This special issue of the Journal of Cleaner Production was initiated as a result of the 5th and 6th meetings of the Asia Pacific Roundtable for Sustainable Consumption and Production (APRSCP), which were held in Melbourne, Australia and Hanoi, Vietnam, respectively. A need identified at those meetings was to create another means of communicating the best ideas and papers being presented, to a wider audience. The Asia Pacific region has special development needs given its rapid emergence as a global production hub, but coupled to that are also the rapid social adjustments and shifts in patterns of consumption and production which aren't positive for the environment. This special issue contains eight papers covering the implementation of cleaner production and life cycle principles at the systems and regional planning level. These articles cover urban development, corporate CP programs, supply chain management, eco-industrial networks, and industrial parks, recycling, and understanding the role of human factors in bringing about environmental change. 相似文献

ABSTRACT: The purpose of this study was to evaluate the Better Assessment Science Integrating Point and Nonpoint Sources (BASINS) watershed management system. BASINS data were used with the NPSM model to predict discharge and sediment concentrations at the outlet of a 103 km2 Ohio watershed. It was concluded that the NPSM model should always be calibrated but only a few of the parameters provided with BASINS needed to be calibrated. For a three‐year study period, there was a 2 percent underestimation of discharge using area weighted precipitation values and a 25 percent overestimation using the single station data in BASINS. A comparison of observed and predicted monthly discharge resulted in an r2 of 0.86 with area‐weighted precipitation and an r2 of 0.74 with the single station data. Calibrating the model to substantially improve sediment predictions was unsuccessful and we concluded that a calibration period of one year was too short. For the three‐year study period, the r2 for sediment was 0.36 with a slope of 0.37 and an intercept of 18.8 mg/l. The mean observed and predicted sediment concentrations were 27.1 mg/l and 22.6 mg/l, respectively. 相似文献

The establishment of high quality long-term monitoring programmes is essential if the implementation of the Water Framework Directive (WFD) is to be effective. It is recognised that monitoring can be very expensive and so guidance is needed to establish cost-effective, risk-based and targeted groundwater monitoring across Europe that enables WFD objectives to be met. In this context, the Groundwater Working Group (WGC) of the Common Implementation Strategy (CIS) of the WFD has developed recommendations aiming to implement consistent groundwater monitoring across Europe. This has been published on the internet in the form of a non-legally binding guidance document, which provides useful elements for the development and maintenance of networks at high standards and thereby provide the necessary information to assess (ground)water status, identify trends in pollutant concentrations, support establishment and assessment of programmes of measures and the effective targeting of economic resources. Pricing Policy for Tourism in Protected Areas: Lessons from Komodo National Park, Indonesia 总被引:1,自引:0,他引:1
Abstract: Protected areas are under increasing pressure to provide economic justification for their existence, particularly in developing countries where demand for land and natural resources is high. Nature-based tourism offers a mechanism to generate substantial benefits from protected areas for both governments and local communities, and ecotourism is increasingly promoted as a sustainable use of protected areas. The extent to which ecotourism offsets the costs of a protected area has rarely been examined. We used financial data from Komodo National Park, Indonesia, and a willingness-to-pay questionnaire of independent visitors to (1) examine the financial contribution of tourism in offsetting the costs of tourism and wider management and (2) assess the effect of hypothetical fee increases on park revenues, visitation patterns, and local economies. Although only 6.9% of park management costs were recovered, visitors were willing to pay over 10 times the current entrance fee, indicating a substantial potential for increased revenue. The potential negative effect of large fee increases on visitor numbers and the resultant effect on local economic benefits from tourism may limit the extent to which greater financial benefits from Komodo National Park (KNP) can be realized. Our results suggest that a moderate, tiered increase in entrance fees is most appropriate, and that partial revenue retention by KNP would help demonstrate the conservation value of tourism to both visitors and managers and has the potential to increase visitors' willingness to pay. 相似文献

