Abstract: Habitat fragmentation increases seed dispersal limitation across the landscape and may also affect subsequent demographic stages such as seedling establishment. Thus, the development of adequate plans for forest restoration requires an understanding of mechanisms by which fragmentation hampers seed delivery to deforested areas and knowledge of how fragmentation affects the relationship between seed‐deposition patterns and seedling establishment. We evaluated the dispersal and recruitment of two bird‐dispersed, fleshy‐fruited tree species (Crataegus monogyna and Ilex aquifolium) in fragmented secondary forests of northern Spain. Forest fragmentation reduced the probability of seed deposition for both trees because of decreased availability of woody perches and fruit‐rich neighborhoods for seed dispersers, rather than because of reductions in tree cover by itself. The effects of fragmentation went beyond effects on the dispersal stage in Crataegus because seedling establishment was proportional to the quantities of bird‐dispersed seeds arriving at microsites. In contrast, postdispersal mortality in Ilex was so high that it obscured the seed‐to‐seedling transition. These results suggest that the effects of fragmentation are not necessarily consistent across stages of recruitment across species. Habitat management seeking to overcome barriers to forest recovery must include the preservation, and even the planting, of fleshy‐fruited trees in the unforested matrix as a measure to encourage frugivorous birds to enter into open and degraded areas. An integrative management strategy should also explicitly consider seed‐survival expectancies at microhabitats to preserve plant‐population dynamics and community structure in fragmented landscapes.  相似文献

Policy documents advocate that managers should keep their options open while planning to protect coastal ecosystems from climate‐change impacts. However, the actual costs and benefits of maintaining flexibility remain largely unexplored, and alternative approaches for decision making under uncertainty may lead to better joint outcomes for conservation and other societal goals. For example, keeping options open for coastal ecosystems incurs opportunity costs for developers. We devised a decision framework that integrates these costs and benefits with probabilistic forecasts for the extent of sea‐level rise to find a balance between coastal ecosystem protection and moderate coastal development. Here, we suggest that instead of keeping their options open managers should incorporate uncertain sea‐level rise predictions into a decision‐making framework that evaluates the benefits and costs of conservation and development. In our example, based on plausible scenarios for sea‐level rise and assuming a risk‐neutral decision maker, we found that substantial development could be accommodated with negligible loss of environmental assets. Characterization of the Pareto efficiency of conservation and development outcomes provides valuable insight into the intensity of trade‐offs between development and conservation. However, additional work is required to improve understanding of the consequences of alternative spatial plans and the value judgments and risk preferences of decision makers and stakeholders. Abstract:  Despite recovery plans, the Spanish Imperial Eagle ( Aquila adalberti ) and the Iberian lynx ( Lynx pardinus ) are in danger of extinction. These two flagship species tend to occur in pristine Mediterranean forests, and both prey preferentially on the rabbit ( Oryctologus cuniculus ). Spanish lynxes and eagles have sister species in continental Europe, the Eurasian lynx (  Lynx europaeus ) and the Eastern Imperial Eagle ( A. heliaca ), respectively. Recent genetic evidence indicates that these two pairs of species started to diverge from their ancestor species slightly less than 1 million years ago, when the longest-lasting Pleistocene glaciations covered Europe. We hypothesize that the Iberian lynx and the Spanish Imperial Eagle emerged as separate species in the Pleistocene refugia of southern Spain, where they hunted yet another locally evolved species, the rabbit, on which they have become dependent for survival. Two large predators that emerged at the same time may go extinct simultaneously because of their inability to shift to alternative prey. Many other relict species, including numerous species from oceanic islands, have naturally small populations because of evolutionary constraints and are permanently threatened with extinction. Recovery plans aimed at putting these species out of danger are unrealistic, as their populations are and have been chronically scarce. We suggest that what these species need are maintenance plans designed to buffer population declines due to either stochastic or human-induced events. A metaphor for this would be "emergency care units" for conservation.  相似文献

Abstract:  We evaluated the intention, implementation, and impact of Costa Rica's program of payments for environmental services (PSA), which was established in the late 1990s. Payments are given to private landowners who own land in forest areas in recognition of the ecosystem services their land provides. To characterize the distribution of PSA in Costa Rica, we combined remote sensing with geographic information system databases and then used econometrics to explore the impacts of payments on deforestation. Payments were distributed broadly across ecological and socioeconomic gradients, but the 1997–2000 deforestation rate was not significantly lower in areas that received payments. Other successful Costa Rican conservation policies, including those prior to the PSA program, may explain the current reduction in deforestation rates. The PSA program is a major advance in the global institutionalization of ecosystem investments because few, if any, other countries have such a conservation history and because much can be learned from Costa Rica's experiences.  相似文献

Abstract:  Illegal fishing with explosives has damaged coral reefs throughout Southeast Asia. In addition to killing fish and other organisms, the blasts shatter coral skeletons, leaving fields of broken rubble that shift in the current, abrading or burying new coral recruits, and thereby slowing or preventing reef recovery. Successful restoration and rehabilitation efforts can contribute to coral reef conservation. We used field experiments to assess the effectiveness of different low-cost methods for coral reef rehabilitation in Komodo National Park (KNP), Indonesia. Our experiments were conducted at three different spatial scales. At a scale of 1 × 1 m plots, we tested three different rehabilitation methods: rock piles, cement slabs, and netting pinned to the rubble. Significantly more corals per square meter grew on rocks, followed by cement, netting, and untreated rubble, although many plots were scattered by strong water current or buried by rubble after 2.5 years. To test the benefits of the most successful treatment, rocks, at more realistic scales, we established 10 × 10 m plots of rock piles at each of our nine sites in 2000. Three years after installation, coverage by hard corals on the rocks continued to increase, although rehabilitation in high current areas remained the most difficult. In 2002 rehabilitation efforts in KNP were increased over 6000 m2 to test four rock pile designs at each of four rubble field sites. Assuming that there is an adequate larval supply, using rocks for simple, low-budget, large-scale rehabilitation appears to be a viable option for restoring the structural foundation of damaged reefs.  相似文献

