Strategies to reduce, halt, and reverse global declines in marine biodiversity are needed urgently. We reviewed, coded, and synthesized historical and contemporary marine conservation strategies of the Kitasoo/Xai'xais First Nation in British Columbia, Canada to show how their approaches work. We assessed whether the conservation actions classification system by the Conservation Measures Partnership was able to encompass this nation's conservation approaches. All first-order conservation actions aligned with the Kitasoo/Xai'xais First Nation's historical and contemporary marine conservation actions; hereditary chief management responsibility played a key role. A conservation ethic permeates Kitasoo/Xai'xais culture, and indigenous resource management and conservation existed historically and remains strong despite extreme efforts by colonizers to suppress all indigenous practices. The Kitasoo/Xai'xais's embodiment of conservation actions as part of their worldview, rather than as requiring actions separate from everyday life (the norm in nonindigenous cultures), was missing from the conservation action classification system. The Kitasoo/Xai'xais are one of many indigenous peoples working to revitalize their governance and management authorities. With the Canadian government's declared willingness to work toward reconciliation, there is an opportunity to enable First Nations to lead on marine and other conservation efforts. Global conservation efforts would also benefit from enhanced support for indigenous conservation approaches, including expanding the conservation actions classification to encompass a new category of conservation or sacredness ethic.  相似文献

Attempts to better understand the social context in which conservation and environmental decisions are made has led to increased interest in human social networks. To improve the use of social-network analysis in conservation, we reviewed recent studies in the literature in which such methods were applied. In our review, we looked for problems in research design and analysis that limit the utility of network analysis. Nineteen of 55 articles published from January 2016 to June 2019 exhibited at least 1 of the following problems: application of analytical methods inadequate or sensitive to incomplete network data; application of statistical approaches that ignore dependency in the network; or lack of connection between the theoretical base, research question, and choice of analytical techniques. By drawing attention to these specific areas of concern and highlighting research frontiers and challenges, including causality, network dynamics, and new approaches, we responded to calls for increasing the rigorous application of social science in conservation.  相似文献

Despite their prevalence in both developed and developing countries, there have been surprisingly few field assessments of the ecological effectiveness of protected areas. This study aimed to assess the effectiveness of a key protected area in eastern Madagascar, Ranomafana National Park (RNP). We established paired 100 × 4-m vegetation transects (400 m2) within RNP and in remnant forests in the park’s peripheral zone. In each 400-m2 plot, all woody stems >1.5 cm in diameter at breast height were measured and identified to species. All species were also identified as native or non-native. We identified utilitarian species within all transects and they were sorted into use category. We calculated plot-level taxonomic biodiversity and functional diversity of utilitarian species; the latter was calculated by clustering the multivariate distances between species based on their utilitarian traits, and all metrics were tested using paired t-tests. Our results showed that there was significantly higher biodiversity inside RNP than in remnant forests and this pattern was consistent across all diversity metrics examined. Forests not located within the park’s boundary had significantly higher non-native species than within RNP. There was no statistically significant difference in functional diversity of utilitarian species inside RNP vs. remnant forests; however, the overall trend was toward higher diversity inside park boundaries. These findings suggested that RNP has been effective at maintaining taxonomic diversity relative to surrounding unprotected areas and restricting the spread of non-native plants. The results also suggested that low functional redundancy of forests outside of RNP might be of concern, because residents in surrounding villages may have few other substitutes for the services provided by species that are of critical importance to their livelihoods. This study highlights the challenges of trying to reconcile biodiversity conservation with human use of natural resources in economically poor, remote areas.  相似文献

Alternative livelihoods programmes (ALPs) are extensively executed in mining communities, often as models of development dialogue on artisanal and small‐scale mining (ASM). This paper assesses whether Prestea's ALP aligns with the development dialogue on artisanal mining. The conceptual design of ALP in Ghana's Prestea is based on the notions of substitution, homogenous community, and impact scalability. This paper argues that the Prestea ALP is not aligned with the development dialogue on artisanal mining, and therefore it is difficult to understand the role and function of environmentally‐damaging behaviours within livelihood strategies. The paper contends that it would be appropriate to concentrate on improving the existing artisanal miners’ operation of those most susceptible to resource access restrictions. Further, it may be more prudent to utilize livelihood‐centered interventions that create strong connections with sustainable development as a way of creating regular community engagements. Additionally, this paper argues that the term for the intervention programme on artisanal mining should be replaced with the broader term ‘livelihood‐centered intervention’. The replacement of the term ‘ALP’ avoids the tacit belief that ALP can adequately replace artisanal mining operations. Livelihood‐centered intervention should not necessarily utilize alternative livelihoods as direct behavioural change instruments.  相似文献

