A variety of codes and standards for humanitarian assistance have been put forth in recent years. Many NGOs have agreed to abide by these codes. There is uncertainty, however, about if and how these codes are actually being put into practice. Have we moved from words to action? One response to this concern has been a proposal to establish a humanitarian ombudsman. This paper analyses two choices facing an eventual ombudsman: whether to attempt to take punitive actions to enforce the codes and standards, or whether instead to facilitate agencies' own internal efforts to improve accountability to their beneficiaries. It proposes a pluralistic approach, wherein a variety of methods, structures and local perceptions are accepted as potentially appropriate, but where a clear moral stance is still maintained. Some suggestions are outlined for how flexible forms of policy analysis may be used to combine an acceptance of the validity of a vast range of humanitarian actions while still retaining a strong stance against practices that may harm beneficiaries or feed the causes of conflict. Realism about each agency's room for manoeuvre is essential, especially local institutions. A modest but principled stance will involve helping actors to consider the impact of their work on conflict and to find ways to improve the quality of their interventions as perceived by beneficiaries. 相似文献

The advent of severe acute respiratory syndrome and its potential environmental transmission indicates the need for more information
on the survival of coronavirus in water and wastewater. The survival of representative coronaviruses, feline infectious peritonitis
virus, and human coronavirus 229E was determined in filtered and unfiltered tap water (4 and 23°C) and wastewater (23°C).
This was compared to poliovirus 1 under the same test conditions. Inactivation of coronaviruses in the test water was highly
dependent on temperature, level of organic matter, and presence of antagonistic bacteria. The time required for the virus
titer to decrease 99.9% (T99.9) shows that in tap water, coronaviruses are inactivated faster in water at 23°C (10 days) than in water at 4°C (>100 days).
Coronaviruses die off rapidly in wastewater, with T99.9 values of between 2 and 4 days. Poliovirus survived longer than coronaviruses in all test waters, except the 4°C tap water. 相似文献

This paper reviews the changing status of goose populations in Scotland since the 1940s, and the changing policies and management activities employed over that time. The size of all goose populations has risen since the 1940s due to protection measures, changes in agriculture and levels of shooting, in the UK and elsewhere. The development of goose policies in response to public interest and pressures is described. Some changes in goose populations since 2000 can be linked to this policy development. Policy is now split between protective measures for some species and adaptive management approaches encompassing control measures for others. The paper identifies the importance of the social and economic concerns of some parties in the development of goose management approaches, rather than scientific advice based on goose population numbers and trends, and recognises that future goose policy will necessarily be a difficult compromise between wide ranging, and even opposing positions and views. 相似文献

A major weakness of sediment quality guidelines (SQGs) is their poor ability to predict how toxicity thresholds change for different sediment types. Using species sensitivity distributions (SSDs) of copper effects data, new guidelines were derived for copper in non-sulfidic marine sediments in which organic carbon (OC) and particle size strongly influence copper bioavailability. The derived SQGs varied in a predictable manner with changes in sediment particle size and organic carbon (OC), and were shown to offer a significant improvement on the existing ‘single value’ SQG. Adequate protection for all benthic organisms is expected to be achieved for a OC-normalised copper concentration of 3.5 mg Cu g−1 OC in the <63 μm sediment fraction. For short-term exposures, the equivalent acute guideline is 11 mg < 63 μm Cu g−1 OC. The new SQGs incorporate a high degree of conservatism owing to the use of copper-spiked sediments and laboratory-based bioassays that were expected to result in greater metal exposure of organisms to bioavailable copper than would be expected for field-contaminated sediments with similar total copper concentrations. Social capital helps communities respond positively to change. Research in agricultural businesses and into managing change through learning in communities has highlighted the importance of relationships between people and the formal and informal infrastructure of communities to the quality of outcomes experienced by communities, businesses and individuals. Communities can be geographic communities—the data drawn on in this paper are from an island community, for example—or communities-of-common-purpose, such as agricultural organisations. This paper reviews research into managing change through learning and social capital, presents a model of the simultaneous building and use of social capital and explores the ways in which learning as part of an agricultural community can be used to bring benefits to geographic communities such as islands. The model presented in this paper stems from studies of the informal learning process that builds resilient communities. It conceptualises the way in which social capital is used and built in interactions between individuals. There are two stages to the model. The first stage depicts social capital at the micro level of one-on-one interactions where it is built and used. The second stage of the model is about the interrelationship of micro-level social capital processes with the community and societal-level social capital resources. 相似文献

The government of Canada ratified the Kyoto Protocol on 17 December 2002, but over 100 Canadian municipalities had joined the International Council for Local Environmental Intitatives' (ICLEI) Cities for Climate Protection (CCP) campaign up to a decade earlier. A low-cost home energy rating system (HERS) evaluation and individualized energy plan was provided to 420 households in Kitchener, Ontario, from September 2000 to August 2001. To assess the impact of the energy efficiency program, natural gas consumption in the year prior to the evaluation was compared with that in the year following. Overall, a 5% reduction was achieved, but individual responses varied widely. Situational and psychological factors were evaluated for three groups of households: the conservers, the consumers and the steady middle group. Conservers (30% of households) had higher initial energy consumption levels and achieved two-thirds of the potential savings identified by the energy evaluation. Consumers (12% of households) had higher ownership rates of high-efficiency furnaces and water heaters and demonstrated the rebound effect of increased demand for energy services following the evaluation. Low-income groups were the most likely to behave as conservers (42%) while high-income groups were the least likely to be conservers (13%) and the most likely to be consumers. Local programs need to be inclusive of all income groups to increase participation and implementation rates by systematically reducing barriers (financial, knowledge, trust) or increasing incentives (financial, regulatory or social) if the desired goal (e.g. Kyoto target) is to be achieved. 相似文献
