TVA is conducting a program of intermittent control of SO2 emissions at nine of its coal-fired power plants.The program is designed to limit SO2 emissions by reducing generation during adverse atmospheric conditions to avoid exceeding ambient SO2 standards. Each is identified as a Class I or Class II program—based primarily on its design and operational complexity. The four Class I programs (Paradise, Cumberland, Allen, Gallatin) operate 7 days/week from early morning through mid-afternoon. The five Class II programs (Kingston, Widows Creek, Colbert, Johnsonville, Shawnee) operate 24 hours/day and 7 days/week. Environmental data stations (EDS) are located at each plant site; the staff has the responsibility for the collection and validation of the onsite meteorological data, the SO2 mobile and fixed monitoring network data, the plant operational data, and the meteorological forecast data from the Meteorological Forecast Center in Muscle Shoals, AL. At the EDS, the data are entered into a computer operating model for scheduling plant generation reductions. 相似文献

To test the reproducibility of the pulmonary function response to ozone exposure in older individuals, eight men and eight women, average age 62.8 years, participated in three 2-hour exposures to 0.45 ppm ozone at 23.3 C and 62.5 percent relative humidity. The first and second exposures were separated by an average time of 17.2 days, and 27.3 days separated the second and third exposures. Subjects alternated riding a bicycle ergometer for 20 minutes at an average minute ventilation of 26 liters BTPS (body temperature pressure, saturated), with 20-minute rest periods. Forced vital capacity (FVC), forced expiratory volume in 1 sec (FEV-1), and forced expiratory flow between 25 and 75% of FVC (FEF 25- 75%) were measured pre and post exposure. The reproducibility of individual pre-post changes were assessed by calculation of the best linear fit and correlation coefficients between exposures. For FVC and FEV-1, the slopes were significantly different from 1, and correlation coefficients not significantly different from zero, implying that older individuals may not respond consistently to similar ozone exposures. 相似文献

Warmwater fish habitat in the San Juan River of the southwestern United States has been reduced by over 30% as a result of water depletion, reservoir inundation, and cold-water dam releases combined with drought-related changes in hydrology. This reduction and a suite of other factors have contributed to declines in native fish populations including the federally endangered Colorado Pikeminnow (Ptychocheilus lucius) and Razorback Sucker (Xyrauchen texanus). Conservation efforts for these species include determining flow needs; protecting, managing, and augmenting habitats; and stocking hatchery fish. But the young of stocked fish have low survival due largely to a paucity of nursery habitat not being reformed and maintained under current conditions. Flow recommendations for Navajo Dam releases designed to mimic the river's natural hydrograph have not been met due to water shortages, and the desired outcomes of increased channel complexity and enhanced fish habitat have not been observed. Forecasted hydrology that includes ongoing drought shows that achieving the flow targets through further dam reoperations is unlikely. Mechanical construction of early life-stage habitats is a highly recommended complement to flow management for offsetting the effects of flow reduction and habitat loss. Habitats with features that are effective and resilient under a range of flows are important in counterbalancing the effects of climate change. 相似文献

Less than four years after publication of ISO 14001, thousands of organizations worldwide have adopted the standard. In this article, researchers working with the National Database on Environmental Management Systems (NDEMS) review some preliminary data on organizations' experiences with EMS adoption and implementation. A critical challenge in natural resource management is to bring all stakeholders together to negotiate solutions to critical problems. However, various collaborative approaches to heading off conflicts and resolving natural resource management disputes have been used. What drives these efforts, however, still needs further research. Our study provides a systematic look at the drivers likely to initiate collaborative problem-solving efforts in four cases in Romania. We use Emerson’s et al. (2012) framework for collaborative governance and multi-value qualitative comparative analysis (mvQCA) to analyze cases involving endangered species, restrictions on forest harvest, conflicts associated with infrastructure development projects, and disputes over the management of environmentally sensitive areas. Our findings contribute to the already existing collaborative governance literature indicating which of the four factors: uncertainty, interdependence, consequential incentives, and leadership, in which combination, are necessary and sufficient to spur collaborative resource management efforts. Our results showed that in Romania the initiation of collaboration is best explained by positive consequential incentives (i.e., financial opportunities) which has determined leaders to take initiative. This study provides additional information for the complicated process of natural resource management which is often overriding collaboration by investigating what enables and constrains collaborative efforts in a country where natural resources were managed and used according to the principles of central planning. 相似文献