This study examined the relationships between culture, individual attributes, and self‐rating behavior among 1,786 university students in Canada, Hong Kong, Taiwan, mainland China, and Japan, and in doing so extended and refined the cultural relativity hypothesis. It explored the difference between vertical and horizontal individualists in self‐rating behavior, and examined the mediating effects of two individual attributes, self‐enhancement propensity and general self‐efficacy in the relationship between individualism and self‐rating behavior. The results confirmed that individualism is the cultural driver for self‐rating leniency, and that the individual‐level assessment of individualism is a stronger predictor of self‐rating leniency than are culture‐level differences. Vertical individualism was found to be positively related to self‐enhancement propensity, which in turn was positively related to self‐rating. Whereas, horizontal individualism was positively related to general self‐efficacy, which in turn had a positive relationship with self‐rating. Although wildlife conservation actions have increased globally in number and complexity, the lack of scalable, cost‐effective monitoring methods limits adaptive management and the evaluation of conservation efficacy. Automated sensors and computer‐aided analyses provide a scalable and increasingly cost‐effective tool for conservation monitoring. A key assumption of automated acoustic monitoring of birds is that measures of acoustic activity at colony sites are correlated with the relative abundance of nesting birds. We tested this assumption for nesting Forster's terns (Sterna forsteri) in San Francisco Bay for 2 breeding seasons. Sensors recorded ambient sound at 7 colonies that had 15–111 nests in 2009 and 2010. Colonies were spaced at least 250 m apart and ranged from 36 to 2,571 m2. We used spectrogram cross‐correlation to automate the detection of tern calls from recordings. We calculated mean seasonal call rate and compared it with mean active nest count at each colony. Acoustic activity explained 71% of the variation in nest abundance between breeding sites and 88% of the change in colony size between years. These results validate a primary assumption of acoustic indices; that is, for terns, acoustic activity is correlated to relative abundance, a fundamental step toward designing rigorous and scalable acoustic monitoring programs to measure the effectiveness of conservation actions for colonial birds and other acoustically active wildlife. Conflicts between local people's livelihoods and conservation have led to many unsuccessful conservation efforts and have stimulated debates on policies that might simultaneously promote sustainable management of protected areas and improve the living conditions of local people. Many government‐sponsored payments‐for‐ecosystem‐services (PES) schemes have been implemented around the world. However, few empirical assessments of their effectiveness have been conducted, and even fewer assessments have directly measured their effects on ecosystem services. We conducted an empirical and spatially explicit assessment of the conservation effectiveness of one of the world's largest PES programs through the use of a long‐term empirical data set, a satellite‐based habitat model, and spatial autoregressive analyses on direct measures of change in an ecosystem service (i.e., the provision of wildlife species habitat). Giant panda (Ailuropoda melanoleuca) habitat improved in Wolong Nature Reserve of China after the implementation of the Natural Forest Conservation Program. The improvement was more pronounced in areas monitored by local residents than those monitored by the local government, but only when a higher payment was provided. Our results suggest that the effectiveness of a PES program depends on who receives the payment and on whether the payment provides sufficient incentives. As engagement of local residents has not been incorporated in many conservation strategies elsewhere in China or around the world, our results also suggest that using an incentive‐based strategy as a complement to command‐and‐control, community‐ and norm‐based strategies may help achieve greater conservation effectiveness and provide a potential solution for the park versus people conflict.  相似文献

Many argue that monitoring conducted exclusively by scientists is insufficient to address ongoing environmental challenges. One solution entails the use of mobile digital devices in participatory monitoring (PM) programs. But how digital data entry affects programs with varying levels of stakeholder participation, from nonscientists collecting field data to nonscientists administering every step of a monitoring program, remains unclear. We reviewed the successes, in terms of management interventions and sustainability, of 107 monitoring programs described in the literature (hereafter programs) and compared these with case studies from our PM experiences in Australia, Canada, Ethiopia, Ghana, Greenland, and Vietnam (hereafter cases). Our literature review showed that participatory programs were less likely to use digital devices, and 2 of our 3 more participatory cases were also slow to adopt digital data entry. Programs that were participatory and used digital devices were more likely to report management actions, which was consistent with cases in Ethiopia, Greenland, and Australia. Programs engaging volunteers were more frequently reported as ongoing, but those involving digital data entry were less often sustained when data collectors were volunteers. For the Vietnamese and Canadian cases, sustainability was undermined by a mismatch in stakeholder objectives. In the Ghanaian case, complex field protocols diminished monitoring sustainability. Innovative technologies attract interest, but the foundation of effective participatory adaptive monitoring depends more on collaboratively defined questions, objectives, conceptual models, and monitoring approaches. When this foundation is built through effective partnerships, digital data entry can enable the collection of more data of higher quality. Without this foundation, or when implemented ineffectively or unnecessarily, digital data entry can be an additional expense that distracts from core monitoring objectives and undermines project sustainability. The appropriate role of digital data entry in PM likely depends more on the context in which it is used and less on the technology itself.  相似文献
