Dispersion of odour: a case study with a municipal solid waste landfill site in North London,United Kingdom 总被引:2,自引:0,他引:2
Municipal solid waste (MSW) landfills are a potential source of offensive odours that can create annoyance within communities. Dispersion modelling was used to quantify the potential odour strength causing an impact on the community around a particular MSW landfill site north of the London area in the United Kingdom. The case studies were completed with the short-term mode of COMPLEX-I, software developed by the US-EPA. The year 1998 was chosen as a source of baseline data. It was observed that by 2004, when the landfill will progress towards the west and a big band of the area towards the north would be partly/fully restored, the maximum contribution of the new sources giving higher odour concentrations would be in the southwesterly regions away from the landfill. Concentrations as high as 25.0 ou(E)/m(3) were observed with 3 min averaging time in the southwesterly areas as compared to concentrations of 20.0 ou(E)/m(3) at 10 min averaging times. However, the percentage frequency of such critical events occurring would be low. All other surrounding farms and small villages would be exposed to the concentration of 3.0 ou(E)/m(3) on certain occasions. In the year 2008, the majority of the filling fronts would be filled with wastes with no contributions from the active and operational cells. The maximum odour concentration around the landfill site for 1 h averaging time would be approximately 3 ou(E)/m(3) about 1.0 km north and 500 m west of the landfill site. For 3 min averaging time, the stretch of 5 ou(E)/m(3) band would be up to 2.5 km towards the north of the landfill site. It is argued that further analysis of the model calculations considering effects of wind direction, frequency of wind direction, stability of the atmosphere, selected odour threshold, integration time of the model, etc. would form a basis for calculating the separation distances of the landfill site from the surrounding community. 相似文献

The carbon emissions trading market has created a need for standard methods for the determination of biogenic content (χB) in solid recovered fuels (SRF). We compare the manual sorting (MSM) and selective dissolution methods (SDM), as amended by recent research, for a range of process streams from a mechanical–biological treatment (MBT) plant. The two methods provide statistically different biogenic content values, as expressed on a dry mass basis, uncorrected for ash content. However, they correlate well (r2 > 0.9) and the relative difference between them was <5% for χB between 21% w/wd and 72% w/wd (uncorrected for ash content). This range includes the average SRF biogenic content of ca. 68% w/wd. Methodological improvements are discussed in light of recent studies. The repeatability of the SDM is characterised by relative standard deviations on triplicates of <2.5% for the studied population. 相似文献

Management of air quality by local government in the United Kingdom (England, Scotland, Wales and Northern Ireland) requires a process of local decision-making, involving collaboration between local politicians, authority officers and interest-groups. Since the establishment of the first National Air Quality Strategy for the UK in 1997, local authority environmental health professionals have undertaken a scientific review and assessment process to identify locations where predicted future pollutant concentrations may exceed national air quality objectives. Air quality management areas (AQMAs) are declared where such exceedences are predicted. Over recent years, significant changes in local authority decision-making structures in England, Scotland and Wales have occurred, resulting in changes to the structure and governance in many local authorities. Results are presented from local authority surveys undertaken to examine the occurrence of any conflicts between the science involved in predicting exceedences and the local political decision-making processes in declaring AQMAs. Data are presented for a sample set of local authorities in Great Britain from which it is concluded that decision-making structures in local government are having a demonstrable impact on the designation of AQMAs. 相似文献

Abstract There exists a clear imperative across the EU and within the UK towards the enhanced integration of community knowledge in environmental and health decision-making processes. The underlying social force that underpins this dynamic is the drive for a more accountable, transparent and publicly acceptable decision-making arena. However, relatively little research has been undertaken on the evaluation of local air quality management consultation in particular. In this context, the paper presents an evaluation of evidence resulting from questionnaire survey and case study research undertaken in the first round of the statutory process of local air quality management (LAQM), in which local authorities are required to consult on their air quality findings and intentions. We suggest that local authority perceptions of the relative abilities of differing stakeholders' grasp of air quality science, the process that translates that science into policy, and the institutional and organizational status of stakeholders (i.e. whether they are statutory or non-statutory stakeholders) may tend to transitively determine the choice of consultation methods used, the communication strategies chosen and the relative integration of stakeholder feedback into the LAQM decision-making process. In order to interrogate this potentially problematic chain of risk communication events, a preliminary conceptual model has been developed to enable the interrogation of the pathways through, and the obstacles to, the translation of air quality knowledge. Road transport is a major contributor to urban air pollution. The introduction of local air qua lity management in the UK will require objective test procedures to evaluate and prioritise the air pollution benefits of existing transport systems and proposed developments. This methodology has been developed to assist the land use and transport planning professionals in evaluating current and potential future impacts on air quality. The method couples an emissions estimation procedure to a traffic flow database. It requires data on emission factors, the composition of the vehicle fleet, vehicle control technologies and the daily traffic flow profile. With these data, it is possible to generate emission estimates per kilometre, link or road as selected by the user. Forecasts can be made by varying input variables. The current methodology allows prediction of five or more pollutant species/classes, limited only by availability of emission factors. The method utilises a commercially available personal computer based spreadsheet. Further coupling of the method to a geographical information system will improve the decision support capability of the method. 相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. An assessment of the fugitive release of bioaerosols from static compost piles was conducted at a green waste composting facility in South East England; this representing the initial stage of a programme of research into the influence of process parameters on bioaerosol emission flux. Wind tunnel experiments conducted on the surface of static windrows generated specific bioaerosol emission rates (SBER2s) at ground level of between 13 and 22 x 10(3) cfu/m2/s for mesophilic actinomycetes and between 8 and 11 x 10(3)cfu/m2/s for Aspergillus fumigatus. Air dispersion modelling of these emissions using the SCREEN3 air dispersion model in area source term mode was used to generate source depletion curves downwind of the facility for comparative purposes. 相似文献

Summary The concept of sustainable development, is increasingly being proposed as a means to avoid the impasse between economic development and environmental protection. In this paper, the incorporation of the concept of sustainable development into policy-making in both Japan and the European Union is examined. A particular variation in response between the two has been in relation to encouraging the development of environmental or clean technologies, a key element in achieving sustainable development. The benefits of an early lead in environmental technology may result in gains to the economy. Summary This paper discusses the air quality impacts of airport operations. It considers a range of pollutants and identifies emission sources both within and surrounding airports as being important in contributing to the air quality experienced at an airport. These sources include aircraft operations, landside traffic, airside traffic and fuel-handling operations. The paper considers air quality impacts over the last 30 years and draws examples from a variety of European airports.
