Northern Australia is prone to recurring severe natural hazards, especially frequent cyclones, flooding, and extensive wildfires. The region is sparsely populated (≪ 0.5 persons km−2), with Indigenous (Aboriginal) residents comprising 14% of the population, and typically the majority in remote regions. Despite national policy committed to addressing emergency management (EM) in vulnerable Indigenous communities, implementation remains unfunded. We synthesise participatory intercultural research conducted over seven years exploring core challenges, opportunities and potential solutions towards developing effective EM partnerships. Similar EM engagement and empowerment issues face First Nations and local communities in many international settings. In search of solutions, we explore developing effective partnership arrangements between EM agencies and culturally diverse Indigenous communities. Observing that government already provides substantial investment in cultural and natural resource management programmes conducted by over 150 Indigenous Ranger Groups (IRGs) nationally, we demonstrate that expansion of IRG roles to incorporate EM community engagement and service delivery can provide multiple cost-effective community and business development benefits for many remote communities.  相似文献

Cap rock failure assessment, either tensile fracturing or shear slip reactivation of pre-existing fault, is a key issue for preventing CO2 leakage from deep aquifer reservoirs up to the surface. For an appropriate use in risk management, the uncertainties associated with such studies should be investigated. Nevertheless, uncertainty analysis requires multiple simulations and a direct use of conventional numerical approaches might be too computer time consuming. An alternative is to use conventional analytical models, but their assumptions appear to be too conservative. An intermediate approach is then proposed based on the response surface methodology, consisting in estimating the effective stress state after CO2 injection as a linear combination of the most influential site properties based on a limited number of numerical simulations. The decision maker is provided with three levels of information: (1) the identification of the most important site properties; (2) an analytical model for a quick assessment of the maximal sustainable overpressure and (3) a simplified model to be used in a computationally intensive uncertainty analysis framework. This generic methodology is illustrated with the Paris Basin case using a large-scale hydromechanical model to assess cap rock failure in the injector zone.  相似文献

We review and analyze regulatory categories for longer duration of use (defined as ≥ 7 day) tetracyclines (TCs) and penicillins (PNs) approved for U.S. livestock and poultry, together with scientific studies, surveillance programs and risk assessments pertaining to antimicrobial resistance. Indications listed on a government database were grouped into three broad categories according to the terminology used to describe their use: disease control (C), treatment (T) and growth improvement (G). Consistent with mostly therapeutic uses, the majority (86%) of listed indications had C and/or T terms. Several studies showed interruption of early disease stages in animals and modulation of intestinal microflora. Longer-duration exposures are consistent with bacteriostatic modes of action, where adequate exposure time as well as concentration is needed for sufficient antimicrobial activity. Other effects identified included reduced animal pathogen prevalence, toxin formation, inflammation, environmental impacts, improved animal health, reproductive measures, nutrient utilization, and others. Several animal studies have shown a limited, dose-proportionate, selective increase in resistance prevalence among commensal animal bacteria following longer-duration exposures. Pathogen surveillance programs showed overall stable or declining resistance trends among sentinel bacteria. Quantitative, microbiologically detailed resistance risk assessments indicate small probabilities of human treatment failure due to resistance under current conditions. Evaluations of longer-duration uses of TCs, PNs, and other antimicrobial classes used in food-producing animals should consider mechanisms of activity, known individual- and population-level health and waste reduction effects in addition to resistance risks.  相似文献

Renewed political and commercial interest in the resources of the Arctic, the reduction in the extent and thickness of sea ice, and the recent failings that led to the Deepwater Horizon oil spill, have prompted industry and its regulatory agencies, governments, local communities and NGOs to look at all aspects of Arctic oil spill countermeasures with fresh eyes. This paper provides an overview of present oil spill response capabilities and technologies for ice-covered waters, as well as under potential future conditions driven by a changing climate. Though not an exhaustive review, we provide the key research results for oil spill response from knowledge accumulated over many decades, including significant review papers that have been prepared as well as results from recent laboratory tests, field programmes and modelling work. The three main areas covered by the review are as follows: oil weathering and modelling; oil detection and monitoring; and oil spill response techniques.  相似文献

That at least some aspects of nature possess intrinsic value is considered by some an axiom of conservation. Others consider nature's intrinsic value superfluous or anathema. This range of views among mainstream conservation professionals potentially threatens the foundation of conservation. One challenge in resolving this disparity is that disparaging portrayals of nature's intrinsic value appear rooted in misconceptions and unfounded presumptions about what it means to acknowledge nature's intrinsic value. That acknowledgment has been characterized as vacuous, misanthropic, of little practical consequence to conservation, adequately accommodated by economic valuation, and not widely accepted in society. We reviewed the philosophical basis for nature's intrinsic value and the implications for acknowledging that value. Our analysis is rooted to the notion that when something possesses intrinsic value it deserves to be treated with respect for what it is, with concern for its welfare or in a just manner. From this basis, one can only conclude that nature's intrinsic value is not a vacuous concept or adequately accommodated by economic valuation. Acknowledging nature's intrinsic value is not misanthropic because concern for nature's welfare (aside from its influence on human welfare) does not in any way preclude also being concerned for human welfare. The practical import of acknowledging nature's intrinsic value rises from recognizing all the objects of conservation concern (e.g., many endangered species) that offer little benefit to human welfare. Sociological and cultural evidence indicates the belief that at least some elements of nature possess intrinsic value is widespread in society. Our reasoning suggests the appropriateness of rejecting the assertion that nature's intrinsic value is anathema to conservation and accepting its role as an axiom. We estimated the biological and economic impacts of climate change on freshwater fisheries in the United States (U.S.). Changes in stream temperatures, flows, and the spatial extent of suitable thermal habitats for fish guilds were modeled for the coterminous U.S. using a range of projected changes in temperature and precipitation caused by increased greenhouse gases (GHGs). Based on modeled shifts in available thermal habitat for fish guilds, we estimated potential economic impacts associated with changes in freshwater recreational fishing using a national-scale economic model of recreational fishing behavior. In general, the spatial distribution of coldwater fisheries is projected to contract, being replaced by warm/cool water and high-thermally tolerant, lower recreational priority (i.e., “rough”) fisheries. Changes in thermal habitat suitability become more pronounced under higher emissions scenarios and at later time periods. Under the highest GHG emissions scenario, by year 2100 habitat for coldwater fisheries is projected to decline by roughly 50 % and be largely confined to mountainous areas in the western U.S. and very limited areas of New England and the Appalachians. The economic model projects a decline in coldwater fishing days ranging from 1.25 million in 2030 to 6.42 million by 2100 and that the total present value of national economic losses to freshwater recreational fishing from 2009 to 2100 could range from $81 million to $6.4 billion, depending on the emissions scenario and the choice of discount rate.  相似文献

A case of a prenatally recognized hepatic mesenchymal hamartoma is presented and the literature reviewed. These tumors are benign and usually present in early infancy with symptoms that are related to the mass effect on adjacent organs. Radiologic methods used in the past to image this tumor include angiography and ultrasound. However, there is no specific radiologic finding, and, therefore, the diagnosis is usually made during surgery. Once the tumor is removed, the prognosis is generally good. With the increasing use of high resolution ultrasound in prenatal diagnosis, this rare tumor should be considered in the differential diagnosis of any multicystic mass found in the fetal abdomen. The recognition of a mass should then alert the physician to the need for early neonatal intervention.  相似文献
