‘Good’ governance and adaptive co-management hold broad appeal due to their positive connotations and ‘noble ethical claims’. This paper poses a fundamental question: is adaptive co-management ethical? In pursuing an answer to this question, the concept of adaptive co-management is succinctly summarized and three ethical perspectives (deontology, teleology and existentialism) are explored. The case of adaptive co-management in Cambodia is described and subsequently considered through the lens of ethical triangulation. The case illuminates important ethical considerations and directs attention towards the need for meditative thinking which increases the value of tradition, ecology, and culture. Giving ethics a central position makes clear the potential for adaptive co-management to be an agent for governance, which is good, right and authentic as well as an arena to embrace uncertainty.  相似文献

Healthy watersheds provide valuable services to society, including the supply and purification of fresh water. Because these natural ecosystem services lie outside the traditional domain of commercial markets, they are undervalued and underprotected. With population and development pressures leading to the rapid modification of watershed lands, valuable hydrological services are being lost, which poses risks to the quality and cost of drinking water and the reliability of water supplies. Increasing the scale and scope of programmes to protect hydrological services requires policies that harmonize land uses in watersheds with the provision of these important natural services. This article summarizes key attributes of hydrological services and their economic benefits; presents a spectrum of institutional mechanisms for safeguarding those services; discusses programmes in Quito (Ecuador), Costa Rica and New York City; and offers some lessons learned and recommendations for achieving higher levels of watershed protection.  相似文献

We report a case of maternal mosaic trisomy 21 ascertained at prenatal diagnosis as a result of maternal cell contamination of an amniotic fluid sample. A 34 year old female was referred for karyotyping because of a previous trisomy 21 pregnancy. Chromosome analysis of primary in situ cultures showed a karyotype of 47,XX, + 21[6]/46,XY[32]/46,XX[2]. Molecular testing demonstrated maternal cell contamination of the amniotic fluid sample and G-banded karyotyping of maternal blood showed that 3/200 cells had trisomy 21, consistent with the mother being a Down syndrome mosaic. A normal male baby with a 46,XY chromosome complement was delivered at 30 weeks. This case emphasises the need for close collaboration between cytogenetic and molecular genetics laboratories in resolving unusual cases of mosaicism. A new technique is described for observing the structures and mechanisms of suspension feeding in bivalves using endoscopic examination and video image analysis. This method permits direct in vivo observations of whole, intact structures of relatively undisturbed specimens. No surgical alterations of shell or tissue are required for most species. Pallial organ activity can be recorded for future observations and analysis. Using this technique we examined three bivalve species, each with different degrees of mantle fusion:Mya arenaria L.Mytilus edulis L., andPlacopecten magellanicus (Gmelin). The specimens were collected between April and September 1990 at various locations in Trinity Bay, Newfoundland, Canada. Particle retention by the gill and transport of material to the palps was observed, and velocity of particles moving on the gill was determined. We demonstrate that the endoscope-video-analysis system is an efficient and affordable technique suitable for studies of pallial organ function and mechanisms of feeding.  相似文献

Guidance for the performance evaluation of three-dimensional air quality modeling systems for particulate matter and visibility is presented. Four levels are considered: operational, diagnostic, mechanistic, and probabilistic evaluations. First, a comprehensive model evaluation should be conducted in at least two distinct geographical locations and for several meteorological episodes. Next, streamlined evaluations can be conducted for other similar applications if the comprehensive evaluation is deemed satisfactory. In all cases, the operational evaluation alone is insufficient, and some diagnostic evaluation must always be carried out. Recommendations are provided for designing field measurement programs that can provide the data needed for such model performance evaluations.  相似文献

