Chile ratified the Montreal Protocol in 1990 which sets out an agenda for the reduction and then elimination of ozone depleting substances (ODS); however, by 1998 the country had not yet defined a strategy to encourage greater compliance, so that in the same year the National Environmental Commission decided to examine the policy options available. This paper examines the process followed to develop this strategy. As a first step it was necessary to look at how far the implicit policy of "business as usual" could be stretched without jeopardizing Chile's compliance obligations. A second step included quantifying compliance costs and their impact on different policy instruments and so policy choice. Finally, the attitudes of decision-makers or participants were identified, by interviews with officials of the different public agents involved, in order to weigh their views about policy. A strategy was proposed, based on this information, which the Chilean regulator has used, although not in its entirety. The methodology developed could well be useful for developing-country Protocol signatories building their own appropriate compliance strategy. 相似文献
After the collapse on 25 Apr. 1998 of the Aznalcóllar mine tailings dike in southwestern Spain, 45 km2 of the Guadiamar valley were covered by a pyritic sludge containing up to 2% sphalerite (ZnS). Later, the sludge was mechanically removed and calcium carbonate was plowed into the soil to immobilize heavy metals. By June 2001 more than 60% of the sulfides in the residual sludge had oxidized and soil Zn contents reached locally phytotoxic levels. Therefore, the oxidative dissolution of sphalerite in the sludge and other pyritic samples was examined. Flow-through oxidation experiments showed that: (i) about 5 and 17% of the sludge Fe and Zn were in soluble form, respectively, because the sludge sample had been partly oxidized in the field; (ii) the oxidation rates of the residual pyrite and sphalerite were similar; (iii) the overall sulfide oxidation rate was relatively unaffected by the addition of calcite; and (iv) poorly crystalline Fe (hydr)oxides containing Zn in occluded form and Zn (hydroxi)carbonates were formed in the presence of calcite. The rate of oxidation of reference sphalerite greatly increased when it was incorporated in the sludge or in a reference pyrite matrix. This enhancement was due to galvanic interaction because pyrite oxidation was depressed in the presence of sphalerite. Oxidation by Fe3+ ions was less important because the oxidation rates of native sphalerite were not greater at low than at high pH. The fast oxidation rate of sphalerite in the Aznalcóllar sludge indicates a need for quick adoption of remediation measures in similar accidents elsewhere. The aim of this study was to determine the bioavailability of metals in field soils contaminated with chromated copper arsenate (CCA) mixtures. The uptake and elimination kinetics of chromium, copper, and arsenic were assessed in the earthworm Eisenia andrei exposed to soils from a gradient of CCA wood preservative contamination near Hartola, Finland. In soils contaminated with 1480–1590 mg Cr/kg dry soil, 642–791 mg Cu/kg dry soil, and 850–2810 mg Ag/kg dry soil, uptake and elimination kinetics patterns were similar for Cr and Cu. Both metals were rapidly taken up and rapidly excreted by Eisenia andrei with equilibrium reached within 1 day. The metalloid As, however, showed very slow uptake and elimination in the earthworms and body concentrations did not reach equilibrium within 21 days. Bioaccumulation factors (BAF) were low for Cu and Cr (< 0.1), but high for As at 0.54–1.8. The potential risk of CCA exposure for the terrestrial ecosystem therefore is mainly due to As.
The Convention on Biological Diversity's national biodiversity strategies and action plans (NBSAPs) are major mechanisms for mainstreaming biodiversity into national policies. This article examines whether and how the NBSAPs contribute to mainstreaming biodiversity across policy sectors in Finland in order to halt biodiversity loss. We have developed an innovative analytical framework where the concept of responsibility addresses how motivations for mainstreaming can be built, and the concept of social learning outcomes addresses the extent of institutional changes for biodiversity. The Finnish NBSAP processes have been able to build diverse forms of responsibility (liability, accountability, responsiveness and care) in different policy sectors by providing new knowledge, careful process design and developing institutional linkages. Despite pro-biodiversity outcomes in the targeted policy sectors, the responsibilities do not diffuse from the environmental administration to other policy sectors to a sufficient extent. Closing this ‘responsibility gap’ is a key challenge for building effective environmental policies. 相似文献
Smart growth and sustainability planning have, in recent years, become central issues in planning discourse. Scholars have argued that planning capacity at the local government level is critical for smart growth planning, and that planners have a fundamental role to play in advancing local and regional sustainability. In this paper, we investigate the extent to which local planning capacity enables communities to promote more sustainable, smart growth residential development. Based on a 2013 survey of 38 county and 53 municipal governments in the state of Wisconsin, USA, this study finds that the majority of the sample communities have permitted residential developments characterized as transit-oriented, New Urbanist, mixed use, infill developments, or conservation subdivisions as alternatives to low-density, automobile-dependent conventional developments. The study also finds that jurisdictions with higher planning capacities are more likely to overcome significant barriers to more sustainable residential development. 相似文献
EGR is one of the most significant strategies for reducing especially nitrogen oxides (NOx) emissions from internal combustion engines. The thermal efficiency of spark ignition engines is lower than compression ignition engines because of its lower compression ratio. If the compression ratio is increased to obtain higher thermal efficiency, there may be a knocking tendency in spark ignition engines. EGR can be used in order to reduce NOx emissions and avoid knocking phenomena at higher compression ratios. In-cylinder temperature at the end of combustion is decreased and heat capacity of fresh charge is increased when EGR applied. Besides EGR, spark timing is another significant parameter for reducing exhaust emissions such as nitrogen oxides, and unburned hydrocarbon (UHC). In this study the effects of EGR and spark timing on spark ignition engine were investigated numerically. KIVA codes were used in order to model combustion process. The combustion process has been modeled for a single cylinder, four stroke and gasoline direct injection (GDI) spark ignition engine. The results showed that in-cylinder pressure and heat release rate decrease as EGR ratio increase. In-cylinder pressure increases with the advancing of spark timing. Advancing spark timing increases the heat release rate and in-cylinder temperature. The simulation results also showed that EGR reduced exhaust gas temperature and NOx emissions. 相似文献
Experiencing nature and enjoying natural amenities have long been identified as key motives for rural second home tourism. However, the more people travel and spend time in the natural environment, the more it is disturbed by their actions and activities. In this paper, we examine how people perceive the environmental impacts of rural second home tourism and how they justify their views. The study focuses on Finland where rural second homes are widespread. Analysis is based on a questionnaire survey conducted among Finns in 2012 (n?=?1189). Responses from different groups of respondents (second home owners, regular users of second homes and non-users) are quantitatively and qualitatively analysed. The results indicate that the Finnish respondents generally think that second home tourism poses some degree of harmful environmental impacts. However, it is the second home owners who are least worried about these environmental impacts. They generally justify their opinions using a “place-related” perspective, that is, by referring to their own experiences and actions at the cottage site. In contrast, the non-users see environmental impacts more often from a broader perspective by referring to the wider environmental interconnections with second home tourism. In our discussion, we introduce the notions of place-based (relative) and phenomenon-based (relational) environmental perceptions as a potential framework for future research on this topic. In mitigating the increasing environmental impacts of second home tourism, understanding the environmental perceptions and awareness of second home owners and users is crucial to be successful in mobilising sustainable options and environmental governance. 相似文献
