At the Earth Summit in Rio de Janeiro in 1992, it was agreed that all countries should develop a national sustainable develop‐ment strategy (NSDS) as a key component of implementing the goals of Agenda 21. Progress has been limited. Few countries have established a formal strategy, and many of the strategies that exist have been only partially implemented. This article proposes an approach that addresses the need to improve existing strategic planning mechanisms. The approach is based on a periodic assessment of existing systems, to evaluate the extent to which they incorporate NSDS principles, and identify areas to be strengthened. The article describes an assessment methodology, presents examples of its use, and discusses ways in which current approaches to NSDS may be complemented by continual review and improvement of existing planning processes.  相似文献

Solidification in a cementitious matrix is a viable alternative for low-level nuclear waste management; it is therefore important to understand the behavior and properties of such wasteforms. We have examined the cementitious solidification of simulated off-gas waste streams resulting from the vitrification of low-level nuclear waste. Different possible methods for scrubbing the off-gasses from a vitrifier give rise to three possible types of waste compositions: acidic (from aqueous dissolution of volatile NOx and POx carried over from the vitrifier), basic (from neutralizing the former with sodium hydroxide), and fully carbonated (arising from a direct-combustion vitrifier). Six binder compositions were tested in which ordinary Portland cement was replaced at different proportions by fly ash and/or ground granulated blast furnace slag. A high solution to binder ratio of 1l/1 kg was used to minimize the volume of the wasteform and 10% attapulgite clay was added to all mixes to ensure that the fresh mix did not segregate prior to setting. The 28-day compressive strengths decreased when a high proportion of cement was replaced with fly ash, but were increased significantly when the cement was replaced with slag. The heats of hydration at early age for the various solids compositions decreased when cement was replaced with either fly ash or slag; however, for the fly ash mix the low heat was also associated with a significant decrease in compressive strength. High curing temperature (60 degrees C) or the use of extra-fine slag did not significantly affect the compressive strength. Recommendations for choice of binder formulations and treatment of off-gas condensates are discussed.  相似文献

Six marine dinoflagellate species representing a range of equivalent spherical diameters between 12 and 36 m were examined for several characteristics that influence their translation velocity. Sinking velocities estimated by three independent techniques and applied to swimming and narcotized cells generally agreed, and followed the cell-size relationships previously reported for diatoms. Dinokont sinking and swimming velocities both decreased with increasing surface area: volume ratio, but a small desmokont deviated from the dinokont relationships. Sinking velocities influenced the relative ascent/descent capabilities of a species. The swim:sink ratio decreased as equivalent spherical diameter increased to 25 m and then remained constant at 7.6, despite further increases in cell size. This relationship suggests a minimum required swimming capability relative to cell size. The swim:sink ratio increased with increasing surface area:volume ratio for all the surveyed species. Out observations of decreasing cell rotation:translation ratio and increasing cell drag with increasing cell size supported the hypothesis that the dinoflagellate flagellar apparatus generates maximum swimming velocity at intermediate cell sizes. However, an alternate analysis supported the hypothesis that swimming velocity increases with cell size and that variations among genera are due to subtle differences in the basic dinoflagellate propulsion system. A three-dimensional helical path index provided a more realistic estimate of the actual translation velocity (along the helix axis) during diel vertical migration when applied as a correction factor to the more typically measured helix velocity (along the helix) of a given dinoflagellate.  相似文献

Reduction of carbon emissions from tropical deforestation and forest degradation is being considered a cost-effective way of mitigating the impacts of global warming. If such reductions are to be implemented, accurate and repeatable measurements of forest cover change and biomass will be required. In Papua New Guinea (PNG), which has one of the world's largest remaining areas of tropical forest, we used the best available data to estimate rainforest carbon stocks, and emissions from deforestation and degradation. We collated all available PNG field measurements which could be used to estimate carbon stocks in logged and unlogged forest. We extrapolated these plot-level estimates across the forested landscape using high-resolution forest mapping. We found the best estimate of forest carbon stocks contained in logged and unlogged forest in 2002 to be 4770 Mt (±13%). Our best estimate of gross forest carbon released through deforestation and degradation between 1972 and 2002 was 1178 Mt (±18%). By applying a long-term forest change model, we estimated that the carbon loss resulting from deforestation and degradation in 2001 was 53 Mt (±18%), rising from 24 Mt (±15%) in 1972. Forty-one percent of 2001 emissions resulted from logging, rising from 21% in 1972. Reducing emissions from logging is therefore a priority for PNG. The large uncertainty in our estimates of carbon stocks and fluxes is primarily due to the dearth of field measurements in both logged and unlogged forest, and the lack of PNG logging damage studies. Research priorities for PNG to increase the accuracy of forest carbon stock assessments are the collection of field measurements in unlogged forest and more spatially explicit logging damage studies.  相似文献
