A Cooperative Approach to Reduce Water Pollution Abatement Cost in an Interjurisdictional Lake Basin

A cooperative approach via transfer fee was developed to improve the cost‐effectiveness of water pollution control in interjurisdictional lake basin management in China. Different from the existing literature that studies water quality trading and pollution reduction at micro levels (i.e., focusing on enterprises and firms), this article explores cooperative pollution reduction strategies from a macro level, targeting multiple jurisdictional regions. The merits of this new approach include: (1) improving the cost‐effectiveness of pollution reduction by making use of the cost differentiation in pollution reduction between industries and municipal sewage plants, and between different administrative areas; (2) managing payments for ecosystem services by horizontal transfer payment; and (3) incorporating the concepts of game, cooperation, coordination, and watershed‐based management in implementation. For empirical demonstration, a bilevel optimization model was built and calibrated using the 2005 data of the Lake Tai basin to work out the optimal solutions for cooperative chemical oxygen demand (COD) reduction. Results show that policies based on this new approach can significantly reduce the overall COD abatement costs for the basin as well as the individual jurisdictional regions compared to the current practice. 相似文献

Marine aquaculture is expanding rapidly without reliable quantification of effluents. The present study focuses on understanding
the transport of dissolved wastes from aquaculture pens in near-coastal environments using the hydrodynamics code SUNTANS
(Stanford Unstructured Nonhydrostatic Terrain-following Adaptive Navier–Stokes Simulator), which employs unstructured grids
to compute flows in the coastal ocean at very high resolution. Simulations of a pollutant concentration field (in time and
space) as a function of the local environment (bathymetry), flow conditions (tides and wind-induced currents), and the location
of the pens were performed to study their effects on the evolution of the waste plume. The presence of the fish farm pens
cause partial blockage of the flow, leading to the deceleration of the approaching flow and formation of downstream wakes.
Results of both the near-field area (area within 10 to 20 pen diameters of the fish-pen site) as well as far-field behavior
of the pollutant field are presented. These detailed results highlight for the first time the importance of the wake vortex
dynamics on the evolution of the near-field plume as well as the rotation of the earth on the far-field plume. The results
provide an understanding of the impact of aquaculture fish-pens on coastal water quality. 相似文献

Imprinting Disorders (ImpDis) are a group of congenital conditions caused by aberrant imprinting resulting in disturbed expression of parentally imprinted genes. ImpDis are rarely associated with major malformations, but pre- and/or postnatal growth and nutrition are often affected. In some ImpDis, behavioral, developmental, metabolic and neurological symptoms might present in the perinatal context or later in life, and in single ImpDis, there is a higher risk of tumors in childhood. Prognosis depends in part on the molecular cause of each ImpDis, but due to high clinical variability and (epi)genetic mosaicism, predicting the clinical outcome of a pregnancy solely based on the underlying molecular disturbance is difficult. Therefore, interdisciplinary care and treatment approaches play an important role in the management and decision making of affected pregnancies, especially taking into account fetal imaging in addition to genetic findings. Prenatal findings influence perinatal management, and thereby improve the prognosis of ImpDis associated with severe but sometimes transient clinical complications in the neonatal period. Therefore, prenatal diagnosis can be crucial for appropriate management not only to the pregnancy itself but might also have a life-long effect. 相似文献

We present two cases of OEIS (omphalocele, exstrophy, imperforate anus, spinal defects) complex -MIM 258040 and a review of the literature. Case 1 was a 14-year-old girl who presented at 30 weeks' gestation. An ultrasound examination showed an omphalocele and spina bifida; the bladder was not visualised. She went into spontaneous labour two weeks later and the baby died shortly after birth. A full post-mortem examination was refused, but the mother did agree to an external examination, skin biopsy for fibroblast culture, X rays and MR imaging. The MR imaging showed a pelvic kidney, a large omphalocele containing the other kidney, liver, bowel and a fluid filled structure thought to represent an exstrophy of the bladder (EB). Case 2 was a 30-year-old woman who had an ultrasound examination at 20 weeks' gestation; this showed an omphalocele, but the bladder was not visualised. The pregnancy was subsequently terminated and a post-mortem examination showed a low set umbilical cord associated with a small omphalocele; there was an imperforate anus; a blind ending rectum terminated in the omphalocele.