Abstract: It is common practice in the United States and elsewhere to maintain vegetated filter strips adjacent to streams to retain contaminants in surface runoff. Most research has evaluated contaminant retention in managed agricultural field strips, while relatively few studies have quantified retention in forested filter strips, particularly for dissolved contaminants. Plot‐scale overland flow experiments were conducted to evaluate the efficiency of natural forested filter strips established as streamside management zones (SMZs) for retaining phosphorus (P), atrazine, and picloram transported in runoff. Retention was evaluated for five different slope classes: 1‐2, 5‐7, 10‐12, 15‐17, and 20‐22%; two cover conditions: undisturbed forest floor (O horizon intact) and forest floor removed by raking; and two periods with contrasting soil moisture conditions: summer‐dry and winter‐wet season. Surface flow was collected at 0, 2, 4, 6, and 10 m within the filter strip to evaluate changes in solution concentration as it moved through the O horizon and the surface soil horizon mixing zone. On average, a 10 m length of forested SMZ with an undisturbed forest floor reduced initial solution concentration of total dissolved P by 51%, orthophosphate P by 49%, atrazine by 28%, and picloram by 5%. Percentages of mass retention through infiltration of water plus concentration reductions in runoff were 64% for total dissolved P, 62% for orthophosphate P, 47% for atrazine, and 28% for picloram for undisturbed forest floor conditions. Lower retention occurred following forest floor removal, particularly for P. Average dissolved P retention was 16% lower following forest floor removal. For undisturbed sites, differences in retention were more closely related to forest floor depth than to slope or antecedent soil moisture. These results indicate that forested SMZ filter strips provide a significant measure of surface water protection from dissolved P and herbicide delivery to surface water. 相似文献

Limited information is available on streams in the Adirondack region of New York, although streams are more prone to acidification than the more studied Adirondack lakes. A stream assessment was therefore undertaken in the Oswegatchie and Black River drainages; an area of 4585 km(2) in the western part of the Adirondack region. Acidification was evaluated with the newly developed base-cation surplus (BCS) and the conventional acid-neutralizing capacity by Gran titration (ANC(G)). During the survey when stream water was most acidic (March 2004), 105 of 188 streams (56%) were acidified based on the criterion of BCS < 0 microeq L(-1), whereas 29% were acidified based on an ANC(G) value < 0 microeq L(-1). During the survey when stream water was least acidic (August 2003), 15 of 129 streams (12%) were acidified based on the criterion of BCS < 0 microeq L(-1), whereas 5% were acidified based on ANC(G) value < 0 microeq L(-1). The contribution of acidic deposition to stream acidification was greater than that of strongly acidic organic acids in each of the surveys by factors ranging from approximately 2 to 5, but was greatest during spring snowmelt and least during elevated base flow in August. During snowmelt, the percentage attributable to acidic deposition was 81%, whereas during the October 2003 survey, when dissolved organic carbon (DOC) concentrations were highest, this percentage was 66%. A 4year study surveyed 131 lakes across New York State beginning in 2003 to improve our understanding of mercury and gather information from previously untested waters. Our study focused on largemouth and smallmouth bass, walleye and yellow perch, common piscivorous fish shown to accumulate high mercury concentrations and species important to local fisheries. Fish from Adirondack and Catskill Forest Preserve lakes generally had higher mercury concentrations than those from lakes in other areas of the state. Variability between nearby individual lakes was observed, and could be due to differences in water chemistry, lake productivity or the abundance of wetlands in the watershed. We found the following factors impact mercury bioaccumulation: fish length, lake pH, specific conductivity, chlorophyll a, mercury concentration in the water, presence of an outlet dam and amount of contiguous wetlands. 相似文献

Beryllium is widely used in industry for its unique properties; however, occupational exposure to beryllium particles can cause potentially fatal disease. Consequently, exposure limits for beryllium particles in air and action levels on surfaces have been established to reduce exposure risks for workers. Field-portable monitoring methods for beryllium are desired in order to facilitate on-site measurement of beryllium in the workplace, so that immediate action can be taken to protect human health. In this work, a standardized, portable fluorescence method for the determination of trace beryllium in workplace samples, i.e., air filters and dust wipes, was validated through intra- and inter-laboratory testing. The procedure entails extraction of beryllium in 1% ammonium bifluoride (NH(4)HF(2), aqueous), followed by fluorescence measurement of the complex formed between beryllium ion and hydroxybenzoquinoline sulfonate (HBQS). The method detection limit was estimated to be less than 0.02 microg Be per air filter or wipe sample, with a dynamic range up to greater than 10 microg. The overall method accuracy was shown to satisfy the accuracy criterion (A< or = +/-25%) for analytical methods promulgated by the US National Institute for Occupational Safety and Health (NIOSH). Interferences from numerous metals tested (in >400-fold excess concentration compared to that of beryllium) were negligible or minimal. The procedure was shown to be effective for the dissolution and quantitative detection of beryllium extracted from refractory beryllium oxide particles. An American Society for Testing and Materials (ASTM) International voluntary consensus standard based on the methodology has recently been published. 相似文献
