Abstract:  Ecological research and biodiversity management often raise ethical questions in areas that include responsibilities and duties to the scientific community, public welfare, research animals, species, and ecosystems. Answering these questions is challenging because ecologists and biodiversity managers do not have the equivalent of bioethics, an established field with a support network focused mainly on biomedicine, to guide them in making decisions. Environmental ethics provides some insight into environmental values and the duties these may impose on humans. But for the most part those in the field have not considered many of the common responsibilities and obligations that ecologists and managers have to the scientific profession or to public welfare. There is a need to bring ethicists, scientists, and biodiversity managers together in a collaborative effort to study and inform the methods of ethical analysis and problem solving in ecological research and biodiversity management. We present a series of cases that illustrate the kinds of ethical questions faced by researchers and biodiversity managers in practice. We argue for the creation of an extensive case database and a pluralistic and integrated ethical framework, one that draws from the theoretical (normative), research, animal, and environmental ethics traditions. These tools form the foundations of a new area of inquiry and practical ethical problem solving, that we call "ecological ethics."

Abstract:  Monitoring natural populations is often a necessary step to establish the conservation status of species and to help improve management decisions. Nevertheless, many monitoring programs do not effectively address primary sources of variability in monitoring data, which ultimately may limit the utility of monitoring in identifying declines and improving management. To illustrate the importance of taking into account detectability and spatial variation, we used a recently proposed estimator of abundance (superpopulation estimator) to estimate population size of and number of young produced by the Snail Kite ( Rostrhamus sociabilis plumbeus ) in Florida. During the last decade, primary recovery targets set by the U.S. Fish and Wildlife Service for the Snail Kite that were based on deficient monitoring programs (i.e., uncorrected counts) were close to being met (by simply increasing search effort during count surveys). During that same period, the Snail Kite population declined dramatically (by 55% from 1997 to 2005) and the number of young decreased by 70% between 1992–1998 and 1999–2005. Our results provide a strong practical case in favor of the argument that investing a sufficient amount of time and resources into designing and implementing monitoring programs that carefully address detectability and spatial variation is critical for the conservation of endangered species.

Abstract:  Species conservation status is commonly used as a broad-scale indicator of the state of biological diversity. To learn about its value for tracking trends, we examined provincial lists of terrestrial vertebrate species and subspecies at risk in British Columbia, Canada, for 1992 and 2002 to see whether changes in these lists reflected changes in the status of the taxa they represent. Examination of the case histories of individual species and subspecies showed that 65% of additions and deletions to the British Columbia Red List were the result of improvement in knowledge of species status, changes in assessment procedures, and refinements in taxonomy rather than actual changes in a species' status. Comparison to an alternate set of rank scores provided by NatureServe for taxa that appeared on both 1992 and 2002 British Columbia Red Lists revealed changes in status that were not reflected by movement from the list. Estimates of historical conservation status for species on the 1992 British Columbia Red List demonstrated ambiguity around the natural baseline with regard to tracking changes in list composition over time. We discourage the continued use of indicators based solely on conservation status as a means of tracking biodiversity. Instead we recommend advancing strategic indicators around species at risk based on long-term monitoring data, deliberate and explicitly stated baselines, and consistent methods of conservation ranking.

Abstract:  Security infrastructure along international boundaries threatens to degrade connectivity for wildlife. To explore potential effects of a fence under construction along the U.S.–Mexico border on wildlife, we assessed movement behavior of two species with different life histories whose regional persistence may depend on transboundary movements. We used radiotelemetry to assess how vegetation and landscape structure affect flight and natal dispersal behaviors of Ferruginous Pygmy-Owls ( Glaucidium brasilianum ), and satellite telemetry, gene-flow estimates, and least-cost path models to assess movement behavior and interpopulation connectivity of desert bighorn sheep ( Ovis canadensis mexicana ). Flight height of Pygmy-Owls averaged only 1.4 m (SE 0.1) above ground, and only 23% of flights exceeded 4 m. Juvenile Pygmy-Owls dispersed at slower speeds, changed direction more, and had lower colonization success in landscapes with larger vegetation openings or higher levels of disturbance ( p ≤ 0.047), which suggests large vegetation gaps coupled with tall fences may limit transboundary movements. Female bighorn sheep crossed valleys up to 4.9 km wide, and microsatellite analyses indicated relatively high levels of gene flow and migration (95% CI for FST= 0.010–0.115, Nm = 1.9–24.8, M = 10.4–15.4) between populations divided by an 11-km valley. Models of gene flow based on regional topography and movement barriers suggested that nine populations of bighorn sheep in northwestern Sonora are linked by dispersal with those in neighboring Arizona. Disruption of transboundary movement corridors by impermeable fencing would isolate some populations on the Arizona side. Connectivity for other species with similar movement abilities and spatial distributions may be affected by border development, yet mitigation strategies could address needs of wildlife and humans.

