Summary This paper compares two forms of public participation in the assessment of appropriate energy technologies: a centralised top- down approach, and an approach based on grass roots empowerment. The example chosen to demonstrate the former is the Community Based Technology Assessment Program in the United States, and examples of the latter are drawn from efforts at assessing biogas technologies in Korea, Thailand and Papua New Guinea. The analysis includes the assessment of each case study in terms of conditions for public participation derived from the literature. Findings point to the need for empowered technology assessment groups and institutional support for program implementation, or "software", for future efforts at diffusing alternative energy technologies to rural settlements in developing countries. In addition, a role for women in technology assessment is recommended.Mr Subbakrishna has been involved with rural development processes in Nigeria, Kenya and India. With a background in the Earth Sciences from the Indian Institute of Technology, Kharagpur, his current specialisation is in natural resource management and energy policy. Effective and low-cost strategies for remediating chromium (Cr)-contaminated soil are needed. Chromium(VI) leaching from contaminated soil into ground water and surface water threatens water supplies and the environment. This study tested indigenous Cr(VI) microbial transformation in batch systems at 10 degrees C in the presence of various electron acceptors. The effects of carbon addition, spiked Cr(VI), and mixing highly contaminated soil with less contaminated soil were investigated. The results indicated that Cr(VI) can be biotransformed in the presence of different electron acceptors including oxygen, nitrate, sulfate, and iron. Sugar addition had the greatest effect on enhancing Cr(VI) removal. Less dissolved organic carbon (DOC) was consumed per amount of Cr(VI) transformed under anaerobic conditions [0.8-93 mg DOC/mg Cr(VI)] compared with aerobic conditions [1.4-265 mg DOC/mg Cr(VI)]. Toxicity of high concentrations (< 160 mg/L) of spiked Cr(VI) were not evident. At Cr(VI) concentrations > 40 mg/L, aerobic conditions promoted faster Cr(VI) reduction than anaerobic conditions with nitrate or sulfate present. Biotransformation of Cr(VI) in highly contaminated soil (22,000 mg Cr/kg) was facilitated by mixing with less-contaminated soil. The study results provide a framework for evaluating indigenous Cr(VI) microbial transformation and enhance the ability to develop strategies for soil treatment. 相似文献

Unauthorized use of natural resources is a key threat to many protected areas. Approaches to reducing this threat include law enforcement and integrated conservation and development (ICD) projects, but for such ICDs to be targeted effectively, it is important to understand who is illegally using which natural resources and why. The nature of unauthorized behavior makes it difficult to ascertain this information through direct questioning. Bwindi Impenetrable National Park, Uganda, has many ICD projects, including authorizing some local people to use certain nontimber forest resources from the park. However, despite over 25 years of ICD, unauthorized resource use continues. We used household surveys, indirect questioning (unmatched count technique), and focus group discussions to generate profiles of authorized and unauthorized resource users and to explore motivations for unauthorized activity. Overall, unauthorized resource use was most common among people from poor households who lived closest to the park boundary and farthest from roads and trading centers. Other motivations for unauthorized resource use included crop raiding by wild animals, inequity of revenue sharing, and lack of employment, factors that created resentment among the poorest communities. In some communities, benefits obtained from ICD were reported to be the greatest deterrents against unauthorized activity, although law enforcement ranked highest overall. Despite the sensitive nature of exploring unauthorized resource use, management‐relevant insights into the profiles and motivations of unauthorized resource users can be gained from a combination of survey techniques, as adopted here. To reduce unauthorized activity at Bwindi, we suggest ICD benefit the poorest people living in remote areas and near the park boundary by providing affordable alternative sources of forest products and addressing crop raiding. To prevent resentment from driving further unauthorized activity, ICDs should be managed transparently and equitably. 相似文献

There are concerns that Reduced Emissions from Deforestation and forest Degradation (REDD+) may fail to deliver potential biodiversity cobenefits if it is focused on high carbon areas. We explored the spatial overlaps between carbon stocks, biodiversity, projected deforestation threats, and the location of REDD+ projects in Indonesia, a tropical country at the forefront of REDD+ development. For biodiversity, we assembled data on the distribution of terrestrial vertebrates (ranges of amphibians, mammals, birds, reptiles) and plants (species distribution models for 8 families). We then investigated congruence between different measures of biodiversity richness and carbon stocks at the national and subnational scales. Finally, we mapped active REDD+ projects and investigated the carbon density and potential biodiversity richness and modeled deforestation pressures within these forests relative to protected areas and unprotected forests. There was little internal overlap among the different hotspots (richest 10% of cells) of species richness. There was also no consistent spatial congruence between carbon stocks and the biodiversity measures: a weak negative correlation at the national scale masked highly variable and nonlinear relationships island by island. Current REDD+ projects were preferentially located in areas with higher total species richness and threatened species richness but lower carbon densities than protected areas and unprotected forests. Although a quarter of the total area of these REDD+ projects is under relatively high deforestation pressure, the majority of the REDD+ area is not. In Indonesia at least, first‐generation REDD+ projects are located where they are likely to deliver biodiversity benefits. However, if REDD+ is to deliver additional gains for climate and biodiversity, projects will need to focus on forests with the highest threat to deforestation, which will have cost implications for future REDD+ implementation. 相似文献