In this paper, we evaluate relationships between in-stream habitat, water chemistry, spatial distribution within a predominantly agricultural Midwestern watershed and geomorphic features and fish assemblage attributes and abundances. Our specific objectives were to: (1) identify and quantify key environmental variables at reach and system wide (watershed) scales; and (2) evaluate the relative influence of those environmental factors in structuring and explaining fish assemblage attributes at reach scales to help prioritize stream monitoring efforts and better incorporate all factors that influence aquatic biology in watershed management programs. The original combined data set consisted of 31 variables measured at 32 sites, which was reduced to 9 variables through correlation and linear regression analysis: stream order, percent wooded riparian zone, drainage area, in-stream cover quality, substrate quality, gradient, cross-sectional area, width of the flood prone area, and average substrate size. Canonical correspondence analysis (CCA) and variance partitioning were used to relate environmental variables to fish species abundance and assemblage attributes. Fish assemblages and abundances were explained best by stream size, gradient, substrate size and quality, and percent wooded riparian zone. Further data are needed to investigate why water chemistry variables had insignificant relationships with IBI scores. Results suggest that more quantifiable variables and consideration of spatial location of a stream reach within a watershed system should be standard data incorporated into stream monitoring programs to identify impairments that, while biologically limiting, are not fully captured or elucidated using current bioassessment methods. 相似文献

The role of a particular aspect of collaboration, dissensus, in stimulating critical reconsideration of ‘prior appropriation’, a historically hegemonic condition related to water rights in the western United States, is examined via a collaborative planning effort in Montana. Consensual support for a water-use measuring proposal was undermined by strong libertarian resistance to governmental regulation, and an unwavering embrace of the status quo. However, based on insights from scholars engaged in the ‘post-political’ dimensions of contemporary forms of rule – dissensus – understood as the manifestation of consensus-forestalling disagreement articulated between oppositional voices – is revealed as a condition to be actively nurtured, rather than purged. This case reveals how dissensus can open discursive spaces for hegemony-disrupting modes of inquiry, alternative perspectives, and innovative possibilities, even among sanctioned participant voices operating within otherwise established, depoliticized governing arenas. The study thus deepens our understanding of the complex political dynamics of participatory water planning. 相似文献

Going against anecdotal evidence and common perception, the findings presented here show that boards who take action against their CEOs do so only at great cost to themselves, winning only a pyrrhic victory. Indeed, the findings presented show three distinct levels of board turnover. Normal attrition in periods of continuity produced a turnover of 10.99 per cent over two years; routine retirement exists (22.35 per cent) produced a similar turnover level to forced exits which did not imply a failure of the board to perform its monitoring function (25.36 per cent). However, forced CEO exits which implied a failure in the board's monitoring and advising roles caused a dramatically higher level of subsequent board turnover (40.55 per cent). These findings demonstrate that is not only the CEO that is forced to sacrifice his or her job when a company is in distress, but that the board is also accountable for its failure to perform its monitoring and advising duties adequately. Abstract: Consistency in determining Rosgen stream types was evaluated in 12 streams within the John Day Basin, northeastern Oregon. The Rosgen classification system is commonly used in the western United States and is based on the measurement of five stream attributes: entrenchment ratio, width‐to‐depth ratio, sinuosity, slope, and substrate size. Streams were classified from measurements made by three monitoring groups, with each group fielding multiple crews that conducted two to three independent surveys of each stream. In only four streams (33%) did measurements from all crews in all monitoring groups yield the same stream type. Most differences found among field crews and monitoring groups could be attributed to differences in estimates of the entrenchment ratio. Differences in entrenchment ratio were likely due to small discrepancies in determination of maximum bankfull depth, leading to potentially large differences in determination of Rosgen’s flood‐prone width and consequent values of entrenchment. The result was considerable measurement variability among crews within a monitoring group, and because entrenchment ratio is the first discriminator in the Rosgen classification, differences in the assessment of this value often resulted in different determination of primary stream types. In contrast, we found that consistently evaluated attributes, such as channel slope, rarely resulted in any differences in classification. We also found that the Rosgen method can yield nonunique solutions (multiple channel types), with no clear guidance for resolving these situations, and we found that some assigned stream types did not match the appearance of the evaluated stream. Based on these observations we caution the use of Rosgen stream classes for communicating conditions of a single stream or as strata when analyzing many streams due to the reliance of the Rosgen approach on bankfull estimates which are inherently uncertain. 相似文献
