ABSTRACT: This study was undertaken to investigate the cost effectiveness of selected arsenic avoidance methods. Annual costs of reverse osmosis (RO), activated alumina (AA), bottled water, and rented and purchased water coolers for various household sizes in Maine were compared. Relative ranking of systems shows that RO ($411 annually) is the most cost effective, followed by AA ($518) and one‐gallon jugs of water ($321 to $1,285), respectively, for households larger than one person. One‐gallon jugs ($321) followed by 2.5‐gallon jugs ($358) of water were found to be the most cost effective for households of one person or for households with arsenic III concentrations of 0.02 to 0.06 mg/L and arsenic V concentrations of 0.08 to 1.0 mg/L. Point‐of‐entry systems and water coolers were not found to be cost effective under any of the study's conditions. The research reported here will help states make more definitive treatment recommendations to households regarding the cost effectiveness of alternative treatment systems to reduce arsenic concentrations below 0.01 mg/L. While arsenic removal technologies are improving, which enhances removal rates and reduces costs, the major insights from this analysis appear to be reinforced by technological improvements.  相似文献

It has been argued that regional collaboration can facilitate adaptation to climate change impacts through integrated planning and management. In an attempt to understand the underlying institutional factors that either support or contest this assumption, this paper explores the institutional factors influencing adaptation to climate change at the regional scale, where multiple public land and natural resource management jurisdictions are involved. Insights from two mid-western US case studies reveal that several challenges to collaboration persist and prevent fully integrative multi-jurisdictional adaptation planning at a regional scale. We propose that some of these challenges, such as lack of adequate time, funding and communication channels, be reframed as opportunities to build interdependence, identify issue-linkages and collaboratively explore the nature and extent of organisational trade-offs with respect to regional climate change adaptation efforts. Such a reframing can better facilitate multi-jurisdictional adaptation planning and management of shared biophysical resources generally while simultaneously enhancing organisational capacity to mitigate negative effects and take advantage of potentially favourable future conditions in an era characterised by rapid climate change.  相似文献

This study explores the viability of using simulated monthly runoff as a proxy for landscape‐scale surface‐depression storage processes simulated by the United States Geological Survey’s National Hydrologic Model (NHM) infrastructure across the conterminous United States (CONUS). Two different temporal resolution model codes (daily and monthly) were run in the NHM with the same spatial discretization. Simulated values of daily surface‐depression storage (treated as a decimal fraction of maximum volume) as computed by the daily Precipitation‐Runoff Modeling System (NHM‐PRMS) and normalized runoff (0 to 1) as computed by the Monthly Water Balance Model (NHM‐MWBM) were aggregated to monthly and annual values for each hydrologic response unit (HRU) in the CONUS geospatial fabric (HRU; n = 109,951) and analyzed using Spearman’s rank correlation test. Correlations between simulated runoff and surface‐depression storage aggregated to monthly and annual values were compared to identify where which time scale had relatively higher correlation values across the CONUS. Results show Spearman’s rank values >0.75 (highly correlated) for the monthly time scale in 28,279 HRUs (53.35%) compared to the annual time scale in 41,655 HRUs (78.58%). The geographic distribution of HRUs with highly correlated monthly values show areas where surface‐depression storage features are known to be common (e.g., Prairie Pothole Region, Florida).  相似文献

How do choices among information sources reinforce political differences on topics such as climate change? Environmental sociologists have observed large-scale and long-term impacts from news media and think-tank reports, while experimental science-communication studies detect more immediate effects from variations in supplied information. Applying generalized structural equation modeling to recent survey data, previous work is extended to show that political ideology, education and their interaction predict news media information choices in much the same way they predict opinions about climate change itself. Consequently, media information sources serve as intervening variables that can reinforce and, through their own independent effects, amplify existing beliefs about climate change. Results provide empirical support for selective exposure and biased assimilation as mechanisms widening political divisions on climate change in the United States. The findings fit with the reinforcing spirals framework suggesting partisan media strengthens climate change beliefs which then influences subsequent use of media.  相似文献

Foresight science is a systematic approach to generate future predictions for planning and management by drawing upon analytical and predictive tools to understand the past and present, while providing insights about the future. To illustrate the application of foresight science in conservation, we present three case studies: identification of emerging risks to conservation, conservation of at-risk species, and aid in the development of management strategies for multiple stressors. We highlight barriers to mainstreaming foresight science in conservation including knowledge accessibility/organization, communication across diverse stakeholders/decision makers, and organizational capacity. Finally, we investigate opportunities for mainstreaming foresight science including continued advocacy to showcase its application, incorporating emerging technologies (i.e., artificial intelligence) to increase capacity/decrease costs, and increasing education/training in foresight science via specialized courses and curricula for trainees and practicing professionals. DOI: 10.1111/j.1752‐1688.2010.00454.x Abstract: Water quality trading between point and nonpoint sources is of great interest as an alternative to strict command and control regulations on point sources for achieving water quality goals. The expectation is that trading will reduce the costs of water quality protection, and may speed compliance. The United States Environmental Protection Agency has issued guidance to the States on developing point‐nonpoint trading programs, and United States Department of Agriculture is encouraging farmer participation. However, existing point‐nonpoint trading programs have resulted in very few trades. Supply side and demand side impediments seem to be preventing trades from occurring in most trading programs. These include uncertainty over the number of discharge allowances different management practices can produce, high transactions costs of identifying trading partners, baseline requirements that eliminate low‐cost credits, the reluctance of point sources to trade with unfamiliar agents, and the perception of some farmers that entering contracts with regulated point sources leads to greater scrutiny and potential future regulation. Many of these problems can be addressed through research and program design.  相似文献

With energy crises looming, conflicts over resource extraction and production are on the rise. For communities lacking voice to participate in these conflicts, community-based organisations and local non-governmental organisations help to unite, communicate, and negotiate with other stakeholders. In this paper we compare two cases that demonstrate the roles of organisations in providing voice to citizenry impacted by environmental justice issues. We use Senecah's concept of Trinity of Voice for the purposes of evaluation. These cases provide contrasting examples of how local/regional organisations chose to either expand their organisation's mission to intervene or stick to a strict reading of their mission thus excluding involvement. In both examples we found that organisational involvement, or lack thereof, influenced how citizens were involved in decision-making with one case leading to legislation protecting property owners from industrial activities, and the other leading to a lack of effective involvement and negatively impacted citizens.  相似文献
