Tile drainage significantly alters flow and nutrient pathways and reliable simulation at this scale is needed for effective planning of nutrient reduction strategies. The Soil and Water Assessment Tool (SWAT) has been widely utilized for prediction of flow and nutrient loads, but few applications have evaluated the model's ability to simulate pathway‐specific flow components or nitrate‐nitrogen (NO3‐N) concentrations in tile‐drained watersheds at the daily time step. The objectives of this study were to develop and calibrate SWAT models for small, tile‐drained watersheds, evaluate model performance for simulation of flow components and NO3‐N concentration at daily intervals, and evaluate simulated soil‐nitrogen dynamics. Model evaluation revealed that it is possible to meet accepted performance criteria for simulation of monthly total flow, subsurface flow (SSF), and NO3‐N loads while obtaining daily surface runoff (SURQ), SSF, and NO3‐N concentrations that are not satisfactory. This limits model utility for simulating best management practices (BMPs) and compliance with water quality standards. Although SWAT simulates the soil N‐cycle and most predicted fluxes were within ranges reported in agronomic studies, improvements to algorithms for soil‐N processes are needed. Variability in N fluxes is extreme and better parameterization and constraint, through use of more detailed agronomic data, would also improve NO3‐N simulation in SWAT. After signing a peace accord in 1994, joint projects were initiated between Israel and Jordan aimed at enhancing environmental protection and resource management. This paper discusses the Red Sea Dead Sea Canal, the Eilat-Aqaba Municipal Cooperation initiative, the Joint Oil Spill Contingency Plan and the Red Sea Marine Peace Park (RSMPP). The latter is an exemplar of transboundary cooperation for planning of a marine protected area and therefore the main case study. Although the RSMPP never fully materialized, analysis of what transpired provides important lessons. We examine what happened in the 20 years since the attempt to establish the RSMPP began and focus on which of its goals were achieved. As a basis for analysis this paper presents factors identified as significant to the success of transboundary protected areas (TBPAs) and uses them to compare the RSMPP to the three other initiatives. In addition to factors reported in the literature that are known to be effective for TBPA success, we found two new factors as most relevant for the RSMPP case: a peripheral geographic location and intensive work among professionals, mostly marine scientists, on the ground operating under a low profile and with limited public attention.  相似文献

Environmental insurance policies and the success of claims brought under them depend upon the intersection of both the legal and technical issues involved. The evolution of environmental insurance policies, from their origin in the Commercial General Liability policies up to the creation of new insurance products designed to cover specifically environmental concerns are addressed in this work. Both scientists and attorneys will have to develop a fuller understanding of environmental damage and assessments. The intent of this article is to provide a starting point for members of both disciplines in their quest for a fuller understanding of the legal and technical issues involved in environmental claims.  相似文献

Marine protected areas (MPAs) are key tools in addressing the global decline of sharks and rays, and marine parks and shark sanctuaries of various configurations have been established to conserve shark populations. However, assessments of their efficacy are compromised by inconsistent terminology, lack of standardized approaches to assess how MPAs contribute to shark and ray conservation, and ambiguity about how to integrate movement data in assessment processes. We devised a conceptual framework to standardize key terms (e.g., protection, contribution, potential impact, risk, threat) and used the concept of portfolio risk to identify key attributes of sharks and rays (assets), the threats they face (portfolio risk), and the specific role of MPAs in risk mitigation (insurance). Movement data can be integrated into the process by informing risk exposure and mitigation through MPAs. The framework is operationalized by posing 8 key questions that prompt practitioners to consider the assessment scope, MPA type and purpose, range of existing and potential threats, species biology and ecology, and management and operational contexts. Ultimately, MPA contributions to shark and ray conservation differ according to a complex set of human and natural factors and interactions that should be carefully considered in MPA design, implementation, and evaluation.  相似文献

