This research deals with the manner in which the Arizona Legislature dealt with the issue of the Central Arizona Project. Due to the massive costs and impact, the Central Arizona Project was handled by the Legislature in a nonroutinized manner. There was no Legislative precedent for dealing with such a major public work project. Given the Legislature's annual program concerns and priorities, it is neither structurally nor psychologically geared to respond to the Central Arizona Project in terms of placing it within an agenda of priorities even for discussion.  相似文献

ABSTRACT. This paper outlines an approach to planning the management of a lake heavily used for recreation and of substantial importance to the tourist economy of Northeastern Wisconsin. A framework, utilizing a three dimensional matrix, is developed to analyze levels of public concern, management alternatives and action agencies. Structural and non-structural alternatives are examined and evaluated on the basis of social and economic criteria, long- and short-term environmental impact and legal-political feasibility. Data requirements which created the necessity for an interdisciplinary approach involving social, physical, and biological sciences are enumerated. The authors examine the role of universities in assisting communities with resource management planning and detail the attributes of academic institutions which desire to successfully attack resource planning problems.  相似文献

ABSTRACT. A hybrid computer program was developed to predict the water and salt outflow from a river basin in which irrigation is the major user of water. The model combines a chemical model which predicts the quality of water percolated through a soil profile with a general hydrologic model. The chemical model considers the reactions that occur in the soil, including the exchange of calcium, magnesium, and sodium cations on the soil complex, and the dissolution and precipitation of gypsum and lime. The chemical composition of the outflow is a function of these chemical processes within the soil, plus the blending of undiverted inflows, evaporation, transpiration, and the mixing of sub surface return flows with groundwater. The six common ions of western waters, namely calcium (Ca++), magnesium (Mg++), sodium (Na+), sulfate (SO4=), chloride (Cl?), and bicarbonate (HCO3?) were considered in the study. Total dissolved solids (TDS) outflow was obtained by adding the individual ions. The overall model operates on a monthly time unit. The model was tested on a portion of the Little Bear River basin in northern Utah. The model successfully simulated measured outflows of water and each of the six ions for a 24-month period. The usefulness of the model was demonstrated by a management study of the prototype system. For example, preliminary results indicated that the available water supply could be used to irrigate additional land without unduly increasing the salt outflow from the basin. With minor adjustments the model can be applied to other hydrologic areas.  相似文献

ABSTRACT Attitudes toward the development of the American West have undergone important changes over the past century just as the nature of water resources as factors in development have changed. Viewing these changes processually, stages for water resources definition and use can be identified in the total process of western cultural development. The first stage involves the value of water resource development as a stimulus to population and economic growth in the West. The second stage, still in process', adopts a dominant cultural norm which sees water resource development as inevitable if not necessary to keep up with growth. A third stage to this evolutionary process is incipient. Future cultural values and thinking with respect to water resource development will be to look at development as a means for controlling or managing both the location and quantity of population and economic growth. To this end planners will have to become concerned with the questions of human adaptation. Concern will have to be given to the problems of getting a living which enables individuals to meet the subsistence needs of self and family, to establishing community which provides for cooperation among individuals and the management of conflict, to establishing improved communication which promotes interpersonal interaction, and for fostering innovation which provides the new ideas necessary to adapt to new environmental situations.,  相似文献

A procedure is outlined which allows consideration of both objective and subjective indicators to establish priorities in plan implementation of water resource development. The objective procedure utilizes stepwise multiple discriminant analysis to predict community performance regarding planned project implementation, based on previous project implementation in the Northeast. The subjective procedure incorporates prior probabilities developed by the planner, based on observation and experience gained through the planning process. The proposed analysis could eliminate waste through better allocation of planning funds to implementation studies exhibiting higher probability of early implementation.  相似文献

Per and polyfluoroalkyl substances (PFAS) are emerging and persistent organic pollutants that have been detected in many environmental media, humans, and wildlife. A common method to effectively remove PFAS from water is adsorption by activated carbon. Preliminary sorption experiments were conducted using five characterized Calgon Corporation coal‐based granular activated carbon (GAC; F100, F200, F816, F300, and F400), one coconut‐based GAC (CBC‐OLC 12 × 30), and one Jacobi Corporation coal‐based GAC (Omni‐G 12 × 40). Sorption of four representative PFAS onto each GAC was measured to select the most favorable carbon sources. F400 and CBC were chosen based on their performance in preliminary PFAS sorption experiments and contrasting properties. Freundlich and Langmuir isotherm models were developed for perfluorooctanoic acid (PFOA) and perfluorooctanoic sulfonate (PFOS) at an initial concentration of 1 mg/L. Sorption capacities were determined for PFOA and PFOS individually and in the mixture. Individual compounds showed higher sorption than when present in the mixture for both PFOA and PFOS. PFOS showed higher sorption than PFOA both individually and in the mixture and F400 showed higher sorption capacity than CBC. The presence of co‐contaminants (kerosene, trichloroethylene, and ethanol), and variations in groundwater conditions (pH, presence of anions, naturally occurring organic matter, and iron oxides) demonstrated limited impact on the sorption of PFAS onto GAC under the experimental conditions tested.  相似文献

Waste minimisation clubs have been established for some 12 years in the UK. During that time, they have been significant driving forces in disseminating sustainable waste management practices in industry and commerce. Clubs have also demonstrated that they can achieve significant reductions in levels of waste. However, data on the economic benefits of these clubs remain scanty and disparate. In addition, no standard methodology has developed to assess whether the investment costs of clubs can be justified on grounds of either economic welfare or sustainable development, despite the theoretical advantages from doing so. Against this background, the paper considers the need for economic appraisal and evaluation of waste minimisation clubs and discusses how these methods could be applied to the creation of clubs that will be sustainable over time.  相似文献

Engaging in networking behaviors, by attempting to develop and maintain relationships with others who have the potential to provide work or career assistance, is considered to be an important career management strategy. This study explores the relationship between networking behavior and career outcomes (i.e., number of promotions, total compensation, perceived career success) in a sample of managerial and professional employees. Furthermore, we investigate whether networking behavior is as beneficial for women as it is for men. Results indicated that some types of networking behavior were related to both objective and perceived career outcomes. In addition, gender differences do impact the utility of networking behavior as a career‐enhancing strategy. This paper analyses proposals for new multi-level governance of Swedish water resources to implement the EU Water Framework Directive. The question is, do they satisfy the criteria for ecologically rational and democratically legitimate governance? The core of the analysis concerns an administrative 'trilemma' encountered in designing ecologically effective and democratically acceptable multi-level governance. This trilemma is characterised by tensions between effectiveness, participation and legitimacy, all core values of 'good governance'. The Swedish proposal constitutes an effort to achieve cost-effective implementation of the EU Directive through an ecosystem-based multi-level organisation. It also seeks to bring about democratically legitimate governance through stakeholder networks and negotiations at the sub-catchment level, and governance 'partnerships' among local governments and organised interests. In particular, the assessment addresses issues of integrating such 'super-local' and local alternatives within the larger web of multi-level water resource governance. Although intended to escape the 'trilemma', the proposed combination of formal government and informal governance is found wanting in terms of effectiveness as well as participation and legitimacy.  相似文献
