In response to the increasingly complex social–ecological issues facing society, there is a growing trend to conduct environmental research in large collaborative programs. This approach is described as transdisciplinary research as it transcends formal disciplinary boundaries, explicitly acknowledges that many different perspectives are relevant to the resolution of complex problems, and actively involves the users of research. This poses challenges for the evaluation of “impact” as any evaluation process must take into consideration the different expectations, values, culture, language and reward structures of the main participating groups, the funders, researchers and end users. How can these participating groups learn about the progress of a transdisciplinary research program in a way that is purposeful and structured, continues through the life of the program, and includes explicit feedback mechanisms that facilitate adaptation during the course of the program? This paper presents a framework for co-reflecting on the accomplishment of transdisciplinary research programs. The framework incorporates the perspectives of funders, researchers and users, and recognizes that while they place different emphasis on measures of achievement such as efficiency, rigor and relevance, ultimate accomplishment in terms of translating knowledge into practice requires that the needs and expectations of all three groups are adequately addressed. What emerges from the framework is the importance of early investment in processes, behaviors and relationships that foster social learning and the co-production of the knowledge and understanding that are required to ensure relevance; while maintaining emphasis in the traditional areas of formally testing evidence and mentoring young researchers to ensure rigor and build confidence and capacity in transdisciplinary approaches.  相似文献

The Dutch Ministry of Social Affairs and Employment provided subsidy over the period 2004–2008 to a number of companies to introduce changes aimed at reducing accidents by changing their safety culture and aspects of their safety management. As part of the programme a scientific evaluation was set up to assess the effectiveness of the interventions in 17 of the projects, covering 29 companies. Before and after studies were made of the companies, documenting the state of their safety management and risk control efforts and their accident rates before the intervention, the changes made over the study period and the resulting changes in a range of measures aimed at assessing the success of the changes. The analysis led to a categorisation of the projects according to their degree of success.This paper describes the patterns of interventions distinguishing between successful and not successful projects and discusses the mechanisms lying behind them. Interventions bringing about constructive dialogue between shop-floor and line management, providing motivation to line managers and strengthening the monitoring and learning loops in the safety management system (SM) appeared more successful. The amount of energy and creativity injected by top managers and, above all, by the coordinator (safety professional) appeared also to be a distinguishing factor.  相似文献

Companies often use a substantial quantity of safety-related documents such as the front gate safety flyer, emergency evacuation instructions, work permits, safety procedures, work instructions and policy statements. In many cases the personnel magazines and message board notes also contain safety information. The authors and readers may not be in the same department, premises or cultural group. Both authors and readers are diverse groups when it comes to reading, writing and language skills. Previous research has found that Seveso II companies produce documents that are difficult for their workforce and visitors to understand. Authors do not write systematically to match the reader’s skill level. This may be due in part to the quality and effectiveness of layout guidance, expert linguistic advice and document appraisal systems. These do not in general provide the immediate support needed. Layout suggestions are of limited effectiveness, and availability and usability limits the value of expert advice and appraisal systems. So, without useful feedback, many authors cannot write sufficiently readable documents; to overcome this threshold, they need a quick document readability assessment tool. With such a tool, readability can become a controlled property of safety documents. Large companies may use hundreds or thousands of documents containing safety information. This paper presents a practical approach for the transition to, and monitoring of, controlled readability for all documents related to safety. A new Key Performance Indicator design on readability is proposed.  相似文献

In this work, a novel approach is proposed for expressing the risks of process plants consisting of a large number of scenarios, in the form of a risk metrics of leading indicators to prevent potential high profile industry accidents. The methodology includes: 1) risk estimation of a portfolio by CPQRA (or QRA), 2) monetization of the tangible risks with the inclusion of the lost time of production, 3) estimation of the maximum portfolio loss using Value-at-Risk approach, 4) inclusion of intangible risks using FN-curve and, 5) generation of F$-curve of tangible risks. The proposed methodology can particularly help in understanding the stakes at risk by performing the overall cost-benefit analysis, for identifying the most risky scenarios and identifying critical equipments to enable better risk-informed decision making in order to adopt appropriate risk mitigation measures. This work establishes the groundwork for developing measures for understanding and comparing the large number of risk values derived from QRA studies for large portfolios. It will aid in less subjective decision making as it enables the decision maker to choose the most preferred portfolio option among alternatives. Decisions made with the accurate understanding of the consequences of risks can significantly reduce potential work-related fatalities, property losses and save millions of dollars.  相似文献

Nowadays many chemical industries are SMEs where multi-purpose batch or semi-batch reactors are commonly used. Vent sizing for realistic runaway scenario is not an easy task for such enterprises since they have usually few resources and use multi-purpose reactors with fast process turnovers. As a consequence these batch and semi-batch reactors are usually equipped with emergency relief systems sized once forever when the reactor is designed. This can lead to a large underestimation of the vent area in case of runaway reactions occurring when processes different from the ones considered for originally sizing the vent are carried out.The approach proposed in this work aims to identify the maximum reactor load leading to safe conditions even in case of runaway phenomena to be handled with the emergency relief system already installed (or even with a smaller vent area). This approach allows avoiding the change of the emergency relief system with a larger vent area (as required every time a new more hazardous process has to be carried out on existing reactors) at the price of lower plant productivity.  相似文献

Background

The construction industry is one of the most injury-prone industries, in which production is usually prioritized over safety in daily on-site communication. Workers have an informal and oral culture of risk, in which safety is rarely openly expressed. This paper tests the effect of increasing leader-based on-site verbal safety communication on the level of safety and safety climate at construction sites. Method: A pre-post intervention-control design with five construction work gangs is carried out. Foremen in two intervention groups are coached and given bi-weekly feedback about their daily verbal safety communications with their workers. Foremen-worker verbal safety exchanges (experience sampling method, n = 1,693 interviews), construction site safety level (correct vs. incorrect, n = 22,077 single observations), and safety climate (seven dimensions, n = 105 questionnaires) are measured over a period of up to 42 weeks. Results: Baseline measurements in the two intervention and three control groups reveal that foremen speak with their workers several times a day. Workers perceive safety as part of their verbal communication with their foremen in only 6-16% of exchanges, and the levels of safety at the sites range from 70-87% (correct observations). Measurements from baseline to follow-up in the two intervention groups reveal that safety communication between foremen and workers increases significantly in one of the groups (factor 7.1 increase), and a significant yet smaller increase is found when the two intervention groups are combined (factor 4.6). Significant increases in the level of safety are seen in both intervention groups (7% and 12% increases, respectively), particularly in regards to 'access ways' and 'railings and coverings' (39% and 84% increases, respectively). Increases in safety climate are seen in only one of the intervention groups with respect to their 'attention to safety.' No significant trend changes are seen in the three control groups on any of the three measures. Conclusions: Coaching construction site foremen to include safety in their daily verbal exchanges with workers has a significantly positive and lasting effect on the level of safety, which is a proximal estimate for work-related accidents. It is recommended that future studies include coaching and feedback at all organizational levels and for all involved parties in the construction process. Building client regulations could assign the task of coaching to the client appointed safety coordinators or a manager/supervisor, and studies should measure longitudinal effects of coaching by following foremen and their work gangs from site to site.  相似文献
