only slightly elevated. There were strong correlations between arsenic in beetroot, lettuce, onion and peas and soil arsenic (total, water soluble and acid extractable). Regression equations have been calculated. Ridge regression analysis applied to test the importance of other soil variables has shown both iron and phosphorus to influence the uptake of arsenic.Arsenic in all the vegetables sampled was below the statutory limit in the U.K. of 1 mg/kg fresh weight. Implications for health should be assessed in relation to other exposure routesvia water, air and directly ingested dust and soil.  相似文献
