Problem
A substantial proportion of drivers arrested for DUI refuse the BAC test, thereby reducing the likelihood that they will be convicted and potentially increasing the number of high-risk multiple offenders contributing to alcohol-related crashes.Method
This paper reviews the information on the current status of implied-consent laws (which impose a sanction on offenders who refuse the BAC test) in the 50 states and the other relevant traffic safety laws and policies that may influence state refusal rates.Results
Although there appears to be only a weak relationship between state refusal rates and crash rates, there is strong evidence that BAC test refusals significantly compromise the arrest, prosecution, and sentencing of DUI suspects and the overall enforcement of DUI laws in the United States.Discussion

A metal fractionation study on bed sediments of River Narmada in Central India has been carried out to examine the enrichment
and partitioning of different metal species between five geochemical phases (exchangeable fraction, carbonate fraction, Fe/Mn
oxide fraction, organic fraction and residual fraction). The river receives toxic substances through a large number of tributaries
and drains flowing in the catchment of the river. The toxic substances of particular interest are heavy metals derived from
urban runoff as well as municipal sewage and industrial effluents. Heavy metals entering the river get adsorbed onto the suspended
sediments, which in due course of time settle down in the bottom of the river. In this study fractionation of metal ions has
been carried out with the objective to determine the eco-toxic potential of metal ions. Although, in most cases (except iron)
the average trace/heavy metal concentrations in sediments were higher than the standard shale values, the risk assessment
code as applied to the present study reveals that only about 1–3% of manganese, <1% of copper, 16–19% of nickel, 4–20% of
chromium, 1–4% of lead, 8–13% of cadmium and 1–3% of zinc exist in exchangeable fraction and therefore falls under low to
medium risk category. According to the Geo-accumulation Index (GAI), cadmium shows high accumulation in the river sediments,

Atmospheric concentrations of polycyclic aromatic hydrocarbons (PAHs) in Delhi were evaluated to study particulate PAHs profiles during the different seasons of 2003. Samples of urban suspended particulate matter were collected during January 2003 to December 2003 at three locations (Okhla, Dhaulakuan and Daryaganj), using a high volume sampler provided with glass fiber filters. Samples were analyzed using the gas chromatography technique. The annual average concentrations of total PAHs were found as 1,049.3 ng/m(3) at Okhla, 1,344.37 ng/m(3) at Daryaganj, and 1,117.14 ng/m(3) at Dhaulakuan. The seasonal average concentrations were found to be maximum in winter and minimum during the monsoon season. Principal Component Analysis (PCA) of the data was also carried out and the results indicate that diesel and gasoline driven vehicles are the principal sources of PAHs at all the three sites under investigation. Mass size distributions of total suspended particulate matter (TSPM) was measured from Sep 2002 to April 2003 in indoor kitchen environments of five locations in Jawaharlal Nehru University (JNU), New Delhi, with the help of a high volume cascade impactor. Particulate matters were separated in five different size ranges, i.e. >10.9 microm, 10.9-5.4 microm, 5.4-1.6 microm, 1.6-0.7 microm and <0.7 microm. The particle size distribution at various sites appears to follow uni-modal trend corresponding to fine particles i.e. size range <0.7 microm. The contributions of fine particles are estimated to be approximately 50% of TSPM and PM10.9, while PM10.9 comprises 80% of TSPM. Good correlations were observed between various size fractions. Regression results reveal that TSPM can adequately act as a surrogate for PM10.9 and fine particles, while PM10.9 can also act as surrogate for fine particles. The concentrations of heavy metals are found to be dominantly associated with fine particles. Yamuna, a prominent river of India covers an extensive area of 345,843 km(2) from Yamunotri glacier through six Indian states. Residues of organochlorine pesticides (OCPs) namely, isomers of HCH and endosulfan, DDT and its metabolites, aldrin, dieldrin, were analysed in water of river Yamuna along its 346 km stretch passing through Haryana-Delhi-Haryana and the canals originating from it. beta-HCH, p.p'-DDT, p.p'-DDE and p.p'-DDD had maximum traceability in test samples (95-100%) followed by gamma-HCH, alpha-HCH and o.p'-DDD (60-84%) and o.p'-DDT, delta-HCH and o.p'-DDE (7-30%) while aldrin, dieldrin, alpha and beta endosulfan remained below detection limits (BDL). The concentration of SigmaHCH and SigmaDDT at different sites of the river ranged between 12.76-593.49 ng/l (with a mean of 310.25 ng/l) and 66.17-722.94 ng/l (with a mean of 387.9 ng/l), respectively. In canals the values were found between 12.38-571.98 ng/l and 109.12-1572.22 ng/l for SigmaHCH and SigmaDDT, respectively. Water of Gurgaon canal and Western Yamuna canal contained maximum and minimum concentration, respectively both of SigmaHCH and SigmaDDT residues. Sources of these pesticides and suggested measures to check pesticide pollution of this major Indian river, keeping in view its vital link with life, are discussed in this paper. 相似文献

