Clearzones are a feature of modern highways that have a dramatic impact on roadside safety. The purpose of these unobstructed spaces is to provide an area where an errant vehicle can safely stop or the driver can regain control of the vehicle without striking a hazardous object like a tree or utility pole. Many clearzone alternatives (e.g., removing trees, installing traversable culvert openings, and installing guardrails in front of untraversable hazards) are relatively inexpensive in comparison to other roadway construction costs. Roadways passing through rockcuts present an unusual case where the construction cost of providing the clearzone is very high. This article examines different clearzone alternatives in rockcuts and compares the likely effect on safety and construction costs. A method is described for determining the rockcut width that best balances the cost of construction with the improvements in safety that would result from a wider clearzone in the rockcut. 相似文献

In a recent discussion of the bandwidth–fidelity dilemma in personality measurement for personnel selection, Ones and Viswesvaran (1996) concluded that ‘broader and richer personality traits will have higher predictive validity than narrower traits’. In this paper, the arguments made by Ones and Viswesvaran in favor of the exclusive use of broad personality dimensions are discussed. New data are presented that contradict Ones and Viswesvaran's claim of the existence of a general, integrity-related personality factor, and that show two narrow measures—the Responsibility and Risk Taking scales of the Jackson Personality Inventory—to have higher validities than the Big Five dimensions with respect to job performance criteria based on self-reported workplace delinquency in a sample of 127 entry-level employees. © 1998 John Wiley & Sons, Ltd. 相似文献

INTRODUCTION: This paper describes a web-based system for monitoring and assessing construction safety and health performance, entitled the Construction Safety and Health Monitoring (CSHM) system. METHOD: The design and development of CSHM is an integration of internet and database systems, with the intent to create a total automated safety and health management tool. A list of safety and health performance parameters was devised for the management of safety and health in construction. A conceptual framework of the four key components of CSHM is presented: (a) Web-based Interface (templates); (b) Knowledge Base; (c) Output Data; and (d) Benchmark Group. RESULTS: The combined effect of these components results in a system that enables speedy performance assessment of safety and health activities on construction sites. With the CSHM's built-in functions, important management decisions can theoretically be made and corrective actions can be taken before potential hazards turn into fatal or injurious occupational accidents. IMPACT ON INDUSTRY: As such, the CSHM system will accelerate the monitoring and assessing of performance safety and health management tasks. 相似文献

Most licensing jurisdictions in Australia maintain mandatory assessment programs targeting older drivers, whereby a driver reaching a specified age is required to prove his or her fitness to drive through medical assessment and/or on-road testing. Previous studies both in Australia and elsewhere have consistently failed to demonstrate that age-based mandatory assessment results in reduced crash involvement for older drivers. However studies that have based their results upon either per-population or per-driver crash rates fail to take into account possible differences in driving activity. Because some older people maintain their driving licenses but rarely if ever drive, the proportion of inactive license-holders might be higher in jurisdictions without mandatory assessment relative to jurisdictions with periodic license assessment, where inactive drivers may more readily either surrender or lose their licenses. The failure to control for possible differences in driving activity across jurisdictions may be disguising possible safety benefits associated with mandatory assessment. The current study compared the crash rates of drivers in Melbourne, Australia, where there is no mandatory assessment and Sydney, Australia, where there is regular mandatory assessment from 80 years of age onward. The crash rate comparisons were based on four exposure measures: per population, per licensed driver, per distance driven, and per time spent driving. Poisson regression analysis incorporating an offset to control for inter-jurisdictional road safety differences indicated that there was no difference in crash risk for older drivers based on population. However drivers aged 80 years and older in the Sydney region had statistically higher rates of casualty crash involvement than their Melbourne counterparts on a per license issued basis (RR: 1.15, 1.02-1.29, p=0.02) and time spent driving basis (RR: 1.19, 1.06-1.34, p=0.03). A similar trend was apparent based on distance travelled but was of borderline statistical significance (RR: 1.11, 0.99-1.25, p=0.07). Collectively, it can be inferred from these findings that mandatory license re-testing schemes of the type evaluated have no demonstrable road safety benefits overall. Further research to resolve this on-going policy debate is discussed and recommended. 相似文献

