Managing Construction and demolition waste (CDW) is a severe and growing urban challenge, particularly in post-conflict countries. Though Kosovo has significantly rebuilt and developed after the Liberation War, these initiatives have accompanied suboptimal waste management. This research evaluates CDW management in Kosovo by assessing current practices and operations vis-a-vis the legal framework and EU requirements. It identifies instruments and policies capable of ameliorating gaps and proposes a more sustainable and circular CDW management system for Kosovo. Information was primarily collected during on-site visits to Pristina and the surroundings by a cohort of Urban Management Students from the Technische Universität Berlin, students from Kosovo, and the local office of the Gesellschaft für Internationale Zusammenarbeit, GIZ. The analysis identified gaps in Kosovo's CDW management and its observance and enforcement of existing CDW legislation, including an ambiguous licensing system impeding sustainable demolition, storage, and transport; the absence of approved CDW storage options leading to uncontrolled disposal; and an underdeveloped market for recycling and reuse, deterring stakeholders from further pursuit of circular practices. These gaps were compounded by poor recordkeeping, obscuring precise information on CDW streams. Possible instruments and incentives to support Kosovo's transition to a more sustainable CDW management system were then identified.

The occurrence of twenty pharmaceutical compounds was quantitatively determined in effluents from two major Oslo city hospitals, Rikshospitalet and Ullev?l, along with influent, sludge and final effluent from the city's VEAS wastewater treatment works (WTW). Composite hospital effluents were collected over a twelve week period and were showed to contain paracetamol, metoprolol, diclofenac, ibuprofen, 17beta-Estradiol, estriol, estrone, oxytetracycline, tetracycline, doxycycline, chlorotetracycline, demeclocycline, trimethoprim, ciprofloxacin, sulfamethoxazole, cyclophosphamide and ifosfamide. Three pharmaceuticals were not detected above the limit of detection; cefuroxime, 17alpha-ethinylestradiol and meclocycline. Composite influent, sludge and effluent samples were collected from VEAS WTW over a seven week period. The influent into VEAS WTW contained all of the same selected substances detected in the hospital effluents, except for oxytetracycline, chlorotetracycline, demeclocycline, cyclophosphamide and ifosfamide. The percentage of pharmaceuticals entering the works from the hospitals was <10% for all of the selected compounds. VEAS sludge samples contained a different profile of substances reflecting their physico-chemical properties. Hydrophobic antibiotics, such as oxytetracycline, tetracycline and ciprofloxacin, were detected in all of the collected sludge samples. Their absence in the collected influent samples suggests that they enter the works bound to effluent particles, with the dissolved fraction observed in the hospital effluents partitioning onto particulate matter within the sewerage network. The final effluent from VEAS WTW contained reduced concentrations of many pharmaceuticals, including paracetamol, ibuprofen and sulfamethoxazole. For other compounds, such as metoprolol, diclofenac and trimethoprim, there were often higher concentrations in the effluent than the influent. These effluent concentrations represent median inputs varying from low g day(-1) (e.g. paracetamol and ibuprofen) to nearly 200 g day(-1) (e.g. metoprolol and trimethoprim) into Oslofjord. A simple risk assessment showed that the antibiotic ciprofloxacin may at times pose an acute risk to the Oslofjord aquatic environment.  相似文献

Summary Mountain regions comprise one-fifth of the world's land surface. They are home to a tenth and important in the lives of half of humankind. Yet mountains are often regarded as physically, politically and economically marginal; their importance has only recently been globally recognized. The potential impacts of climate change in mountain regions will vary considerably between different types of regions. These are briefly described, as an introduction to an evaluation of the potential impacts with regard to agriculture, forestry, water resources, tourism, energy, transport and health. It is concluded that climate change cannot be considered a marginal issue and that the ability of mountain and downstream people to adapt and respond in the long term will require attention to the maintenance and use of local knowledge and cooperative social networks, as well as considerable scientific research.Dr Martin Price obtained his Ph.D from the University of Colorado at Boulder, following a first degree at the University of Sheffield and an MSc from the University of Calgary, Canada. He is currently the Programme Leader for the Mountain Regions Programme at the Environmental Change Unit at the University of Oxford. The Neebing-McIntyre floodway in Thunder Bay, Ontario, Canada, has been constructed with a relatively straight and uniform trapezoidal channel, compared with the prechannelized sinuous reaches of the Neebing and the McIntyre rivers. The flow regime of the floodway also contrasts significantly with the prechannelized regime, because of the combination of discharges from these rivers into a new channel and the regulation of flows by a diversion structure. The maximum channel capacity of the floodway is about 284 m3 s–1 (175-year regional flood), compared with about 40 m3 s–1 and 60 m3 s–1, respectively, for the Neebing and the McIntyre. According to regime theories, the construction of a straight and trapezoidal channel has upset the equilibrium of the stream system and therefore should lead to some accelerated erosion and sedimentation processes in the new channel immediately after construction. Erosion potential is particularly high during higher discharge events, when flow velocities are expected to be greater than the prechannelized velocities of the Neebing and the McIntyre. The overall sediment yield of the watershed is low (71t km–2 yr–1), compared with other documented watersheds of North America, but the rates of deposition in the floodway are relatively high, mainly due to the backwater effect of Lake Superior. Unless maintained by constant channel work, the floodway will tend to fill up with sediment, until a postconstructional equilibrium is reestablished.  相似文献