Survey responses of 690 employees of a state agency were used to investigate the idea that internal mobility experiences ‘spill over’ to affect a variety of job attitudes and perceptions. Having one's internal mobility expectations met, as opposed to unmet, was associated with more favorable work-related attitudes, a finding not moderated by demographic factors. Furthermore, employees denied a job change for ‘fair’ reasons generally exhibited more favorable work-related attitudes than those denied for a reason construed as ‘unfair’ (e.g. sex discrimination, reverse discrimination). Demographic characteristics were again observed to moderate few relationships.

Butterfly populations are naturally patchy and undergo extinctions and recolonizations. Analyses based on more than 2 decades of data on California's Central Valley butterfly fauna show a net loss in species richness through time. We analyzed 22 years of phenological and faunistic data for butterflies to investigate patterns of species richness over time. We then used 18–22 years of data on changes in regional land use and 37 years of seasonal climate data to develop an explanatory model. The model related the effects of changes in land‐use patterns, from working landscapes (farm and ranchland) to urban and suburban landscapes, and of a changing climate on butterfly species richness. Additionally, we investigated local trends in land use and climate. A decline in the area of farmland and ranchland, an increase in minimum temperatures during the summer and maximum temperatures in the fall negatively affected net species richness, whereas increased minimum temperatures in the spring and greater precipitation in the previous summer positively affected species richness. According to the model, there was a threshold between 30% and 40% working‐landscape area below which further loss of working‐landscape area had a proportionally greater effect on butterfly richness. Some of the isolated effects of a warming climate acted in opposition to affect butterfly richness. Three of the 4 climate variables that most affected richness showed systematic trends (spring and summer mean minimum and fall mean maximum temperatures). Higher spring minimum temperatures were associated with greater species richness, whereas higher summer temperatures in the previous year and lower rainfall were linked to lower richness. Patterns of land use contributed to declines in species richness (although the pattern was not linear), but the net effect of a changing climate on butterfly richness was more difficult to discern. Abstract:  On Pacific islands non-native rats and mongooses threaten many native species. In Fiji we compared visitation rates of rats and mongooses at bait stations and measured biomass of leaf-litter invertebrates to assess the relative predation pressure from these species in forest areas at different distances from the forest edge. Forest areas over 5 km from the forest edge had significantly fewer baits encountered by rats or mongooses than did natural forest areas nearer agricultural and urban habitats. Remote forest areas may function as a last refuge for island species threatened by predation from non-native rats and mongooses. The biomass of leaf-litter invertebrates in remote forest areas was higher, indicating a refuge effect for some taxa targeted by rats and mongooses. Protection of the few remaining large blocks of natural forests on Pacific islands may be the most cost-effective approach for conserving many island endemics threatened by rats and mongooses. Logging roads can compromise this refuge effect by acting as dispersal routes for rats into natural forests.

Abstract:  Road mortality has been implicated as a significant demographic force in turtles, particularly for females, which are killed disproportionately on overland nesting movements. Moreover, the United States' road network has expanded dramatically over the last century. We therefore predicted that historical trends in sex ratios of turtle populations would be male biased. To test this prediction, we synthesized published estimates of population-level sex ratios in freshwater and terrestrial turtles in the United States (165 estimates for 36 species, published 1928–2003). Our analysis suggests that the proportion of males in populations has increased linearly ( p = 0.001); the trend in male bias is synchronized with the expansion of the surfaced portion of the road network since 1930; sex ratios became more male biased in states with higher densities of roads; and populations have become more male biased in aquatic species, in which movement differentials between males and females are greatest, and are least biased in semiaquatic and terrestrial species, in which overland movements are more comparable between sexes. Our results suggest an ongoing depletion of breeding females from wild turtle populations over the last century because of many factors, including, and perhaps chiefly, road mortality.

Abstract:  Many wide-ranging mammal species have experienced significant declines over the last 200 years; restoring these species will require long-term, large-scale recovery efforts. We highlight 5 attributes of a recent range-wide vision-setting exercise for ecological recovery of the North American bison ( Bison bison ) that are broadly applicable to other species and restoration targets. The result of the exercise, the "Vermejo Statement" on bison restoration, is explicitly (1) large scale, (2) long term, (3) inclusive, (4) fulfilling of different values, and (5) ambitious. It reads, in part, "Over the next century, the ecological recovery of the North American bison will occur when multiple large herds move freely across extensive landscapes within all major habitats of their historic range, interacting in ecologically significant ways with the fullest possible set of other native species, and inspiring, sustaining and connecting human cultures." We refined the vision into a scorecard that illustrates how individual bison herds can contribute to the vision. We also developed a set of maps and analyzed the current and potential future distributions of bison on the basis of expert assessment. Although more than 500,000 bison exist in North America today, we estimated they occupy <1% of their historical range and in no place express the full range of ecological and social values of previous times. By formulating an inclusive, affirmative, and specific vision through consultation with a wide range of stakeholders, we hope to provide a foundation for conservation of bison, and other wide-ranging species, over the next 100 years.
