The impact of conflict, particularly conflict arising during civil wars, on the provision of healthcare is a subject that has not been widely considered in conflict‐related research. Combatants often target health services to weaken or to defeat the enemy, while attempts to maintain or improve health systems also can comprise part of counter‐insurgency ‘hearts‐and‐minds’ strategies. This paper describes the dynamics associated with the provision of health services in Malakal, an important garrison town in South Sudan, during the second Sudanese civil war (1983–2005). Drawing on the concepts of opportunity hoarding and exploitation, it explores the social and political dynamics of service provision in and around the town during the war. These concepts provide a useful lens with which to understand better how health services are affected by conflict, while the empirical case study presented in the paper illustrates dynamics that may be repeated in other contexts. The concepts and case study set out in this paper should prove useful to healthcare providers working in conflict zones, including humanitarian aid agencies and their employees, increasing their understanding of the social and political dynamics that they are likely to face during future conflict‐related complex emergencies. 相似文献
Although most UK sand dune systems are now fossilized, with little mobility and reducing amounts of bare sand, they support
important populations and assemblages of terrestrial invertebrates. Offering open conditions, warm substrates and a range
of habitats and habitat structures, they have become increasingly significant as other coastal habitats have been lost. In
Wales, 680 Red Data Book and Nationally Scarce species have been recorded from dunes. 109 species in the UK are restricted
to dunes, and in Wales there are an additional 145 species confined to dunes and 208 species strongly associated with dunes.
Of these, 172 species are dependent upon bare and sparsely-vegetated sand, in grey dunes and early-successional dune grassland,
at some stage of their life cycle, rising to 292 species if those associated with the strandline, foredunes, yellow dunes
and pioneer dune slacks are included, equating to 63% of the 462 dune species. Bees and wasps are particularly well represented,
with 278 species (68% of the Welsh fauna) recorded on Welsh dunes, including 17 obligates and 44 species with a strong dependence,
52 of which are associated with bare and sparsely-vegetated sand. Key to maintaining invertebrate populations on UK dunes
is the provision of bare sand but in Wales, bare sand accounts for only 1.7% of the total sand dune resource. As a more appropriate
bare sand threshold is likely to range between 10 and 30%, radical action is required to re-mobilize at least the key sand

Watershed simulation models can be used to assess agricultural nonpoint-source pollution and for environmental planning and improvement projects. However, before application of any process-based watershed model, the model performance and reliability must be tested with measured data. The Soil and Water Assessment Tool version 2005 (SWAT2005) was used to model sediment and nitrogen loads from the Thomas Brook Watershed, which drains a 7.84 km rural landscape in the Annapolis Valley of Nova Scotia, Canada. The Thomas Brook SWAT model was comprised of 28 subbasins and 265 hydrologic response units, most of them containing agricultural land use, which is the main nonpoint nitrogen source in the watershed. Crop rotation schedules were incorporated into the model using field data collected within Agriculture and Agri-Food Canada's Watershed Evaluation of Beneficial Management Practices program. Model calibration (2004-2006) and validation (2007-2008) were performed on a monthly basis using continuous stream flow, sediment, and nitrogen export measurements. Model performance was evaluated using the coefficient of determination, Nash-Sutcliff efficiency (NSE), and percent bias (PBIAS) statistics. Study results show that the model performance was satisfactory (NSE > 0.4; > 0.5) for stream flow, sediment, nitrate-nitrogen, and total nitrogen simulations. Annual corn, barley, and wheat yields were also simulated well, with PBIAS values ranging from 0.3 to 7.2%. This evaluation of SWAT demonstrated that the model has the potential to be used as a decision support tool for agricultural watershed management in Nova Scotia. 相似文献
Samples of coal were collected from different seams at a South African coal mine and comparative leaching experiments were carried out under various pH conditions and times to investigate the leaching behavior and potential environmental impact of possibly hazardous elements such as As, Cd, Co, Cr, Mn, Ni, Pb, Th and U. The calculated leaching intensities, sequential extraction results and cumulative percentages demonstrate that the leaching behavior of the elements is strongly influenced by the pH, the leaching time and the properties and occurrences of the elements. The leached concentrations of As, Cd, Co, Cr, Mn, Ni and Pb exceeded the maximum concentrations recommended by the Environmental Protection Agency (EPA) for surface water. 相似文献
Biodiversity mitigation is a cornerstone of applied conservation. Mitigation encompasses a suite of practices, ranging from planned avoidance of impacts to creation of new natural habitats. Accurate and appropriate metrics quantifying impacts to natural systems and the effectiveness of restoration are necessary to measure the success of different mitigation strategies. Because effective mitigation requires adequate metrics, we developed a Biodiversity Metrics Framework to assist practitioners and policy makers in assessing biodiversity mitigation metrics. Based on Noss’ Hierarchy of Biodiversity, the Scorecard highlights the mismatch between scientifically defined best practices and metrics required by policy. The Framework may serve a vital role in standardizing and validating mitigation projects into the future.
