Monitoring and Evaluation in Conservation: a Review of Trends and Approaches   总被引:12,自引:0,他引:12  
Abstract:  There is growing recognition among conservation practitioners and scholars that good project management is integrally linked to well-designed monitoring and evaluation systems. Most conservation organizations have attempted to develop and implement monitoring and evaluation systems, often with mixed results. One problem seems to be that organizations are trying to build their systems from scratch, overlooking lessons learned from the many efforts to develop useful and practical monitoring and evaluation approaches. Thus, we undertook a review of monitoring and evaluation approaches in conservation and other fields including international development, public health, family planning, education, social services, and business. Here, we present our results for the field of conservation. We categorized the considerable variety of monitoring and evaluation approaches into four broad purposes: basic research; accounting and certification; status assessment; and effectiveness measurement. We focus here on status assessment and effectiveness measurement. Specific lessons that emerged follow: different monitoring and evaluation needs require different approaches; conceptual similarities are widespread among prevailing approaches; inconsistent language impedes communication; confusion among monitoring and evaluation components hinders practitioner ability to choose the appropriate component; and monitoring only quantitative biological variables is insufficient. We suggest that the conservation community continue support of collaborative initiatives to improve monitoring and evaluation, establish clear definitions of commonly used terms, clarify monitoring and evaluation system components, apply available approaches appropriately, and include qualitative and social variables in monitoring efforts.  相似文献

The effects of fisheries on marine ecosystems, and their capacity to drive shifts in ecosystem states, have been widely documented. Less well appreciated is that some commercially valuable species respond positively to fishing‐induced ecosystem change and can become important fisheries resources in modified ecosystems. Thus, the ecological effects of one fishery can unintentionally increase the abundance and productivity of other fished species (i.e., cultivate). We reviewed examples of this effect in the peer‐reviewed literature. We found 2 underlying ecosystem drivers of the effect: trophic release of prey species when predators are overfished and habitat change. Key ecological, social, and economic conditions required for one fishery to unintentionally cultivate another include strong top–down control of prey by predators, the value of the new fishery, and the capacity of fishers to adapt to a new fishery. These unintended cultivation effects imply strong trade‐offs between short‐term fishery success and conservation efforts to restore ecosystems toward baseline conditions because goals for fisheries and conservation may be incompatible. Conflicts are likely to be exacerbated if fisheries baselines shift relative to conservation baselines and there is investment in the new fishery. However, in the long‐term, restoration toward ecosystem baselines may often benefit both fishery and conservation goals. Unintended cultivation can be identified and predicted using a combination of time‐series data, dietary studies, models of food webs, and socioeconomic data. Identifying unintended cultivation is necessary for management to set compatible goals for fisheries and conservation. Abstract: Unsustainable fishing simplifies food chains and, as with aquaculture, can result in reliance on a few economically valuable species. This lack of diversity may increase risks of ecological and economic disruptions. Centuries of intense fishing have extirpated most apex predators in the Gulf of Maine (United States and Canada), effectively creating an American lobster (Homarus americanus) monoculture. Over the past 20 years, the economic diversity of marine resources harvested in Maine has declined by almost 70%. Today, over 80% of the value of Maine's fish and seafood landings is from highly abundant lobsters. Inflation‐corrected income from lobsters in Maine has steadily increased by nearly 400% since 1985. Fisheries managers, policy makers, and fishers view this as a success. However, such lucrative monocultures increase the social and ecological consequences of future declines in lobsters. In southern New England, disease and stresses related to increases in ocean temperature resulted in more than a 70% decline in lobster abundance, prompting managers to propose closing that fishery. A similar collapse in Maine could fundamentally disrupt the social and economic foundation of its coast. We suggest the current success of Maine's lobster fishery is a gilded trap. Gilded traps are a type of social trap in which collective actions resulting from economically attractive opportunities outweigh concerns over associated social and ecological risks or consequences. Large financial gain creates a strong reinforcing feedback that deepens the trap. Avoiding or escaping gilded traps requires managing for increased biological and economic diversity. This is difficult to do prior to a crisis while financial incentives for maintaining the status quo are large. The long‐term challenge is to shift fisheries management away from single species toward integrated social‐ecological approaches that diversify local ecosystems, societies, and economies.  相似文献