Biodiversity and human well-being strategies are only as good as the set of ideas people think about. We evaluated value-focused thinking (VFT), a framework that emphasizes creating objectives and strategies that are responsive to the objectives. We performed a proof-of-concept study of VFT with 6 conservation planning teams at a global conservation organization. We developed a package of materials related to VFT, including meeting–session agendas, a virtual facilitation template, facilitator's guide, and evaluation questionnaires. We used these materials to test whether VFT applied in a group setting resulted in high-quality conservation strategies and participant satisfaction and whether our materials were scalable, meaning that someone newly trained in VFT could facilitate planning meetings that resulted in high-quality strategies and participant satisfaction, as compared with an experienced VFT facilitator. Net response indicated positive compelling, feasible, creative, and representative ratings for the conservation strategies per team. Participants indicated satisfaction overall, although satisfaction was greater for objectives than for strategies. Among the participants with previous conservation planning experience, all were at least as satisfied with their VFT strategies compared with previously developed strategies, and none were less satisfied (p = 0.001). Changes in participant satisfaction were not related to facilitator type (experienced or inexperienced with VFT) (p > 0.10). Some participants had a preconceived sense of shared understanding of important values and interests before participating in the study, which VFT strengthened. Our results highlight the advantages of structuring the development and evaluation of conservation planning frameworks around VFT.  相似文献

Endocrine disrupting compounds (EDCs), represented by steroid hormones, organochlorine pesticides (OCPs), polychlorinated biphenyls (PCBs), and bisphenol A have been determined in four sediment cores from the Gulf of Mexico, from New Orleans surface water (Lake Pontchartrain and Mississippi River), and from the influent and effluent of a New Orleans municipal sewage treatment plant. During the five-month monitoring of selected EDCs in the Mississippi River (MR) and Lake Pontchartrain (LP) in 2008, 21 of 29 OCPs in MR and 17 of 29 OCPs in LP were detected; bisphenol A was detected in all of the samples. Steroid hormones (estrone, 17β-estradiol and 17α-ethinylestradiol) were detected occasionally. Total EDC (OCPs + PCBs + steroid hormones + bisphenol A) concentrations in the two surface water samples were found to vary from 148 to 1112 ng L(-1). Strong correlation of the distribution of total OCPs, total PCBs and total EDCs between solid and water phases was found in LP, while moderate or no correlation existed in MR. OCPs, PCBs, steroid hormones, and bisphenol A were all detected in the ocean sediments, and total EDCs were measured in the range of 77 to 1796 ng g(-1) dry sediment weight. The EDCs were also found in untreated and treated municipal sewage samples with a removal efficiency of 83% for OCPs but no removal efficiency for 17α-ethinylestradiol.  相似文献

An observational field study was conducted to assess the feasibility of a community duplicate diet collection method; a dietary monitoring tool that is population-based. The purpose was to establish an alternative procedure to duplicate diet sampling that would be more efficient for a large, defined population, e.g., in the National Children's Study (NCS). Questionnaire data and food samples were collected in a residence so as not to lose the important component of storage, preparation, and handling in a contaminated microenvironment. The participants included nine Hispanic women of child bearing age living in Apopka, FL, USA. Foods highly consumed by Hispanic women were identified based on national food frequency questionnaires and prioritized by permethrin residue concentrations as measured for the Pesticide Data Program. Participants filled out questionnaires to determine if highly consumed foods were commonly eaten by them and to assess the collection protocol for the food samples. Measureable levels of permethrin were found in 54% of the samples. Questionnaire responses indicated that the collection of the community duplicate diet was feasible for a defined population.  相似文献

Social learning is a process suited to developing understanding and concerted action to tackle complex resource dilemmas, such as freshwater management. Research has begun to recognise that in practice social learning encounters a variety of institutional challenges from the shared habits and routines of stakeholders (organised by rules, norms and strategies) that are embedded in organisational structures and norms of professional behaviour. These institutional habits and routines influence the degree of willingness to engage with stakeholders, and expectations of behaviours in social learning processes. Considering this, there has been a call to understand how institutions influence social learning and emergent outcomes. We addresses this by presenting a heuristic for implementing social learning cognisant of institutional context to answer three questions: (i) How institutional influences impact implementation of social learning design; (ii) how implementation of social learning design modifies institutions influencing social learning; and (iii) how these changes in design and institutions together shape social learning outcomes? To answer these questions a freshwater planning exercise was designed, implemented and evaluated as a social learning process with community groups in two New Zealand catchments. Incorporating participatory reflection enabled the project team to modify social learning design to manage institutional influences hindering progress toward outcomes. Findings emphasise that social learning is underpinned by participants’ changing assumptions about what constitutes the institution of learning itself—from instruction to a dynamic, collective and emergent process. Reflecting on these assumptions also challenged participants’ expectations about their own and others’ behaviours and roles in freshwater planning.  相似文献