Understanding agreement and differences between land use visions forms a first step for assessing and comparing alternative pathways towards a sustainable future. This study presents an analysis of 20 semi-structured interviews with representatives of the principal land use sectors in Scotland. The aim was to understand what, in their ideal vision, they would want rural Scotland to look like in 2050. Inductive content analysis was used to identify similarities and differences amongst interviewees. There was general agreement on the following: the importance of the environment; the wish for more partnerships, dialogue and collaboration; the desire for society to be more engaged and aware about land use; and a strong need for short-, medium- and long-term policies helping to achieve these goals. The most notable differences relate to land ownership and governance. The outcomes form a basis for further facilitated discussions, emphasising common ground and exploring where, how and to what degree land use sectors can prepare and plan in the light of uncertainties posed by Brexit and climate change. The method was effective for understanding commonalities and differences between stakeholder groups and is transferable to other countries or regions.
Permanent vegetation plots were established on mixed overburden and topsoiled overburden on a lignite test pit in eastern Texas in 1982. Vegetative treatments included two grass-legume treatments [switchgrass (panicum virgattun) — sideoats grama (Bouteloua curtipendula) — subterrancan elover (Trifolitun subterranean) and litte bluestem (Schizachyriun scoparium) — sideoats grama (Bouteloua curtipendula) — Illinois hundleflower (Dessmanthus illinoiensis)] and three monocultures [Coastal bermudagrass (Cynodon dactylon), bahia grass (paspalum notatum) and yellow Indiangrass (Sorghastrum nutans)]. Water was applied to the 0.5m2 plots using a sprinklertype rainfall simulator and quality of runoff was determined for each plot. Parameters analyzed included: settleable solids, total filterable solids, sediment production, infiltration rate, nitrites, nitrates, total iron and total manganese. Topsoiling significantly increased inliltration and significantly decreased filterable sediments, sediment production and settleable solids. The hydrologie qualities of the switchgrass-sideoats grama-subterranean elover mixture coincided closely with those of the Coastal bermudagrass monoculture.Authors are presently graduate research assistant and assistant professor. The White House Conference on Environmental Technology, held December 12–14, 1994, is the most recent of many events building toward a national environmental technology strategy, which President Clinton will announce on April 22, 1995, the 25th anniversary of Earth Day. Promoting innovation and eliminating barriers to new environmental technologies are important issues in developing this strategy. Anticipating these developments, EPA launched its own Technology Innovation Strategy in early 1994. EPA's strategy explicitly calls for strengthening incentives for technology innovation within regulatory, policy, and enforcement programs. In this light, it is worthwhile to look at a recent case study showing how regulations impact innovative environmental technologies, particularly because there appears to be a gathering political sentiment for deeper regulatory reform. 相似文献
