ABSTRACF: Examination of a series of studies of the economically efficient water allocations in the Upper Colorado River, Yellowstone River, and Great Basins indicate that water is not a serious general physical constraint on the development of energy resources, so long as public institutions do not hinder the exchange of water rights in markets. Energy development will cause limited impacts on other water-using sectors, principally agriculture. There appears to be little reason to develop large-scale water storage facilities, even during periods of reduced water production. Water storage developments appear to be necessary only when institutional constraints severely restrict water rights markets and transfers.  相似文献

ABSTRACT: In this paper a new set of soil texture data is used to estimate the spatial distribution of saturated hydraulic conductivity values for a small rangeland catchment. The estimates of conductivity are used to re-excite and re-evaluate a quasi-physically based rainfall-runoff model. The performance of the model is significantly reduced with conductivity estimates gleaned from soil texture data rather than the infiltration data used in our previous efforts.  相似文献

A method, previously used for determination of 2,3,7,8-substituted polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs), has been modified for quantitative analysis of "dioxin-like" polychlorobiphenyls (PCBs) in environmental samples from the steel industry. The existing sample clean-up procedure, involving liquid chromatography on multi-layered silica and Florisil columns, has been extended to include a third chromatography stage on a basic alumina stationary phase. The additional clean-up stage is required for PCB analysis in order to eliminate interferences from relatively large concentrations of saturated cyclic and aliphatic hydrocarbons. Samples were analysed for WHO-12 congeners using high resolution gas chromatography/high resolution mass spectrometry (HRGC/HRMS) and standard solutions of the method US EPA 1668A. Replicate analysis of method blanks revealed background contamination for PCBs 118, 105 and 77, which are generally abundant in ambient air. These contaminants were taken into account using a subtraction method. The entire procedure was validated by replicate analysis (N = 3) of a certified reference sediment. The RSD for each WHO-12 congener was below 15%, 13C12-labelled PCB internal standard recoveries were in the range 70-95%. A waste dust sample collected in the electrostatic precipitator of a UK sinter plant was analysed for determination of PCDD/Fs and WHO-12 PCBs and exhibited a PCDD/F I-TEQ of 148.5 +/- 21.2 ngkg(-1) and a WHO-TEQ of 7.2 +/- 1.5 ngkg(-1). WHO-12 congeners contributed only 4.6% to the overall TEQ and PCB 126 was the major congener contributing to the WHO-TEQ (96%). The contribution to the overall TEQ of the waste dust sample was mainly attributed to PCDF followed by PCDD, which accounted for 86.6% and 8.7% to the overall TEQ, respectively.  相似文献

ABSTRACT: Procedures are presented for comparing and evaluating alternative engineering designs for a particular water resources project. By using certain aspects of fuzzy set theory, it is possible to introduce both quantitative and qualitative considerations into the decisionmaking process. In addition, the viewpoints of the various interest groups involved with the water resources development can be realistically incorporated by the evaluation techniques for the alternative designs. Methods are given for eliminating undesirable alternatives and thereby obtaining a reduced set of possible feasible solutions to the problem. Because of the flexibility of the evaluation methods, the viable alternatives should not only satisfy economical, technical. environmental and other types of constraints, but these possible solutions should be politically feasible as well. A method is formulated for checking the sensitivity of the feasible results with respect to the factors that are considered in the analysis.  相似文献

ABSTRACT: The issues involved in the conflict between the rights of the public and those of riparian landowners are examined by reviewing the public access situation with regard to inland streams in the State of Virginia. Consideration is given to the legal framework defining access rights and to the attitudes of riparian landowners regarding the access question. Existing provisions of law suggest only limited recognition of public rights, but this law is incompletely developed. A considerably broader concept of public rights could be developed within the existing framework due to the existence of unresolved questions. The analysis of landowner attitudes is based on a survey of a sample of riparian owners chosen from throughout the state. The questionnaire used in the survey contained 123 questions in a variety of areas, including landowners' perceptions of public rights, problems encountered as the result of recreational water use, attitudes toward state designation and protection of scenic rivers, and the acceptability of alternatives for increasing public access. Although the survey results indicate substantial acceptance of the concept of public use, the landowners expressed concern over governmental control of land use and did not indicate a generally acceptable means for increasing public use.  相似文献

The Underwater Radiation Spectral Identification System (URSIS) is a portable spectrometer used for the in situ detection of radioactivity in the marine environment. This paper reports on the first time application of this technology to assess, in a preliminary manner, the potential radiation threat to the public and environment at an aquatic disposal site – the Massachusetts Bay Industrial Waste Site (IWS). Utilizing the meneuvering capabilities of ROV and manned submersible vehicles, the URSIS was successfully positioned close (5–10 cm) to waste containers for a period sufficient to detect, in real time, the presence of radioactive materials. Spectral data from 45 individual targets indicated that the radionuclides present in sediments which draped or partially buried waste containers were consistent with natural background concentrations. No man-made radionuclides were detected at any of the target or background measurement locations. These data support the conclusion that low-level radiation does not pose an imminent and widespread human health or ecological threat in Massachusetts Bay.  相似文献

Sustainable development practices have become an integral part of most major mining companies’ business activities. However, the history of mining and the negative impacts it has had on the natural and social environment mean future mining activities, rightly or wrongly, will be judged against the legacies of the past and current poor performers. Legacy mine land, defined here as land which has been mined and is now being used for another purpose, or is orphaned, abandoned or derelict and in need of remedial work, is one management challenge that will be judged in the context of sustainable development. Globally, millions of such sites exist. Having criteria against which to measure progress toward or away from sustainable development goals is a key to delivering results. The aim of this research was to develop a sustainability criteria and indicators framework to suit the particular needs of legacy mine land. The resulting framework consists of 14 criteria and 72 indicators.  相似文献
