Background
Globally, every year several hundred million tons of problematic, e.g. chemical, wastes are generated stemming to more than 90% from the 25 OECD countries. Due to their partly considerable toxicity special and often expensive measures are required for their disposal. According to the Secretary of the ‘Basel Convention on the Control of Transboundary Movements of Hazardous Waste and Their Disposal’ annually at least 8.5 million tons of wastes are transboundarily traded. Although the ‘Basel Convention’ has set up rules how to handle international waste streams, certain waste amounts are illegally transported from the OECD countries to developing countries — basically for reasons of expenses. Often an environmental safe treatment of toxic waste is not ensured or even not possible in the receiving countries. As set forth in a report of the European Network for the Implementation and Enforcement of Environmental Law (IMPEL) published in 2006, the illegal trade with toxic waste has steadily increased. 3000 shipping documents of 17 European seaports were examined and 258 cargo holds were inspected showing that 68 of 140 waste shippings were illegal. Preventing illegal transports of waste meets with various obstacles. Controlling measures require considerable personal, technical, and logistic resources that are not sufficiently available in each country concerned. Missing or ineffective administrative structures hamper fast actions to stop illegal waste disposal. Partly, the political will to take the necessary steps is lacking. An additional problem is the fact that waste that is obtained from the regular shipping business is not subject to the Basel Convention but to the ‘International Convention for the Prevention of Pollution from Ships’. The implementing statures are summarized in the document MARPOL 73/78; the International Maritime Organization (IMO) is responsible. Identifying the origin of waste and thus defining the responsibility occasionally raises difficulties. This background provides a basis to try to reconstruct the course of events concerning the disposal of chemical waste in Abidjan.Methods
Several information sources were utilized to reconstruct the course of events at Abidjan in August 2006; e.g. public press, declarations of international governmental organizations, especially of the UN and of its subsidiary organizations, communiqués of the Secretary of the Basel Convention, and statements of several NGOs. Nevertheless a complete reconstruction of the incident is impossible, since a detailed and reliable historical report is not available. Furthermore the responsible politicians have not undertaken significant efforts to shed light upon the incident. Additionally relevant documents of the participating companies are not available to the public.Conclusions
The analyzed incident makes obvious that the control mechanisms of the Basel Convention can be circumvented. It remains unclear who has to take the political responsibility for the death of 10 people and for the health defects of thousands of humans. Possible civil and criminal consequences are not foreseeable for the actors and company owners involved in the illegal waste dumping. The people of Abidijan are confronted with unresolved questions regarding the occurrence of chronic diseases and possible long-term effects of remaining waste portions.Recommendations and Perspectives
The incident demonstrates that the control of the transboundary transport and disposal of hazardous waste needs to be enforced and legal grey areas should be eliminated. The pressure on marine renewable resources has rapidly increased over past decades. The resulting scarcity has led to a variety
of different control and surveillance instruments. Often they have not improved the current situation, mainly due to institutional
failure and intrinsic uncertainties about the state of stocks. This contribution presents an assessment of different management
schemes with respect to predefined constraints by utilizing viability theory. Our analysis is based on a bio-economic model
which is examined as a dynamic control system in continuous time. Feasible development paths are discussed in detail. It is
shown that participatory management may lead to serious problems if a purely resource-based management strategy is employed.

Incomplete aerobic degradation of the antidiabetic drug Metformin and identification of the bacterial dead-end transformation product Guanylurea 总被引:1,自引:0,他引:1
Active pharmaceutical ingredients as well as personal care products are detected in increasing prevalence in different environmental compartments such as surface water, groundwater and soil. Still little is known about the environmental fate of these substances. The type II antidiabetic drug Metformin has already been detected in different surface waters worldwide, but concentrations were significantly lower than the corresponding predicted environmental concentration (PEC). In human and mammal metabolism so far no metabolites of Metformin have been identified, so the expected environmental concentrations should be very high.To assess the aerobic biodegradability of Metformin and the possible formation of degradation products, three Organisation of Economic Cooperation and Development (OECD) test series were performed in the present study.In the Closed Bottle test (OECD 301 D), a screening test that simulates the conditions of an environmental surface water compartment, Metformin was classified as not readily biodegradable (no biodegradation). In the Manometric Respiratory test (OEDC 301 F) working with high bacterial density, Metformin was biodegraded in one of three test bottles to 48.7% and in the toxicity control bottle to 57.5%. In the Zahn-Wellens test (OECD 302 B) using activated sludge, Metformin was biodegraded in both test vessels to an extent of 51.3% and 49.9%, respectively.Analysis of test samples by high performance liquid chromatography coupled to multiple stage mass spectrometry (HPLC-MS(n)) showed in the tests vessels were biodegradation was observed full elimination of Metformin and revealed Guanylurea (Amidinourea, Dicyandiamidine) as single and stable aerobic bacterial degradation product. In another Manometric Respiratory test Guanylurea showed no more transformation. Photodegradation of Guanylurea was also negative.A first screening in one of the greatest sewage treatment plant in southern Germany found Metformin with high concentrations (56.8 μg L−1) in the influent (PEC = 79.8 μg L−1), but effluent concentration was much lower (0.76 μg L−1) whereas Guanylurea was detected in a low influent and high effluent concentration (1.86 μg L−1). These data support the experimental findings in the OECD tests and analytical results of other studies, that Metformin under aerobic conditions can bacterially be degraded to the stable dead-end transformation product Guanylurea. 相似文献

Predation on gibbons is rarely observed in the wild. However, the gibbons' moderate body size and relatively small social
groups suggest high vulnerability to predation. To assess the role of predation and to study their anti-predator behaviour,
we presented visual predator models to nine groups of wild white-handed gibbons at Khao Yai National Park, Thailand. We measured
subjects' immediate and delayed responses to four potential predators: tiger, clouded leopard, crested serpent eagle and reticulated
python. Subjects reliably approached all four predators. In response to tigers and leopards, they additionally produced predator-specific
songs and defecated copiously. In terms of delayed responses, distance between mated adults decreased, but only after exposure
to the tiger model. In response to eagles and pythons, gibbons consistently vocalised, but this did not always include predator
singing, and we found no long-term effects in overall activity or strata use. However, during 6 of 26 predator encounters,
the gibbons produced songs with a structure that was intermediate between a duet song and a predator song more than 20 min
after the predator encounter, indicating a long-term effect on their vocal behaviour. This study demonstrates that gibbons
discriminate between different potential predators and respond to them with adaptive anti-predator behaviour, which include
predator-specific vocal responses. We conclude that gibbons are not immune to predation and that terrestrial predators elicit

Upon encountering predators, many animals produce specific vocalisations that alert others and sometimes dissuade the predators
from hunting. Callicebus monkeys are known for their large vocal repertoire, but little is known about the function and meaning of most call types.
We recorded a large number of natural predator responses from five different groups of black-fronted titi monkeys in their
Atlantic forest habitat in South Eastern Brazil. When detecting predatory threats, adult group members responded with call
sequences that initially consisted of two brief, high-pitched calls with distinct frequency contours. Call A was mainly given
to raptors but also to predatory capuchin monkeys and other threats within the canopy, while call B was given to predatory
or non-predatory disturbances on the ground. In later parts of the sequences, we also recorded a high-pitched unmodulated
call C and various low-pitched loud calls. Results therefore suggest that calls A and B provide listeners with rapid and reliable
information about the general classes of danger experienced by the caller, while obtaining more specific information through
other call types and combinations and behavioural responses. We discuss these findings in relation to current evolutionary
