Abstract: The Tiwi people of northern Australia have managed natural resources continuously for 6000–8000 years. Tiwi management objectives and outcomes may reflect how they gather information about the environment. We qualitatively analyzed Tiwi documents and management techniques to examine the relation between the social and physical environment of decision makers and their decision‐making strategies. We hypothesized that principles of bounded rationality, namely, the use of efficient rules to navigate complex decision problems, explain how Tiwi managers use simple decision strategies (i.e., heuristics) to make robust decisions. Tiwi natural resource managers reduced complexity in decision making through a process that gathers incomplete and uncertain information to quickly guide decisions toward effective outcomes. They used management feedback to validate decisions through an information loop that resulted in long‐term sustainability of environmental use. We examined the Tiwi decision‐making processes relative to management of barramundi (Lates calcarifer) fisheries and contrasted their management with the state government's management of barramundi. Decisions that enhanced the status of individual people and their attainment of aspiration levels resulted in reliable resource availability for Tiwi consumers. Different decision processes adopted by the state for management of barramundi may not secure similarly sustainable outcomes.  相似文献

There are many barriers to using science to inform conservation policy and practice. Conservation scientists wishing to produce management‐relevant science must balance this goal with the imperative of demonstrating novelty and rigor in their science. Decision makers seeking to make evidence‐based decisions must balance a desire for knowledge with the need to act despite uncertainty. Generating science that will effectively inform management decisions requires that the production of information (the components of knowledge) be salient (relevant and timely), credible (authoritative, believable, and trusted), and legitimate (developed via a process that considers the values and perspectives of all relevant actors) in the eyes of both researchers and decision makers. We perceive 3 key challenges for those hoping to generate conservation science that achieves all 3 of these information characteristics. First, scientific and management audiences can have contrasting perceptions about the salience of research. Second, the pursuit of scientific credibility can come at the cost of salience and legitimacy in the eyes of decision makers, and, third, different actors can have conflicting views about what constitutes legitimate information. We highlight 4 institutional frameworks that can facilitate science that will inform management: boundary organizations (environmental organizations that span the boundary between science and management), research scientists embedded in resource management agencies, formal links between decision makers and scientists at research‐focused institutions, and training programs for conservation professionals. Although these are not the only approaches to generating boundary‐spanning science, nor are they mutually exclusive, they provide mechanisms for promoting communication, translation, and mediation across the knowledge–action boundary. We believe that despite the challenges, conservation science should strive to be a boundary science, which both advances scientific understanding and contributes to decision making. Graduate education programs in conservation science generally focus on disciplinary training and discipline‐specific research skills. However, nonacademic conservation professionals often require an additional suite of skills. This discrepancy between academic training and professional needs can make it difficult for graduate students to identify the skills and experiences that will best prepare them for the conservation job market. We analyzed job advertisements for conservation‐science positions and interviewed conservation professionals with experience hiring early‐career conservation scientists to determine what skills employers of conservation professionals seek; whether the relative importance of skills varies by job sector (government, nonprofit, and private); and how graduate students interested in careers in conservation science might signal competency in key skills to potential employers. In job advertisements, disciplinary, interpersonal, and project‐management skills were in the top 5 skills mentioned across all job sectors. Employers’ needs for additional skills, like program leadership, conflict resolution and negotiation, and technical and information technology skills, varied across sectors. Our interview results demonstrated that some skills are best signaled to employers via experiences obtained outside thesis or dissertation work. Our findings suggest that graduate students who wish to be competitive in the conservation job market can benefit by gaining skills identified as important to the job sector in which they hope to work and should not necessarily expect to be competent in these skills simply by completing their chosen degree path. Abstract: Bumble bees are a group of pollinators that are both ecologically and economically important and declining worldwide. Numerous mechanisms could be behind this decline, and the spread of parasites from commercial colonies into wild populations has been implicated recently in North America. Commercial breeding may lead to declines because commercial colonies may have high parasite loads, which can lead to colonization of native bumble bee populations; commercial rearing may allow higher parasite virulence to evolve; and global movement of commercial colonies may disrupt spatial patterns in local adaptation between hosts and parasites. We assessed parasite virulence, transmission mode, and infectivity. Microparasites and so‐called honey bee viruses may pose the greatest threat to native bumble bee populations because certain risk factors are present; for example, the probability of horizontal transmission of the trypanosome parasite Crithidia bombi is high. The microsporidian parasite Nosema bombi may play a role in declines of bumble bees in the United States. Preliminary indications that C. bombi and the neogregarine Apicystis bombi may not be native in parts of South America. We suggest that the development of molecular screening protocols, thorough sanitation efforts, and cooperation among nongovernmental organizations, governments, and commercial breeders might immediately mitigate these threats.  相似文献

Abstract: Often abundance of rare species cannot be estimated with conventional design‐based methods, so we illustrate with a population of blue whales (Balaenoptera musculus) a spatial model‐based method to estimate abundance. We analyzed data from line‐transect surveys of blue whales off the coast of Chile, where the population was hunted to low levels. Field protocols allowed deviation from planned track lines to collect identification photographs and tissue samples for genetic analyses, which resulted in an ad hoc sampling design with increased effort in areas of higher densities. Thus, we used spatial modeling methods to estimate abundance. Spatial models are increasingly being used to analyze data from surveys of marine, aquatic, and terrestrial species, but estimation of uncertainty from such models is often problematic. We developed a new, broadly applicable variance estimator that showed there were likely 303 whales (95% CI 176–625) in the study area. The survey did not span the whales' entire range, so this is a minimum estimate. We estimated current minimum abundance relative to pre‐exploitation abundance (i.e., status) with a population dynamics model that incorporated our minimum abundance estimate, likely population growth rates from a meta‐analysis of rates of increase in large baleen whales, and two alternative assumptions about historic catches. From this model, we estimated that the population was at a minimum of 9.5% (95% CI 4.9–18.0%) of pre‐exploitation levels in 1998 under one catch assumption and 7.2% (CI 3.7–13.7%) of pre‐exploitation levels under the other. Thus, although Chilean blue whales are probably still at a small fraction of pre‐exploitation abundance, even these minimum abundance estimates demonstrate that their status is better than that of Antarctic blue whales, which are still <1% of pre‐exploitation population size. We anticipate our methods will be broadly applicable in aquatic and terrestrial surveys for rarely encountered species, especially when the surveys are intended to maximize encounter rates and estimate abundance.  相似文献

