ABSTRACT: The full range of environmental and economic services of ground water need to be accounted for in policy decisions. Non-recognition of these services imputes a lower value for the ground water resource in establishing policies. We describe a conceptual framework for identifying and measuring the economic value of groundwater. The valuation framework links changes in physical characteristics of ground water to services provided by ground water and the economic effects of changes in ground water services. In addition to the framework, we develop a general protocol to follow for assessing the benefits of ground water policies. Application of the protocol will aid in establishing structure and consistency across policy assessments and improve the accuracy and completeness of benefit estimates, avoid double-counting problems, and eliminate duplication of ground water valuation efforts. 相似文献

ABSTRACT: Urban water-quality managers need load estimates of storm-runoff pollutants to design effective remedial programs. Estimates are commonly made using published models calibrated to large regions of the country. This paper presents statistical methods, termed model-adjustment procedures (MAPs), which use a combination of local data and published regional models to improve estimates of urban-runoff quality. Each MAP is a form of regression analysis that uses a local data base as a calibration data set to adjust the regional model, in effect increasing the size of the local data base without additional, expensive data collection. The adjusted regional model can then be used to estimate storm-runoff quality at unmonitored sites and storms in the locality. The four MAPs presented in this study are (1) single-factor regression against the regional model prediction, Pu; (2) least-squares regression against Pu; (3) least-squares regression against Pu and additional local variables; and (4) weighted combination of Pu and a local-regression prediction. Identification of the statistically most valid method among these four depends upon characteristics of the local data base. A MAP-selection scheme based on statistical analysis of the calibration data set is presented and tested. 相似文献

A landscape-level approach was applied to eight rural watersheds to assess the role that wetlands play in reducing phosphorus loading to surface waters in the Lake Champlain Basin. Variables summarizing various characteristics of wetlands within a watershed were calculated using a geographic information system and then compared to measured phosphorus loading through multiple regression analyses. The inclusion of a variable based on the area of riparian wetlands located along low- and medium-order streams in conjunction with the area of agricultural and nonwetland forested lands explained 88% of the variance in phosphorus loading to surface waters. The best fit model coefficients (Pload = 0.86Ag + 0.64For – 30Ripwet + 160) suggest that a hectare of riparian wetland may be many times more important in reducing phosphorus than an agricultural hectare is in producing phosphorus. These results provide additional support for the concept that protection of riparian wetlands is an important management strategy for controlling stream water quality in multiuse landscapes. 相似文献

ABSTRACT: The underwater light field of eight central New York lakes, which represent a wide range of trophic state, was characterized through paired measurements of Sechi disc transparency (SD, m) and diffuse light attenuation (Kd, m?1). A total of 90 paired measurements are included in the data base. Substantial variability in the Kd SD product with time within individual systems, and amongst systems, was observed, which indicates differences in the relative contributions of absorption and scattering to attenuation. More than 50 percent of the temporal variability in Kd was attributable to attendant variations in chlorophyll a (C, mg m?3) in only two of the lakes. Estimates of the adsorption (a, m?1) and scattering (b, m?1) coefficients based on paired Kd and SD measurements compared well with more precise determinations available for one of the lakes. Determinations of a and b for the eight lakes, from SD and Kd measurements, indicated great system-specificity and temporal variability in these characteristics. The temporal variability in relative contributions of a and b to Kd is consistent with covariation of different attenuating components and the lack of correlation between C and Kd in most of the study lakes. 相似文献

ABSTRACT: The effects “whiting” (CaCO3 precipitate) had on the optical properties and turbidity of the epilimnion of Owasco Lake, New York, were studied during the summer of 1985. Turbidity was partitioned according to “whiting” and non-“whiting” components utilizing a simple acidification procedure. Diffuse light attenuation was partitioned according to the attenuating processes of absorption and scattering. “Whiting” was present most of the summer. Two major “whiting” events occurred that caused major increases in turbidity and the attenuation of light. “Whiting” was the principle regulator of turbidity during the study; it caused increases in light attenuation by increasing light scattering. “Whiting” events can easily be mistaken by the public for phytoplankton blooms. 相似文献

ABSTRACT: A numerical method is presented for the analysis of a pumped well in a homogeneous aquifer with allowance made for the decrease in saturated depth, vertical components of flow, the possibility of regions of the aquifer changing between the confined and unconfined states and the effect of different outer boundaries. The method is based on a discrete space, backward difference time, approximation. A particular example considered in detail concerns heavy pumping from one of a regular array of wells in an unconfined aquifer until the drawdown in the well reaches a critical value. Non-dimensional curves are presented relating the time and volume dewatered to the quantity discharged from the well. The purpose of this study was to develop a profile of employees in Fortune 500 companies who are willing to relocate. The profile was developed on a demographically diverse random sample of 827 employees from 20 Fortune 500 corporations, all of whom had moved at least once for their current employer. Employees who were most willing to relocate were younger, their incomes were lower, their career ambitions higher, and their spouses more willing than those who were less willing to relocate. These employees could be found in sales/marketing and production functions. Their attitudes toward moving were also favorable. The single most important predictor of willingness to relocate was spouse willingness to relocate. This result suggests strongly that in the 1990s, corporations are going to have to address the concerns of spouses, if married employees are going to remain mobile. The study also cautions corporations about the shortsightedness of thinking of spouse and dual career issues as ’women's issues‘ and assuming that females and minorities are unwilling to relocate. 相似文献

Intellectual concern with the National Forest Management Act of 1976 has followed a course emphasizing the planning aspects of the legislation associated with the development of forest plans. Once approved, however, forest plans must be implemented. Due to the complex nature of the ecological systems of interest, and the multiple and often conflicting desires of user clientele groups, the feasibility and costs of implementing forest plans require immediate investigation. For one timber sale on the Coconino National Forest in Arizona, forest plan constraints were applied and resulting resource outputs predicted using the terrestrial ecosystem analysis and modeling system (TEAMS), a computer-based decision support system developed at the School of Forestry, Northern Arizona University, With forest plan constraints for wildlife habitat, visual diversity, riparian area protection, and soil and slope harvesting restrictions, the maximum timber harvest obtainable was reduced 58% from the maximum obtainable without plan constraints.Former Graduate Student at Northern Arizona University. 相似文献
