Numerous studies of ambient ozone (O3) in the Los Angeles (LA) area have found both increases and decreases in elevated O3 levels on weekends, depending on location and year. Since the mid-1990s, average daily maximum O3 levels have been higher on weekends than on weekdays throughout most of the area. We used the Comprehensive Air-Quality Model with extensions to investigate causes of weekday/weekend O3 differences in the LA area for August 3-7, 1997, from the Southern California Ozone Study. Weekday/weekend emission changes were estimated, because explicit weekend inventories are not yet available from regulatory agencies. Changes to on-road motor vehicle (MV) emissions were derived from observed weekday/weekend traffic differences. The estimated changes in MV emissions of nitrogen oxides (NOx) were a 5% increase on Friday, a 27% decrease on Saturday, and a 37% decrease on Sunday, relative to Monday-Thursday levels. The corresponding changes in MV volatile organic carbon (VOC) emissions were an 8% increase on Friday, an 8% decrease on Saturday, and a 15% decrease on Sunday. Modeling these MV emissions changes explained the observed weekend O3 effect very well. Furthermore, changes to the mass of MV NOx emissions were the main contributor to O3 differences rather than changes to the timing of MV emissions. We use recent data on transport costs in West Africa, including the added burden of bribes and enforced delays, to show how such costs represent a deterrent to investment in — and therefore the sustainability of — agricultural assets. We focus on data for two important tree crops in West Africa, cashew and shea. We also have data for the transport of onions between Niger and the urban market in Accra, Ghana. Our data allow us to predict plausible increases in farm‐gate prices from a reduction in transport costs and bribes. A 10% reduction in the total transport costs (actual costs plus corruption costs) of onions from Niger could result in a 12‐13% price increase to onion farmers. Similar elasticities are 2% for cashew in Ghana and 7% for shea in Mali. These feasible price increases would encourage farmers to improve onion production, and to protect and improve production from cashew and shea trees, thereby enhancing the sustainability of agro‐forestry in West Africa. We report a survey of the state of local authority archaeological services in Scotland following local government reorganization. Several service provision models are in place, including a new model of joint provision by councils of the former Strathclyde Region. Several councils which lacked a service before reorganization now buy it in from neighbouring councils. Some gaps in cover however persist. There are good reasons for the variety of models, and it would not be appropriate to seek to impose a single model. Planning guidance issued in 1994 has shifted the balance of service provision towards development control and away from other functions, as resources are squeezed. Indicator Taxa, Rapid Biodiversity Assessment, and Nestedness in an Endangered Ecosystem 总被引:14,自引:0,他引:14
Abstract: To prioritize areas for conservation, biologists and managers need information on species diversity in threatened habitats. The resources available for such inventories remain severely limited, increasing the need to develop speedier ways to estimate the status of target habitats. We present a study of the use of such techniques in the highly fragmented oak savannas of southern Ontario, including selection of indicator taxa, use of rapid biodiversity assessment based on morphospecies, and analysis of community structure. We found that butterflies and skippers can be used to predict richness among Hymenoptera in the study sites, which is consistent with the hypothesis that these easily surveyed Lepidoptera are good candidates for indicator status. Richness values for hymenoptera morphospecies in these savanna remnants were strongly correlated with species richness scores as estimated by systematists, although nonspecialists tended to "split" species into more than one morphospecies. Finally, both the Hymenoptera and Lepidoptera communities in these oak savannas exhibited a high degree of nestedness, suggesting that local extinctions, mostly undocumented, are important determinants of the richness patterns across these widely separated savanna study sites. After closure, municipal solid waste (MSW) landfills must be managed and controlled to avoid adverse effects on human health and the environment (HHE). Aftercare (or post-closure care) can be brought to an end when the authorities consider the landfill to no longer pose a threat to HHE. Different approaches have been suggested for long-term landfill management and evaluation of aftercare completion. In this paper, research on aftercare and its completion is analyzed and regulatory approaches for the completion of landfill aftercare are reviewed. Approaches to aftercare could be categorized as (i) target values, (ii) impact/risk assessment, and (iii) performance based. Comparison of these approaches illustrates that each has limitations and strengths. While target values are typically used as screening indicators to be complemented with site-specific assessments, impact/risk assessment approaches address the core issue about aftercare completion, but face large uncertainties and require a high level of expertise. A performance-based approach allows for the combination of target values and impact/risk assessments in a consistent evaluation framework with the aim of sequentially reducing aftercare intensity and, ultimately, leading to the completion of aftercare. At a regulatory level, simple qualitative criteria are typically used as the primary basis for defining completion of aftercare, most likely due to the complexity of developing rigorous evaluation methodologies. This paper argues that development of transparent and consistent regulatory procedures represents the basis for defining the desired state of a landfill at the end of aftercare and for reducing uncertainty about the intensity and duration of aftercare. In this context, recently presented technical guidelines and the ongoing debate with respect to their regulatory acceptance are a valuable step towards developing strategies for the cost-effective protection of HHE at closed MSW landfills. Global efforts to deliver internationally agreed goals to reduce carbon emissions, halt biodiversity loss, and retain essential ecosystem services have been poorly integrated. These goals rely in part on preserving natural (e.g., native, largely unmodified) and seminatural (e.g., low intensity or sustainable human use) forests, woodlands, and grasslands. To show how to unify these goals, we empirically derived spatially explicit, quantitative, area-based targets for the retention of natural and seminatural (e.g., native) terrestrial vegetation worldwide. We used a 250-m-resolution map of natural and seminatural vegetation cover and, from this, selected areas identified under different international agreements as being important for achieving global biodiversity, carbon, soil, and water targets. At least 67 million km2 of Earth's terrestrial vegetation (∼79% of the area of vegetation remaining) required retention to contribute to biodiversity, climate, soil, and freshwater conservation objectives under 4 United Nations’ resolutions. This equates to retaining natural and seminatural vegetation across at least 50% of the total terrestrial (excluding Antarctica) surface of Earth. Retention efforts could contribute to multiple goals simultaneously, especially where natural and seminatural vegetation can be managed to achieve cobenefits for biodiversity, carbon storage, and ecosystem service provision. Such management can and should co-occur and be driven by people who live in and rely on places where natural and sustainably managed vegetation remains in situ and must be complemented by restoration and appropriate management of more human-modified environments if global goals are to be realized. 相似文献