In developing conservation strategies, it is important to maximize effects of conservation within a specified land tract and to maximize conservation effects on surrounding area (ecological context). The authors proposed two criteria to select biotic entities for conservation foci: (1) the relative occurrence of fauna or flora in a tract is greater than that of an ecological context region; and (2) occurrence of the fauna or flora is relatively limited in the ecological context region. Using extensive spatial data on vegetation and wildlife habitat distribution, the authors identified strategic vegetation and fauna conservation foci for the 400 000 ha Fort Bliss military reservation in New Mexico and Texas relative to a 164 km radius ecological context region intersecting seven ecological zones and the predicted habitat distribution of 616 animal species. The authors set two specific criteria: (1) predicted area of a species' occurrence is <50% of the ecological context region; and (2) percentage of Fort Bliss intersecting the species' or vegetation community predicted areas in the ecological context region is >5% (Fort Bliss is 4.2% of the region). These criteria selected one vegetation class and 40 animal species. Further, these vegetation and animal foci were primarily located in two areas of Fort Bliss. Sensitivity analyses with other analytical radii corroborated the context radius used. Conservation of the two areas and associated taxa will maximize the contribution of Fort Bliss's conservation efforts in its ecological proximity. This relatively simple but information-rich process represents economical and defensible preliminary contextual analysis for detailed conservation planning.  相似文献

The mussel species Mytilus edulis L. and M. trossulus Gould coexist and hybridize throughout a large area that includes the north coast of Maine and Atlantic Canada. Previous studies provided genetic evidence for limited hybridization between the two species for mussels >15 mm. The present study used two genetic markers (ITS, Glu-5) to examine the genetic composition of early life-history stages by sampling veliger and pediveliger larvae, juveniles (<2.0 to 15.0 mm shell length) and adults (>15 mm shell length) in Trinity Bay, Newfoundland, during three consecutive years (1995–1997) to determine if differential mortality limits the relative abundance of hybrids. The relative frequency of the two species and the different hybrid genotypes was similar among the larvae, juveniles and small adult mussels. The double hybrid genotype (F1-like) was the rarest genotype observed. There was no evidence for differential mortality during the early life-history stages, and factors limiting production of hybrids appear to operate before the late larval stage. The observed frequency of hybrids is probably due to a combination of pre- and postzygotic reproductive isolating mechanisms operating early in the mussels life history. M. trossulus dominated the early life-history stages, possibly due to a higher population density and a greater reproductive output than M. edulis. Differential mortality may explain the observed decrease in frequency of M. trossulus and increase in frequency of M. edulis with increasing shell length. A similar frequency of hybrid mussels from larvae to the size class of 55 mm shell length may indicate a rate of mortality intermediate between the two parental species. The M. edulis–M. trossulus hybrid zone appears to be maintained by reproductive isolating mechanisms limiting the production of hybrids and life-history differences that allow the two species to coexist.Communicated by J.P. Sessile females of the gastropod Crepidula fecunda are exclusively suspension-feeders. Our previous work showed that particles removed from suspension are entrained on the gill and continuously accumulate as a mucous string on the distal margin of the lamella, although some are transferred by a ciliary tract to the food pouch, where they form a mucous ball. The mucous string is transferred from the gill margin to the neck canal, where it forms a mucous cord which is transported to the mouth. The mucous ball and the mucous cord are ingested with the aid of the radula. In this study we examined the response of the system to a wide range of cell concentrations of the flagellate Isochrysis galbana. As the particle concentration increased from 5,000 to 200,000 cells ml-1, the volume of the mucous ball almost doubled, as did the number of radular extrusions required to ingest it. The total volume of mucous balls produced and ingested increased very slightly as particle concentration rose from 5,000 to 100,000 cells ml-1, but the volume of mucous cord material ingested increased four to five times over the same range. At higher food concentrations the mucous cord increased in thickness, but not in length, which is constrained by the length of the gill margin. At all particle concentrations the mucous cord accounted for 80–95% of the total material (mucous cords plus mucous balls). Ingestion rate reached a maximum at 140,000 cells ml-1 for mucous balls and mucous cords. At higher concentrations the production of pseudofaeces increased from all sources ("type-I" pseudofaeces from rejected mucous balls; "type-II" pseudofaeces from rejected fragments of mucous cords; and "type-III" pseudofaeces, which come from particles trapped in a coarse mucous net at the mouth of the inhalant mantle cavity and are transferred via the lateral ciliary tract to the mantle margin, by-passing the food pouch). Thus C. fecunda has adopted a feeding strategy in which particle entrainment by the gills is continuous, even at very high ambient particle concentrations (200,000 cells ml-1 for I. galbana), and excess material which cannot be ingested is rejected by one or more of three routes for the elimination of pseudofaeces.Communicated by P.W.