Decision rules are the agreed-upon points at which specific management interventions are initiated. For marine mammal management under the U.S. Marine Mammal Protection Act (MMPA), decision rules are usually based on either a numeric population or biological-removal approach. However, for walrus and other ice-associated pinnipeds, the inability to reliably assess population numbers or biological removals highlights a significant gap in the MMPA, particularly when the Arctic environment is rapidly changing. We describe the MMPA's ecosystem-based management goals, and why managers have bypassed these goals in favor of an approach that depends upon numerical population assessment. We then revisit the statute's primary goals in light of current knowledge about the Pacific walrus ecosystem and new developments in environmental governance. We argue that to monitor and respond to changes in the walrus ecosystem, decision rules should be based on scientific criteria that depend less on the currently-impractical goal of accurately enumerating population size and trends, or removals from that population. Rather, managers should base decisions on ecological needs and observed ecological changes. To implement this approach would require an amendment to the MMPA that supports filling the gap in management with achievable decision rules. Alternatively, walrus and other ice-associated pinnipeds will remain largely unmanaged during a period of profound environmental change.  相似文献

The possibility of adopting national targets for carbon dioxide (CO2) emissions from tropical deforestation in a future international climate treaty has received increasing attention recently. This attention has been prompted by proposals to this end and more intensified talks on possible commitments for developing countries beyond the United Nations Framework Convention on Climate Change Kyoto Protocol. We analyze four main scientific and political challenges associated with national targets for emissions from tropical deforestation: (1) reducing the uncertainties in emission inventories, (2) preserving the environmental integrity of the treaty, (3) promoting political acceptance and participation in the regime, and (4) providing economic incentives for reduced deforestation. We draw the following conclusions. (1) Although there are large uncertainties in carbon flux from deforestation, these are in the same range as for other emissions included in the current Kyoto protocol (i.e., non-CO2 GHGs), and they can be reduced. However, for forest degradation processes the uncertainties are larger. A large challenge lies in building competence and institutions for monitoring the full spectrum of land use changes in developing countries. (2 and 3) Setting targets for deforestation is difficult, and uncertainties in future emissions imply a risk of creating ‘tropical hot air’. However, there are proposals that may sufficiently deal with this, and these proposals may also have the advantage of making the targets more attractive, politically speaking. Moreover, we conclude that while a full carbon accounting system will likely be politically unacceptable for tropical countries, the current carbon accounting system should be broadened to include forest degradation in order to safeguard environmental integrity. (4) Doubts can be cast over the possible effect a climate regime alone will have on deforestation rates, though little thorough analysis of this issue has been made.

Field investigations were performed in 1984-1985 on the effects of acidity level in simulated rain on disease dynamics in four pathosystems: alfalfa leaf spot (ALS), peanut leaf spot (PLS), potato late blight (PLB), and soybean brown spot (SBS). Studies were performed in an ambient rain exclusion apparatus with simulated rain acidity levels of pH 2.8, 3.6, 4.2, 4.8, or 5.6 and four plots per pH level. In 1984 for ALS and PLB, rain was simulated three times a week at 6-8 mm per event. For PLS and SBS in 1984 and for PLB, PLS, and SBS in 1985, rain was simulated twice a week at 13-16 mm per event with a 10 min pause halfway through each event. Disease was assessed three times a week. In 1984, no significant effect of acidity level in simulated rain on disease severity was detected in any pathosystem. Severity of PLB differed among treatments in 1985 with significant quadratic and cubic components for the dose-response relationship. PLS severity decreased with increasing level of acidity in simulated rain in 1985 and the dose-response relationship was linear. No differences in severity of ALS or SBS due to acidity of simulated rain were found. Thus, disease response to acidity of simulated rain is system dependent.  相似文献

A prenatally detected case of a rare mosaic tetrasomy 12p/trisomy 12p is reported, presenting as the well-known accessory isochromosome 12p and a supernumerary single 12p marker in 17/24 and 6/24 clones of cultured amniotic fluid cells, respectively. The chromosomal nature of both marker chromosomes was investigated in cultured amniotic fluid cells by fluorescent in situ hybridization with various probes: the 12-centromeric probes pa12H8 and D12Z3, a whole chromosome 12 paint, and the chromosome 12p-specific paint M28. DNA analysis revealed a maternal origin of the extra 12p material. After counselling, the parents requested termination of pregnancy. Inspection and autopsy of the fetus revealed many of the dysmorphisms and internal structural abnormalities of the Pallister–Killian syndrome.  相似文献

It is becoming increasingly popular to consider species interactions when managing ecological foodwebs. Such an approach is useful in determining how management can affect multiple species, with either beneficial or detrimental consequences. Identifying such actions is particularly valuable in the context of conservation decision making as funding is severely limited. This paper outlines a new approach that simplifies the resource allocation problem in a two species system for a range of species interactions: independent, mutualism, predator-prey, and competitive exclusion. We assume that both species are endangered and we do not account for decisions over time. We find that optimal funding allocation is to the conservation of the species with the highest marginal gain in expected probability of survival and that, across all except mutualist interaction types, optimal conservation funding allocation differs between species. Loss in efficiency from ignoring species interactions was most severe in predator-prey systems. The funding problem we address, where an ecosystem includes multiple threatened species, will only become more commonplace as increasing numbers of species worldwide become threatened.  相似文献