Sexual size dimorphism, in which one sex is larger than the other, occurs when body size has differential effects on the fitness
of males and females. Mammals and birds usually have male-biased size dimorphism, probably because of strong sexual competition
among males. Invertebrates usually have female-biased size dimorphism, perhaps because their inflexible exoskeletons limit
ovary size, leading to a strong correlation between female body size and fecundity. In this paper, we test whether an additional
factor, the type of parental care provided, affects the degree of sexual size dimorphism. Among wasps and bees, there is a
contrast between provisioning taxa, in which females must gather and transport heavy loads of provisions to nests they have
constructed, and non-provisioning taxa, in which females lay eggs but do not construct nests or transport provisions. Males
have no role in parental care in either case. An analysis of British wasps and bees shows that provisioning taxa have significantly
more female-biased size dimorphism than non-provisioning taxa. This is true for simple cross‑species comparisons and after
controlling for phylogeny. Our data imply that the demands of carrying provision loads are at least part of the explanation
for this pattern. Thus, sexual size dimorphism is greatest in pompilid wasps, which carry the heaviest prey items. Bees, which
transport minute pollen grains, exhibit the least dimorphism. We also find that cavity‑nesting species, in which nest construction
costs may be minimized, exhibit reduced dimorphism, but this was not significant after controlling for phylogeny. 相似文献

In facultatively eusocial hover wasps, some females leave their natal nests while others choose to stay and become helpers.
We tested whether the decisions of 126 newly emerged females to stay or leave depended on group size: the number of females
already resident on their natal nests. We predicted that females would be less likely to stay in larger groups, where the
benefits of helping are probably smaller and there is a smaller chance of inheriting the dominant position. We also predicted
that unrelated females would be less likely to join larger groups. We manipulated group size by removing residents from nests.
Newly emerged females disappeared from their natal nests at a rate of 2.5% per day, but did not disappear from manipulated
nests at higher rates than controls. Experimentally reducing group size also did not increase the frequency of joiners. Newly
emerged females disappeared at twice the rate of older subordinate females, suggesting the existence of a `leaving window'
early in life. One problem is the difficulty of distinguishing between leaving and death.

The importance of sustainable development has been clearly recognised by the OECD Council at Ministerial Level. The Communiqué of the 1998 Ministerial Meeting states that Ministers agreed that the achievement of sustainable development is a key priority for OECD countries. They encouraged the elaboration of the Organisation's strategy for wide-ranging efforts over the next three years in the areas of climate change, technological development, sustainability indicators, and the environmental impact of subsidies.... Further, Ministers asked the OECD to enhance its dialogue with non-member countries in these areas and to engage them more actively, including through shared analyses and development of strategies for implementing sustainable development (OECD, 1998d).To help countries achieve the transition to sustainable development, a framework is required for the integration of economic, environmental and social policy. This was the main recommendation of the report in November 1997 to the OECD Secretary-General, Donald J. Johnston, of the High-Level Advisory Group on the Environment (OECD, 1997b). The OECD and its affiliates (including the International Energy Agency (IEA), the Nuclear Energy Agency (NEA), the Development Centre and the European Conference of Ministers of Transport (ECMT)) are well equipped with the broad, multidisciplinary expertise to assist Member governments in this task. Work on sustainable development encompasses the full range of activities of the Organisation: macro and micro-economic analysis; environmental policy; labour markets, education, health and social policies; agricultural and fisheries policies; energy policy; technology policy; regional, local and urban policies; and development co-operation. Activities with non-members add an essential global perspective. The challenge is to move beyond a sectoral approach to integrated policies, and to exploit potential synergies and interrelationships between this wide range of competencies. ABSTRACT This paper presents a methodology for the development of a high-resolution (30-m), standardized biogenic volatile organic compound (BVOC) emissions inventory and a subsequent application of the methodology to Tucson, AZ. The region's heterogeneous vegetation cover cannot be modeled accurately with low-resolution (e.g., 1-km) land cover and vegetation information. Instead, local vegetation data are used in conjunction with multispectral satellite data to generate a detailed vegetation-based land-cover database of the region. A high-resolution emissions inventory is assembled by associating the vegetation data with appropriate emissions factors. The inventory reveals a substantial variation in BVOC emissions across the region, resulting from the region's diversity of both native and exotic vegetation. The importance of BVOC emissions from forest lands, desert lands, and the urban forest changes according to regional, metropolitan, and urban scales.