The European Union's Structural Funds are implemented by means of Regional Development Plans (RDP), whose regionally scoped environmental assessment is required. We highlight the deficiencies faced by this approach when subregional areas with high conservation natural values are involved and illustrate it with the case of the RDP of Andalusia region on Doñana National Park area (Spain). Commissioned by the World Wildlife Fund, a Strategic Environmental Assessment (SEA) of the Andalusian RDP was carried out focusing on Doñana and its area of influence. This is a complex space where some of the most environmentally valuable features in the continent coexist with a surrounding intense and multi-sector economic activity, threatening its conservation. In the absence of an established sustainability framework in the Region, a “trickle-down” SEA approach evidenced the need to produce a set of environmental, economic and social guidelines for sustainable management of land, against which the RDP objectives were tested for coherence. An “incremental” SEA approach was also tested, which involved the identification of 79 measures and actions stemming from the RDP provisions and other concurrent planning documents reviewed and the qualitative assessment of their individual and cumulative potential impacts on Doñana environments. In the light of the results, a set of complementary mitigating measures was proposed for inclusion in tiered stages of the planning process. Measures to avoid, reduce, remedy and monitor the major types of impact were proposed, including provisions for public participation. SEA emerges as an instrument for non-governmental organizations (NGOs) to carry out independent assessment of public development initiatives.  相似文献

Abstract:  The interaction between land-use change and the sustainability of hunting is poorly understood but is critical for sustaining hunted vertebrate populations and a protein supply for the rural poor. We investigated sustainability of hunting in an Amazonian landscape mosaic, where a small human population had access to large areas of both primary and secondary forest. Harvestable production of mammals and birds was calculated from density estimates. We compared production with offtake from three villages and used catch-per-unit-effort as an independent measure of prey abundance. Most species were hunted unsustainably in primary forest, leading to local depletion of the largest primates and birds. The estimated sustainable supply of wild meat was higher for primary (39 kg · km−2· yr−1) than secondary forest (22 kg · km−2· yr−1) because four species were absent and three species at low abundance in secondary forests. Production of three disturbance-tolerant mammal species was 3 times higher in secondary than in primary forest, but hunting led to overexploitation of one species. Our data suggest that an average Amazonian smallholder would require ≥3.1 km2 of secondary regrowth to ensure a sustainable harvest of forest vertebrates. We conclude that secondary forests can sustainably provide only 2% of the required protein intake of Amazonian smallholders and are unlikely to be sufficient for sustainable hunting in other tropical forest regions.  相似文献

We used aerial photographs, satellite images, and field surveys to monitor forest cover in the core zones of the Monarch Butterfly Biosphere Reserve in Mexico from 2001 to 2012. We used our data to assess the effectiveness of conservation actions that involved local, state, and federal authorities and community members (e.g., local landowners and private and civil organizations) in one of the world's most iconic protected areas. From 2001 through 2012, 1254 ha were deforested (i.e., cleared areas had <10% canopy cover), 925 ha were degraded (i.e., areas for which canopy forest decreased), and 122 ha were affected by climatic conditions. Of the total 2179 ha of affected area, 2057 ha were affected by illegal logging: 1503 ha by large‐scale logging and 554 ha by small‐scale logging. Mexican authorities effectively enforced efforts to protect the monarch reserve, particularly from 2007 to 2012. Those efforts, together with the decade‐long financial support from Mexican and international philanthropists and businesses to create local alternative‐income generation and employment, resulted in the decrease of large‐scale illegal logging from 731 ha affected in 2005–2007 to none affected in 2012, although small‐scale logging is of growing concern. However, dire regional social and economic problems remain, and they must be addressed to ensure the reserve's long‐term conservation. The monarch butterfly (Danaus plexippus) overwintering colonies in Mexico—which engage in one of the longest known insect migrations—are threatened by deforestation, and a multistakeholder, regional, sustainable‐development strategy is needed to protect the reserve. We developed a methodology for biodiversity evaluations within the process of Strategic Environmental Assessment and we applied it to the estimation of the effect of two Regional Plans of Development on all bird species inhabiting the Castilla y León region (northwestern Spain). The methodology is based on the evaluation of the effects of main development actions on the habitat requirements of species. From these evaluations, and from data on the current distribution and population size (number of individuals) of each species, we estimated the most likely pattern of distribution and population size after the full implementation of the plans for each species. The impacts of the plans were quantified as the differences between the pre- and postproject patterns after codifying them to compensate for differences in the quality of the information available among species. Overall, we conclude that the proposed methodology fulfills the requirements for its use within the SEA process as it allows for the assessment of cumulative impacts on every species, highlighting the development directions and the habitat types with major impacts, and ascertaining whether impacts affect species with either low or high conservation and/or economic value. Generalization of the proposed methodology to other regions or species will require wildlife-habitat models adequate for SEA analyses, so that we also propose guidelines for the development and validation of these models.  相似文献