Narmada is considered to be the lifeline of the state of Madhya Pradesh in Central India. The Narmada water is used for bathing, drinking, irrigation and industrial purposes. The city sewage and industrial effluent from Security paper mill at Hoshangabad drains in the Narmada River and pollutes the water quality. Urban sewage enters into Narmada through main nallas. River water quality at Hoshangabad has become a matter of concern due to continuous changing environment and increasing social and industrial activity that influence the water quality directly or indirectly. The present investigation is undertaken to study the effect of domestic sewage and effluent from Security paper Mill on the water quality and ecology of river Narmada at Hoshangabad. The study is carried on at four sites along with the bank of river Narmada. Water samples from four stations were collected, out of which three main sewage mixing points of the city and one fresh water site are taken into account. The samples collected were analyzed, as per standard methods parameters such as Temperature, pH, were measured in-situ. The statistical evaluations were also made. The result showed increase in BOD, Nitrates, Phosphates and Total Coliforms, No. of phytoplanktons. The bagasse fly ash, obtained from the local sugar industry, has been used as an inexpensive and effective adsorbent for the removal of color from pulp and paper industry. Effect of various operating variables, viz., contact time, initial concentration, adsorbent dose and particle size on the removal of color has been studied and discussed. It is found that for optimum removal of color, contact time for adsorption equilibrium equals to 60 min., at dosage of 2 g/l of baggase fly ash. A study of the atmospheric particulate size distribution of total suspended particulate matter (TSPM) and associated heavy metal concentrations has been carried out for the city of Delhi. Urban particles were collected using a five-stage impactor at six sites in three different seasons, viz. winter, summer and monsoon in the year 2001. Five samples from each site in each season were collected. Each sample (filter paper) was extracted with a mixture of nitric acid, hydrochloric acid and hydrofluoric acid. The acid solutions of the samples were analysed in five-particle fractions by atomic absorption spectrometry (AAS). The impactor stage fractionation of particles shows that a major portion of TSPM concentration is in the form of PM0.7 (i.e. <0.7microm). Similarly, the most of the metal mass viz. Mn, Cr, Cd, Pb, Ni, and Fe are also concentrated in the PM0.7 mode. The only exceptions are size distributions pertaining to Cu and Ca. Though, Cu is more in PM0.7 mode, its presence in size intervals 5.4-1.6microm and 1.6-0.7microm is also significant, whilst in case of Ca there is no definite pattern in its distribution with size of particles. The average PM10.9 (i.e. <10.9microm) concentrations are approximately 90.2%+/-4.5%, 81.4%+/-1.4% and 86.4%+/-9.6% of TSPM for winter, summer and monsoon seasons, respectively. Source apportionment reveals that there are two sources of TSPM and PM10.9, while three and four sources were observed for PM1.6 (i.e. <1.6microm) and PM0.7, respectively. Results of regression analyses show definite correlations between PM10.9 and other fine size fractions, suggesting PM10.9 may adequately act as a surrogate for both PM1.6 and PM0.7, while PM1.6 may adequately act as a surrogate for PM0.7. 相似文献

The river Hindon is one of the important tributaries of river Yamuna in western Uttar Pradesh (India) and carries pollution
loads from various municipal and industrial units and surrounding agricultural areas. The main sources of pollution in the
river include municipal wastes from Saharanpur, Muzaffarnagar and Ghaziabad urban areas and industrial effluents of sugar,
pulp and paper, distilleries and other miscellaneous industries through tributaries as well as direct inputs. In this paper,
chemical mass balance approach has been used to assess the contribution from non-point sources of pollution to the river.
The river system has been divided into three stretches depending on the land use pattern. The contribution of point sources
in the upper and lower stretches are 95 and 81% respectively of the total flow of the river while there is no point source
input in the middle stretch. Mass balance calculations indicate that contribution of nitrate and phosphate from non-point
sources amounts to 15.5 and 6.9% in the upper stretch and 13.1 and 16.6% in the lower stretch respectively. Observed differences
in the load along the river may be attributed to uncharacterized sources of pollution due to agricultural activities, remobilization
from or entrainment of contaminated bottom sediments, ground water contribution or a combination of these sources. 相似文献