PROBLEM: This study examined the extent to which critical restrictions in North Carolina's graduated driver licensing (GDL) system are known, adhered to, and enforced. METHOD: Teenagers and their parents were recruited as they applied for either an intermediate or full license at 1 of 23 licensing offices. Telephone interviews were conducted with 900 teenagers and their parents. RESULTS: Awareness of North Carolina's night and passenger restrictions was very high among both parents and teenagers. Ten percent of teenagers reported violating the night restriction without their parents' knowledge, and 15% had done so with their parents' approval. Only 4% of parents reported allowing their teenagers to drive with more than one teenage passenger, but 19% of teenagers reported that they were allowed to do this. Violations of the passenger restriction without parental knowledge were more common than violations of the night restriction (22% vs. 10%, respectively). Among teenagers who violated restrictions without their parents' knowledge, most reported doing so only once or a few times. Teenagers expressed little concern about detection, although a majority reported driving more carefully to avoid police notice. Neither parents nor teenagers knew much about police enforcement of GDL restrictions. To obtain a sense of the views of law enforcement officers, informal interviews were conducted with 20 officers from five diverse communities and the state highway patrol. These officers were highly supportive of GDL but unfamiliar with many of the specific provisions. Moreover, enforcement of GDL restrictions did not appear to be a high priority. IMPACT ON INDUSTRY: There is a need to increase the belief among teens (and parents) that police are enforcing GDL restrictions in their community; law enforcement participation in well-publicized traffic safety enforcement efforts would likely produce this result. 相似文献

It is well established that older drivers' fragility is an important factor associated with higher levels of fatal crash involvement for older drivers. There has been less research on age-related fragility with respect to the sort of minor injuries that are more common in injury crashes. This study estimates a quantity that is related to injury fragility: the probability that a driver or a passenger of that driver will be injured in crashes involving two cars. The effects of other factors apart from drivers' fragility are included in this measure, including the fragility of the passengers, the crashworthiness of cars driven, seatbelt use by the occupants, and characteristics of crashes (including configuration and impact speed). The car occupant injury liability estimates appropriately includes these factors to adjust risk curves by age, gender, and speed limit accounting for overrepresentation in crashes associated with fragility and these other factors. 相似文献

In this study, a survey instrument was developed to measure safety climate. A review of the scientific literature as well as consultation with an expert panel was used to determine the survey's dimensions. Next, the survey was administered, first as a pilot study (n = 15) and then as a full scale study (n = 229), to employees of the City of Cincinnati Department of Public Works. Remediation and recovery efforts after a release of Bacillus anthracis (anthrax) spores may be difficult and costly. In addition, response and recovery technologies may be focused on critical resources, leaving the small business or homeowner without remediation options. This study evaluates the efficacy of relatively low levels of hydrogen peroxide vapor (HPV) delivered from off‐the‐shelf equipment for the inactivation of Bacillus spores within an indoor environment. Decontamination evaluations were conducted in a house using both Bacillus atrophaeus var. globigii (Bg; as surrogates for B. anthracis) inoculated on the carpet and galvanized metal as coupons and Geobacillus stearothermophilus (Gs) as biological indicators on steel. The total decontamination time ranged from 4 to 7 days. Using the longer exposure times, low concentrations of HPV (average levels below 20 parts per million) effectively inactivated Bg and Gs spores on the materials tested. The HPV was generated with commercial humidifiers and household‐strength hydrogen peroxide solutions. The presence of home furnishings did not have a significant impact on HPV efficacy. This simple, inexpensive, and effective decontamination method could have significant utility for remediation following a B. anthracis spore release, such as following a terrorist attack. 相似文献

A bench‐scale study was conducted to evaluate the effect of divalent cations on the adsorption of perfluoroalkyl and polyfluoroalkyl substances (PFAS) onto soil particles. The study entailed batch testing of a synthetic soil mixture under a range of Epsom salt (soluble magnesium sulfate heptahydrate) concentrations. The synthetic soil was produced using a mix of sand, silt, clay, and organic matter that then was mixed and saturated with water collected from a PFAS‐impacted water source. The results indicate that variable concentrations of magnesium (divalent cation) had a minor effect on the sorption of perfluorooctane sulfonate with the highest sorption occurring in the strongest solution of Epsom salt. An unanticipated result of the test involved apparent biomediated transformation of polyfluorinated alkylated sulfonates (fluorotelomers or FTS) to perfluorooctanoic acid, perfluoroheptanoic acid (PFHpA), and perfluorononanoic acid. We believe this is the first time the complete transformation of 6:2 FTS to PFHpA has been observed and reported under ambient surface water‐like conditions within 6 months, a relatively short timeframe. 相似文献

This study investigated the application of bamboo as a natural composite, in which its potential as a composite material had been examined for 2–6 layers. In precise, the woven bamboo (BW) formed the culm fiber composite with an average of 0.5 mm thickness and 5.0 mm width strip. In addition, this study looked into a specific type of bamboo species known as Gigantochloa Scortechinii (Buluh Semantan), which can be found in Malaysia. This laminated plain BW, which had been reinforced with epoxy (EP), was developed by applying the hand lay-up technique. After that, the specimens were characterized via mechanical analyses, for instance, tensile, flexural, hardness, and impact tests. As a result, the 2-layer BW had displayed rather excellent results chiefly due to the incorporation of epoxy composite, although this is exceptional hardness value. 相似文献
