Many oil-importing developing countries faced greater difficulties coping with the second oil shock (1979–80) than with the first (1973–74). The recent decline in oil prices has offset only a small part of the adverse effect of the earlier increases, and a number of these countries continue to face severe problems in servicing their external debt. This paper explores the reasons for these difficulties, which are associated in part with the higher levels of real interest rates in recent years and with the slowdown in economic activity in industrial countries. Estimates are provided of the effects of changing oil prices on the net real cost of oil imports in developing countries. The paper concludes with an assessment of the medium-term prospects for the financing of external deficits.  相似文献

Abstract:  The Great Barrier Reef Marine Park, an area almost the size of Japan, has a new network of no-take areas that significantly improves the protection of biodiversity. The new marine park zoning implements, in a quantitative manner, many of the theoretical design principles discussed in the literature. For example, the new network of no-take areas has at least 20% protection per "bioregion," minimum levels of protection for all known habitats and special or unique features, and minimum sizes for no-take areas of at least 10 or 20 km across at the smallest diameter. Overall, more than 33% of the Great Barrier Reef Marine Park is now in no-take areas (previously 4.5%). The steps taken leading to this outcome were to clarify to the interested public why the existing level of protection was inadequate; detail the conservation objectives of establishing new no-take areas; work with relevant and independent experts to define, and contribute to, the best scientific process to deliver on the objectives; describe the biodiversity (e.g., map bioregions); define operational principles needed to achieve the objectives; invite community input on all of the above; gather and layer the data gathered in round-table discussions; report the degree of achievement of principles for various options of no-take areas; and determine how to address negative impacts. Some of the key success factors in this case have global relevance and include focusing initial communication on the problem to be addressed; applying the precautionary principle; using independent experts; facilitating input to decision making; conducting extensive and participatory consultation; having an existing marine park that encompassed much of the ecosystem; having legislative power under federal law; developing high-level support; ensuring agency priority and ownership; and being able to address the issue of displaced fishers.  相似文献

Given that funds for biodiversity conservation are limited, there is a need to understand people's preferences for its different components. To date, such preferences have largely been measured in monetary terms. However, how people value biodiversity may differ from economic theory, and there is little consensus over whether monetary metrics are always appropriate or the degree to which other methods offer alternative and complementary perspectives on value. We used a choice experiment to compare monetary amounts recreational visitors to urban green spaces were willing to pay for biodiversity enhancement (increases in species richness for birds, plants, and aquatic macroinvertebrates) with self‐reported psychological gains in well‐being derived from visiting the same sites. Willingness‐to‐pay (WTP) estimates were significant and positive, and respondents reported high gains in well‐being across 3 axes derived from environmental psychology theories (reflection, attachment, continuity with past). The 2 metrics were broadly congruent. Participants with above‐median self‐reported well‐being scores were willing to pay significantly higher amounts for enhancing species richness than those with below‐median scores, regardless of taxon. The socio‐economic and demographic background of participants played little role in determining either their well‐being or the probability of choosing a paying option within the choice experiment. Site‐level environmental characteristics were only somewhat related to WTP, but showed strong associations with self‐reported well‐being. Both approaches are likely to reflect a combination of the environmental properties of a site and unobserved individual preference heterogeneity for the natural world. Our results suggest that either metric will deliver mutually consistent results in an assessment of environmental preferences, although which approach is preferable depends on why one wishes to measure values for the natural world. The Long-Term Effects of Tiger Poaching on Population Viability   总被引:4,自引:0,他引:4  
Poaching tigers, primarily for their bones, has become the latest threat to the persistence of wild tiger populations throughout the world. Anecdotal information indicates the seriousness of this new threat. It is important, however, to provide a quantitative analysis of poaching as a basis for strong policy action. We therefore created a tiger simulation model to explore the effects of realistic levels of poaching on population viability. The model is an individually based, stochastic spatial model that is based on the extensive data set from Royal Chitwan National Park, Nepal. We found that as poaching continues over time, the probability of population extinction increases sigmoidally; a critical zone exists in which a small, incremental increase in poaching greatly increases the probability of extinction. The implication is that poaching may not at first be seen as a threat but could suddenly become one. Moreover, even if poaching is effectively stopped, tiger populations will still be vulnerable and could go extinct due to demographic and environmental stochasticity. Our model also shows that poaching reduces genetic variability, which could further reduce population viability due to inbreeding depression. The longer poaching is allowed to continue, the more vulnerable a population will be to these stochastic events. At currently reported rates of poaching our analysis indicates that many wild tiger populations will be extirpated during the latter half of the 1990s.  相似文献

Abstract: Passage of environmental legislation often creates a state of euphoria among supporters such that implementation programs are not rigorously evaluated Endangered species and water resource legislation are two examples of sound environmental legislation with major weaknesses in their implementation. Regulations to implement the US. Clean Water Act, for example, emphasize water quality (physical and chemical properties of water) by calling for uniform standards for contaminants rather than the broader goal of improving the quality of water resources. As a result, improvements in the quality of water resource quality have been limited despite massive expenditures. Natural resource agencies' narrow emphasis on harvested and threatened and endangered species has similar consequences. Unless a comprehensive and rigorous definition of the goals of biodiversity legislation is developed and adhered to by regulatory agencies, efforts to implement biodiversity legislation could lead to similar problems. Protection of biodiversity should be considered a subset of the need to protect the biological integrity of natural resource systems and the ecological health of the biosphere. Programs to protect biodiversity should reflect that more holistic goal and include provisions for evaluating success at attaining stated goals and for making midcourse adjustments in programs when resources are not being adequately protected.  相似文献