Facilitating human–carnivore coexistence depends on the biophysical environment but also on social factors. Focusing on Central Romania, we conducted 71 semi-structured interviews to explore human–bear (Ursus arctos) coexistence. Qualitative content and discourse analysis identified three socially mediated thematic strands, which showed different ways in which perceived interactions between people, bears and the environment shape coexistence. The “landscape-bear strand” described perceptions of the way in which the landscape offers resources for the bear, while the “landscape-human strand” related to ways in which humans experience the landscape. The “management strand” related to the way bears was managed. All three strands highlight both threats and opportunities for the peaceful coexistence of people and bears. Management and policy interventions could be improved by systematically considering the possible effects of interventions on each of the three strands shaping coexistence. Future research should explore the relevance of the identified thematic strands in other settings worldwide.

When endoparasitoid wasps oviposit into hosts which have already been parasitized (= superparasitism), this results in potentially
lethal interlarval competition. For solitary species, the decision to lay additional eggs should therefore be based on the
probability of superparasite survival in any superparasitized host. In this study, in vitro contests staged between three larval instars of Venturia canescens Grav. (Hymenoptera: Ichneumonidae) reveal that the age difference between competitors affects the outcome of interlarval
competition. Three parameters were used to assess parasitoid performance: the number of fights initiated, the number of bites
inflicted, and the duration of each bite. When fighting takes place between two first instars, then both competitors were
found to be evenly matched. However, at greater age differences, first-instar competitors appeared to win more fights than
their larger second instar rivals. The advantage shown by younger competitors is most pronounced in contests staged between
first and third instar larvae. These findings are consistent with the increasingly high levels of conspecific superparasitism
shown by V. canescens in the first 5 days after initial host attack, suggesting that this parasitoid can deploy her use of deliberate superparasitism
in an adaptive way.

ABSTRACT In February 1993, the South Coast Air Basin (SCAB) was redesignated as a “serious” nonattainment area for PM10. To improve the understanding and characterization of fine particulate matter in the SCAB, the South Coast Air Quality Management District (SCAQMD) initiated a comprehensive PM10 Technical Enhancement Program (PTEP). Using enhanced PTEP monitors (specially designed multichannel/multifilter samplers), a one-year fine particulate matter (PM) monitoring program was initiated in January 1995. As part of the special monitoring program, nitric acid, ammonia, and speciated PM10 and PM2.5 concentrations were measured at five locations in the SCAB (downtown Los Angeles, Anaheim, Diamond Bar, Fontana, and Rubidoux) and at one background station (San Nicolas Island). The PM2.5 data are the first spatially resolved speciated data collected in the SCAB on an annual basis. Within the SCAB, where nitrate is a major component of PM2.5, nitrate losses have been documented. The spatial and temporal variations of the nitrate losses during PM2.5 sampling and the uncertainties of the nitrate losses are discussed. Significant losses occur at a low mass range, between 10 and 50 ìg/m3. Significant gains occur at an even lower mass range of less than 30 ìg/m3. On an annual average basis, nitrate losses vary between 1.25 and 2.32 ìg/m3 and the SCAB-wide average value of nitrate loss is 1.8 ìg/m3 based on five PTEP stations in the SCAB. The maximum nitrate losses for each station vary from 6.4 ìg/m3 to 22.5 ìg/m 3. Theoretical prediction of the sampling efficiency of the nitrate during PM2.5 sam - pling was compared with the PTEP data. Abstract One of two topics explored is the limitations of the daily average in summarizing pollutant hourly profiles. The daily average of hourly measurements of air pollutant constituents provides continuity with previous studies using monitoring technology that only provided the daily average. However, other summary statistics are needed that make better use of all available information in 24-hr profiles. The daily average reflects the total daily dose, obscuring hourly resolution of the dose rate. Air pollutant exposures with comparable total daily doses may have very different effects when occurring at high levels over a few hours as opposed to low levels over a longer time. Alternative data-based choices for summary statistics are provided using principal component analysis to capture the exposure dose rate, while preserving ease of interpretation. This is demonstrated using the earliest hourly particle concentration data available for El Paso from archived records of particulate matter (PM)10. In this way, a significant association between evening PM10 exposures and nonaccidental daily mortality is found in El Paso from 1992 to 1995, otherwise missed using the daily average. Secondly, the nature and, hence, effects of particles in the ambient aerosol during El Paso sandstorms is believed different from that of particles present during stillair conditions resulting from atmospheric temperature inversions. To investigate this, wind speed (ws) is used as a surrogate variable to label PM10 exposures as Low-ws (primarily fine particles), High-ws (primarily coarse particles), or Mid-ws (a mixture of fine and coarse particles). A High-ws evening is significantly associated with a 10% lower risk of mortality on the succeeding third day, as compared with comparable exposures at Low- or Mid-ws. Although this analysis cannot be used to form firm conclusions because it uses a very small data set, it demonstrates the limitations of the daily average and suggests differential toxicity for different particle compositions. 相似文献