Biodiversity conservation strategies are increasingly focused on regions outside national protected areas, where animals face numerous anthropogenic threats and must coexist with human settlements, livestock, and agriculture. The effects of these potential threats are not always clear, but they could have profound implications for population viability. We used savannah elephants (Loxodonta africana) as a case study to assess the physiological stress associated with living in a human‐livestock‐dominated landscape. We collected samples over two 3‐month periods in 2007 and 2008. We used fecal DNA to identify 96 individual elephants in a community conservation area (CCA) and measured fecal glucocorticoid metabolite (FGM) concentrations as a proxy for stress. The CCA is community Maasai land managed for livestock and wildlife. We compared the FGM concentrations from the CCA to FGM concentrations of 40 elephants in Amboseli National Park and 32 elephants in the Maasai Mara National Reserve, where human settlements and intense livestock grazing were absent. In the CCA, we found no significant individual differences in FGM concentrations among the elephants in 2007 (p = 0.312) or 2008 (p = 0.412) and no difference between years (p = 0.616). The elephants in the CCA had similar FGM concentrations to the Maasai Mara population, but Amboseli elephants had significantly lower FGM concentrations than those in either Maasai Mara or the CCA (Tukey pairwise test, p < 0.001), due primarily to females excreting significantly lower FGM relative to males (p = 0.025). In the CCA, there was no relation among female group size, average pairwise group relatedness, and average group FGM concentration. We found no clear evidence of chronic stress in elephants living on CCA communal land, which is encouraging for conservation strategies promoting the protection of animals living outside protected areas. Abstract:  A World Conservation Union (IUCN) regional red list is an objective assessment of regional extinction risk and is not the same as a list of conservation priority species. Recent research reveals the widespread, but incorrect, assumption that IUCN Red List categories represent a hierarchical list of priorities for conservation action. We developed a simple eight-step priority-setting process and applied it to the conservation of bees in Ireland. Our model is based on the national red list but also considers the global significance of the national population; the conservation status at global, continental, and regional levels; key biological, economic, and societal factors; and is compatible with existing conservation agreements and legislation. Throughout Ireland, almost one-third of the bee fauna is threatened (30 of 100 species), but our methodology resulted in a reduced list of only 17 priority species. We did not use the priority species list to broadly categorize species to the conservation action required; instead, we indicated the individual action required for all threatened, near-threatened, and data-deficient species on the national red list based on the IUCN's conservation-actions template file. Priority species lists will strongly influence prioritization of conservation actions at national levels, but action should not be exclusive to listed species. In addition, all species on this list will not necessarily require immediate action. Our method is transparent, reproducible, and readily applicable to other taxa and regions.  相似文献

Water hyacinth (WH), an aquatic plant macrophyte, was investigated for its ability to perform as a suitable adsorbent for methylene blue (MB) from aqueous solution. The non-living biomass of WH was subjected to several chemical treatments, namely, washing with hot water, washing with hot dilute HCl, soaking in NaOH, soaking in HNO3, and sulfonation. The system variables studied also include pH and MB concentration. The Langmuir isotherm was found to represent the measured adsorption data well except for WH soaked in NaOH, which was found to be better represented by the Freundlich isotherm. Values of the dimensionless separation factor, K R, indicated that the adsorption systems in this study are all favorable. Values of the first layer of adsorption were calculated by the non-linear multilayer adsorption model, and the specific surface area values were found to be high and comparable to commercially activated carbons.  相似文献

This two-part article gives an overview of the use of non-conventional water resources in developing countries. The first part presented below reviews United Nations involvement with the subject and its relationship to the International Drinking Water Supply and Sanitation Decade. The main emphasis of the first part is on the development of technology and markets for the various desalination processes — distillation, electrodialysis and reverse osmosis. The general costs of the various processes are compared.
The second part of the article (to be published in the April 1985 issue) concentrates on the other non-conventional water resources: transport of water by tanker and iceberg, waste water re-use and weather modification. For all the processes, examples are given and economic comparisons are made. It is concluded that it is always preferable to use conventional resources where available. However, in water-short areas, consideration might be given to the available non-conventional resources, and economic and technical comparisons made, before a final choice is reached.  相似文献
