This article reviews the effectiveness of seed-aid distributions in Kenya during the 1990s. It analyses the internal process and effects, i.e. the performance of the aid itself as well as the external process and effects, i.e. how seed-aid intervention affected farmers' broader agricultural management strategies. During the drought emergency of 1997, Kenyan farmers favourably judged many of the immediate seed-aid features such as crop and variety appropriateness and seed quality--even through the overarching goals of the seed assistance were muddled, ranging from assistance to the poor, to generalised gift-giving to stimulating progressive farming practice. However, the longer term analyses, drawn from recollections of a decade of relief activity, showed no concrete evidence that seed aid, per se, had strengthened their farming systems, nor that those who have received it once were less likely to receive it again. Thus, while seed aid has been promoted to lessen the effects of an 'acute' stress, drought, Kenyan farmers, in practice, have been experiencing much wider, 'chronic' seed system problems. This article ends by exploring this distinction between acute and chronic seed system stress and suggests a range of interventions appropriate to each. 相似文献

ABSTRACT: A method of project planning for systematically assessing and recording impacts of alternative timber harvest startegies for subareas of a sale planning area is presented. This method uses an interdisciplinary team composed of specialists and decisionmaker to develop and analyze treatment alternatives and uses impact prediction matrices with explicit evaluation criteria to illustrate and record ratings of impacts on resource factors. The method is a system for organizing, for discovering appropriate alternatives, for facilitating interaction, and for documenting environmental analysis. It provides for decisionmaker control over the project, for exchange of value perspectives, and for reduction in conflict between specialists. The quality of decisions which result from the method presented depends upon the information available and the effectiveness of interaction between all members of the interdisciplinary team. 相似文献

ABSTRACT: The period of time from identification of a possibly desirable inland waterway transportation project to its actual implementation has been observed to be inordinately long. It is Hypothesized that at Least one cause of delays in project approval and implementation is a analytical credibility associated with project feasibility analysis conducted by the U.S. Army Corps of Engineers. This paper examines this hypothesis in terms of the proposal to construct a new, expanded lock at the Bonneville Dam on the Columbia River. Many planning agencies and stakeholder groups experimented with innovative forms of public involvement in the 1990s. British Columbia is one such jurisdiction which embraced the concept of public involvement in a broad range of land and resource management planning scales - to the degree of collaborative planning with communities, using consensus. The purpose of this paper is to present lessons for planners, supported by literature and by research in British Columbia, Canada from 1995-97, on these public involvement processes. Building on earlier 'typologies' for public involvement in planning, it proposes a strategic approach for identifying and analysing stakeholders, for setting objectives and for subsequently choosing the most appropriate level of public involvement. 相似文献

Second-generation anticoagulant rodenticides (SGARs) are widely used to control rodent pests but exposure and poisonings occur in non-target species, such as birds of prey. Liver residues are often analysed to detect exposure in birds found dead but their use to assess toxicity of SGARs is problematic. We analysed published data on hepatic rodenticide residues and associated symptoms of anticoagulant poisoning from 270 birds of prey using logistic regression to estimate the probability of toxicosis associated with different liver SGAR residues. We also evaluated exposure to SGARs on a national level in Canada by analysing 196 livers from great horned owls (Bubo virginianus) and red-tailed hawks (Buteo jamaicensis) found dead at locations across the country. Analysis of a broader sample of raptor species from Quebec also helped define the taxonomic breadth of contamination. Calculated probability curves suggest significant species differences in sensitivity to SGARs and significant likelihood of toxicosis below previously suggested concentrations of concern (<0.1mg/kg). Analysis of birds from Quebec showed that a broad range of raptor species are exposed to SGARs, indicating that generalised terrestrial food chains could be contaminated in the vicinity of the sampled areas. Of the two species for which we had samples from across Canada, great horned owls are exposed to SGARs to a greater extent than red-tailed hawks and the liver residue levels were also higher. Using our probability estimates of effect, we estimate that a minimum of 11% of the sampled great horned owl population is at risk of being directly killed by SGARs. This is the first time the potential mortality impact of SGARs on a raptor population has been estimated. 相似文献

Developers are often required by law to offset environmental impacts through targeted conservation actions. Most offset policies specify metrics for calculating offset requirements, usually by assessing vegetation condition. Despite widespread use, there is little evidence to support the effectiveness of vegetation-based metrics for ensuring biodiversity persistence. We compared long-term impacts of biodiversity offsetting based on area only; vegetation condition only; area × habitat suitability; and condition × habitat suitability in development and restoration simulations for the Hunter Region of New South Wales, Australia. We simulated development and subsequent offsetting through restoration within a virtual landscape, linking simulations to population viability models for 3 species. Habitat gains did not ensure species persistence. No net loss was achieved when performance of offsetting was assessed in terms of amount of habitat restored, but not when outcomes were assessed in terms of persistence. Maintenance of persistence occurred more often when impacts were avoided, giving further support to better enforce the avoidance stage of the mitigation hierarchy. When development affected areas of high habitat quality for species, persistence could not be guaranteed. Therefore, species must be more explicitly accounted for in offsets, rather than just vegetation or habitat alone. Declines due to a failure to account directly for species population dynamics and connectivity overshadowed the benefits delivered by producing large areas of high-quality habitat. Our modeling framework showed that the benefits delivered by offsets are species specific and that simple vegetation-based metrics can give misguided impressions on how well biodiversity offsets achieve no net loss. 相似文献

Child protection is an area of police work which has expanded in the last decade, leading to an increase in the number of police officers working in departments which specialise in investigating cases of child abuse. Police officers in this field may be at greater risk of experiencing secondary traumatic stress but there remains a paucity of research in this area of policing. Analogies can be drawn to existing research in policing and with social service workers involved in child protection. Despite long-standing knowledge of the benefits of riparian buffers for mitigating nonpoint source pollution, many streams are unprotected by buffers. Even landowners who understand ecological values of buffers mow riparian vegetation to the streambank. Do trends in rural riparian conditions reflect the development of riparian forest science? What motivates residential riparian management actions? Using high-resolution orthoimagery, we quantified riparian conditions and trends between 1998 and 2015 in the rural upper Little Tennessee River basin in Macon County, North Carolina and explored how landowners view riparian zone management and riparian restoration programs. Buffer composition in 2015 was as follows: no buffer (32.5%), narrow (19.3%), forested (26.7%), shrub (7.2%), and intermediate (7.0%). Relative to 1998, the greatest decrease occurred in the no buffer class (−17.7%, 46 km) and the largest increases occurred in the shrub (+72.5%, 20 km) and narrow (12.6%, 14 km) classes. Forested buffer marginally increased. Semi-structured interview data suggest that landowners prioritize recreational and scenic aspects of riparian buffers over ecological functions such as filtration and bank stabilization. Riparian restoration programs might be made more enticing to non-adopters if outreach language appealed to landowner priorities, design elements demonstrated intentional management, and program managers highlighted areas where ecological goals and landowner values align. 相似文献

The sustainability of nuclear energy is discussed in terms of its environmental impacts and its utilization of resources. The reactors in the present generation of fission reactors extract only a small percentage of the energy available from uranium. A solution to the long-term management of highly radioactive used reactor fuel is also a key factor in fission's sustainability. Recycling used fuel for enhanced energy production in advanced reactors and the mitigation of the long-term management of the remaining wastes, ideally with their ultimate destruction by nuclear transmutation, are technologies that need to be developed in order to ensure the long term sustainability of nuclear fission. In contrast, nuclear fusion, while not yet available for power production, promises to be inherently sustainable. 相似文献
