This report summarizes current developments in the United States and 18 other industrial countries regarding packaging waste. It presents available data concerning the types, amounts, and methods of managing such waste and provides information concerning the policies established or under consideration to reduce the amount of such waste being disposed. The countries discussed are all members of the Organisation for Economic Co-operation and Development (OECD).In recent years, waste disposal capacity has become more scarce in most OECD countries. As a result, waste management policies have focused on efforts to reduce and recycle major components of the waste stream. Packaging represents about one-third of municipal solid waste in many countries. Because of this, measures to reduce the amount and toxicity of packaging and to encourage its recycling are currently being considered in at least 18 OECD countries. In addition, the EC and the Nordic Council are developing programs to address packaging on a regional basis.The report is divided into four main sections. Section I summarizes available information for the OECD countries. The second section discusses waste generation and recycling rates for six types of packaging material: paper, glass, metal, plastic, wood, and composites. The third section discusses key questions raised by the information presented in the report. The fourth briefly discusses packaging waste issues facing the Congress.In general, the report finds, other countries use less packaging than the United States, recycle more of it, and are considering policy measures stronger than the measures generally being considered in America. As noted in detail, other countries have adopted or are developing requirements that:
- • • set mandatory requirements for packaging waste reduction;
- • • require reusable or refillable packaging;
- • • impose taxes to discourage single-use packages;
- • • prohibit the use of non-recyclable packaging,
- • • prohibit or limit disposal of packaging, and
- • • require manufacturers of packaging materials to collect and recycle post-consumer waste.

Many Superfund or hazardous waste sites prove to be excellent candidates for remediation using transportable incineration. Transportable incineration has been selected as the alternative of choice to remediate numerous sites throughout the United States. There are a number of firms that provide mobile and transportable incineration equipment and services. A variety of treatment systems are available, including rotary kilns, fluidized beds, and infrared incinerators. Roy F. Weston, Inc., has been instrumental in the development, design, permitting, construction, performance testing, and operation of hazardous and toxic waste thermal treatment systems. Weston owns and operates two high-temperature transportable incineration systems (TISs). The first system is Weston's seven-ton-per-hour (tph) TIS-5. The second is the TIS-20, with a design capacity of up to 30 tph. These units are typical rotary kiln incinerators, the most flexible, adaptable type of incineration unit. ABSTRACT: This study examines the social construction of county commissioners' knowledge about water. Factors that influence what commissioners know about water include each commissioner's personal characteristics, education, experience in natural resources management, involvement in policy making, and use and evaluation of various sources of information. This study focused on county commissioners representing rural, mixed, and urban counties in Arizona, Nevada, and Utah and collected data through mail surveys and interviews. County commissioners in the survey were well educated; however, few had taken college courses directly addressing technical, management, or legal aspects of water issues. Approximately one-third had direct experience in farming and ranching; nearly two-thirds indicated that farming and ranching played a major role in their communities. Respondents had experience with a broad range of water policy issues. In evaluating thirteen information sources in terms of their frequency of use, relevancy, and reliability, respondents assessed fellow commissioners and local government staff and managers most positively and nonprofit organizations most negatively. The media was also broadly rated as less relevant and reliable than other sources of information. Utility rights-of-way corridors through wetland areas generate long-term impacts from construction activities to these valuable ecosystems. Changes to and recovery of the vegetation communities of a cattail marsh, wooded swamp, and shrub/bog wetland were documented through measurements made each growing season for two years prior, five years following, and again on the tenth year after construction of a 345-kV transmission line. While both the cattail marsh and wooded swamp recovered within a few years, measures of plant community composition in the shrub/bog wetland were still lower, compared to controls, after ten years. Long-term investigations such as the one reported here help decrease uncertainty and provide valuable information for future decision making regarding construction of power utility lines through valuable and dwindling wetland resources. 相似文献

Deicing agents, primarily road salt, are applied to roads in 26 states in the United States and in a number of European countries, yet the scale of impacts of road salt on aquatic organisms remains largely under-studied. The issue is germane to amphibian conservation because both adult and larval amphibians are known to be particularly sensitive to changes in their osmolar environments. In this study, we combined survey, experimental, and demographic modeling approaches to evaluate the possible effects of road salt on two common vernal-pond-breeding amphibian species, the spotted salamander (Ambystoma maculatum) and the wood frog (Rana sylvatica). We found that in the Adirondack Mountain Region of New York (USA), road salt traveled up to 172 m from the highway into wetlands. Surveys showed that egg mass densities of spotted salamanders (A. maculatum) and wood frogs (R. sylvatica) were two times higher in forest pools than roadside pools, but this pattern was better explained by road proximity than by increased salinity. Experiments demonstrated that embryonic and larval survival were reduced at moderate (500 muS) and high conductivities (3000 muS) in A. maculatum and at high conductivities in R. sylvatica. Demographic models suggest that such egg and larval stage effects of salt may have important impacts on populations near roads, particularly in the case of A. maculatum, for which salt exposure may lead to local extinction. For both species, the effect of road salt was dependent upon the strength of larval density dependence and declined rapidly with distance from the roadside, with the greatest negative effects being limited to within 50 m. Based on this evidence, we argue that efforts to protect local populations of A. maculatum and R. sylvatica in roadside wetlands should, in part, be aimed at reducing application of road salt near wetlands with high conductivity levels. 相似文献