This paper concerns the manner in which the West is responding to protracted political crises beyond its borders. It examines the conceptual world-view that aid agencies bring to complex emergencies and which shapes action. The paper provides an analysis of developmentalism. That is, the currently dominant idea of development which is an adapted form of multiculturalism. It is based on the empowerment of cultural differences and the relativisation of progress. As a variant of multiculturalism, developmentalism is part of Western racial discourse. In terms of understanding conflict, it establishes a mirror-image relationship with new rascist ideas premised on cultural pluralism inevitably leading to social breakdown, violence and anarchy. To the contrary, with its functional view of social harmony, libertine developmentalism claims that even unresolved political crisis constitutes a development opportunity.
Developmentalism, like culturalism generally, is incapable of analysing power. It therefore cannot understand the effects and significance of its own organisational forms. Moreover, since the absence of power translates into operational neutrality in a war zone, it is also unable to analyse the nature of new political formations emerging in the global periphery. That is, the so-called weak or failed states, warlords and so on. This functional ignorance has allowed a widespread incorporation of humanitarian aid into the fabric of political violence. Developmentalism is an essential underpinning for the growing organisational accommodation to ongoing conflict and eroding standards of justice and accountability.  相似文献

Abstract:  The use of a surrogate taxon in conservation planning has become questionable because recent evidence suggests that the correlation of species richness between pairs of taxa is highly variable both taxonomically and geographically. Species richness is only one measure of species diversity, however, and recent studies suggest that investigations of cross-taxon congruence should consider a broader range of assessment techniques. The cross-taxon congruence of community similarity between sites among taxa has rarely been examined and may be the most relevant measure of species diversity in the context of coarse-filter conservation strategies. We examined cross-taxon congruence patterns of species richness and community similarity (Bray-Curtis similarity) among birds, butterflies, and vascular plants in montane meadow habitats in the Greater Yellowstone Ecosystem. Although patterns of species richness (Spearman rank correlation) varied between taxa, we consistently found a positive correlation in community similarity (Mantel test) between all pair-wise comparisons of the three taxa (e.g., sites with similar bird communities also had similar butterfly communities). We suggest that the success of a surrogate taxon depends on the technique used to assess surrogacy and the specific approach to conservation planning. In the context of coarse-filter conservation, measures of community similarity may be more appropriate than measures of species richness. Furthermore, the cross-taxon congruency of community similarity in our study suggests that coarse-filter conservation may be tenable in montane meadow communities.  相似文献

Abstract:  Cross-boundary ecosystem management is increasingly being advocated to address large-scale ecological issues on forested landscapes. Such management requires information about the age, composition, and distribution of trees and other vegetation in addition to the ability to coordinate management over large areas. In the United States, the forest industry owns and manages a large quantity of biologically productive forest land, and these forests are crucial to the success of regional ecosystem planning. Antitrust laws, such as the Sherman Antitrust Act of 1890, limit the industry's ability to participate in regional ecosystem planning because they restrict the ability of competing firms to coordinate activities and share information. Because antitrust courts do not consider the intentions of violators, achieving conservation or other public policy goals, even when working with government agencies, is not a sufficient defense. Therefore, the real and perceived threat of antitrust litigation is a disincentive to the forest industry's participation in large-scale ecosystem management. Potential solutions to this problem include state immunity statutes and third-party data aggregation.  相似文献

Using Gall Wasps on Oaks to Test Broad Ecological Concepts   总被引:1,自引:0,他引:1  
Abstract:  Planning conservation of insect herbivores requires knowing what needs to be conserved and developing a set of predictor variables that aid management. We conducted a state-wide survey to examine the species richness of gall wasps (Hymenoptera: Cynipidae) on six oak species dominant in the threatened scrub-oak vegetation in peninsular Florida. Eighty-eight cynipid species were recorded; 23 were new species to Florida (a 35% increase), including 17 species new to science and 6 species newly recorded in the state. The cynipid species represented 68% of cynipids of Florida, on only 24% of oak species sampled. This fauna represents a hotspot of richness, justifying conservation initiatives in scrub-oak habitat and throughout the state. We derived predictor variables from general ecological concepts: (1) the theory of island biogeography that insect species richness increases as host plant geographic area increases and as local abundance increases, (2) the plant-architecture hypothesis that insect species richness increases with increased plant size, and (3) phytochemical patterns in leaves, including nutrients and digestibility reducers predicting suitability for insect herbivores. Concepts 1 and 2, developed for large scales and species numbers, were tested at smaller scales relevant to much conservation research and management. A stepwise multiple regression including all predictor variables accounted for 99% of the variance in cynipid species richness with three variables: foliar hemicellulose concentration (81%), host geographic area (16%), and tree height (2%). The trends were negative, however, and opposite to those predicted by concepts 1 and 2. Ecological theory was not applicable to discovery of predictors of cynipid species richness on six oak species. Thus, we promote caution in applying ecological theory to a narrow set of species without specific testing of how patterns conform to theoretical predictions.  相似文献
