Flood resilience has been rising up the political, economic and social agendas. Taking an integrated systems approach, using the right design guidance and tools and ensuring that education is in place for all stakeholders are three themes which are intrinsically linked to delivering flood resilience. This paper reviews these themes across the academic research, policy landscape and practitioner approaches, drawing conclusions on the way forward to increase our societies resilience to floods. The term ‘flood resilience’ is being increasingly used, however, it remains to be clearly defined and implemented. The UK, USA and Australia are leading the way in considering what flood resilience really means, but our review has found few examples of action underpinned by an understanding of systems and complexity. This review investigates how performance objectives & indicators are currently interpreted in guidance documents. It provides an in-depth exploration of the methods, that although developed through European and US expertise, can be used for worldwide application. Our analysis highlights that resilience is often embedded in engineering education and frequently linked to risk. This may however, mask the importance of resilience and where it differs from risk. With £2.6 billion to be spent in the UK over the next 6 years on strengthening the country’s flood and coastal defences, this is the opportunity to rethink resilience from a systems approach, and embed that learning into education and professional development of engineers. The paper investigates law compliance in case of on-farm timber extraction in Ghana. It empirically investigates compliance with rules that (i) require timber operators to obtain prior and informed consent from the farmers, (ii) require timber operators to pay appropriate and timely compensation for crop damage caused by timber extraction and (iii) ban chainsaw lumbering. The study documents a low level of compliance in all three domains. Subsequently, the paper discusses the underlying causes for the observed low compliance. The low compliance level is attributed to a legislation, and enforcement, that provides huge financial incentives for non-compliance for both farmers and timber operators, and in the latter case both with and without legal permits. At the same time the regulation is perceived to violate their moral values. The paper underlines the interests of the political elite as decisive in shaping the current regulation and the way it is implemented on the ground. It asserts that eliciting compliance requires consideration of both the instrumental and normative perspectives; else it becomes illusive. The study thus challenges the typical response of governments in developing countries, who, supported by donor agencies, attempt to elicit compliance through enhanced law enforcement efforts. In this study, we look at the evolution of a cooperative water regime in the delta of the Rhine catchment. In a Dutch–German case study, we focus on cross-border cooperation on the local and regional scale, describing and analyzing how a remarkably resilient and robust transboundary water regime has evolved over the course of 50 years. Context-, interest- and knowledge-based explanations contribute important insights into the evolution of the Deltarhine regime, and it is shown that the legal, institutional and socio-economic context shapes and constrains regional cross-border cooperation. Surprisingly in this regard, we find that European water directives have not yet played a decisive, catalyzing role for policy harmonization across borders. Finally, we show that key individuals play a crucial role in regime formation and development. We suggest that the presence of entrepreneurs and leaders adds explanatory power to current conceptual frameworks in international river basin management, thus meriting further research. 相似文献

A review is presented on trace gas exchange of CH4, CO, N2O, and NOx arising from agriculture and natural sources in the world's semiarid and arid zones due to soil processes. These gases are important contributors to the radiative forcing and the chemistry of the atmosphere. Quantitative information is summarized from the available studies. Between 5 and 40% of the global soil-atmosphere exchange for these gases (CH4, CO, N2O, and NOx) may occur in semiarid and arid zones, but for each of these gases there are fewer than a dozen studies to support the individual estimates, and these are from a limited number of locations. Significant differences in the biophysical and chemical processes controlling these trace gas exchanges are identified through the comparison of semiarid and arid zones with the moist temperate or wet/dry savanna land regions. Therefore, there is a poorly quantified understanding of the contribution of these regions to the global trace gas cycles and atmospheric chemistry. More importantly, there is a poor understanding of the feedback between these exchanges, global change, and regional land use and air pollution issues. A set of research issues is presented. 相似文献

Managers and conservationists often need to prioritize which impacts from climate change to deal with from a long list of threats. However, data which allows comparison of the relative impact from climatic threats for decision-making is often unavailable. This is the case for the management of sea turtles in the face of climate change. The terrestrial life stages of sea turtles can be negatively impacted by various climatic processes, such as sea level rise, altered cyclonic activity, and increased sand temperatures. However, no study has systematically investigated the relative impact of each of these climatic processes, making it challenging for managers to prioritize their decisions and resources. To address this we offer a systematic method for eliciting expert knowledge to estimate the relative impact of climatic processes on sea turtles’ terrestrial reproductive phase. For this we used as an example the world’s largest population of green sea turtles and asked 22 scientists and managers to answer a paper based survey with a series of pair-wise comparison matrices that compared the anticipated impacts from each climatic process. Both scientists and managers agreed that increased sand temperature will likely cause the most threat to the reproductive output of the nGBR green turtle population followed by sea level rise, then altered cyclonic activity. The methodology used proved useful to determine the relative impact of the selected climatic processes on sea turtles’ reproductive output and provided valuable information for decision-making. We accept the thesis that coastal management, as any other form of environmental management, can be effective only with the cooperation of a multitude of stakeholders with conflicting interests. At present, cooperation is forced upon stakeholders by a paternalistic (top-down) coastal management that is outcome oriented and coercive in nature. Forced cooperation is difficult to maintain, however. The alternative is to seek voluntary cooperation with a process-oriented, cooperative (bottom-up) coastal management approach. After a brief review of these arguments, we address the major analytical challenge of cooperative coastal management, which is to search for solutions that can be negotiated and implemented with maximum voluntary cooperation. The main property of these solutions, which are also referred to as core solutions, is that they are preferable to individual stakeholders or coalitions of stakeholders over acting-alone alternatives. Emergency mortality composting associated with a disease outbreak has special requirements to reduce the risks of pathogen survival and disease transmission. The most important requirements are to cover mortalities with biosecure barriers and avoid turning compost piles until the pathogens are inactivated. Temperature is the most commonly used parameter for assessing success of a biosecure composting process, but a decline in compost core temperature does not necessarily signify completion of the degradation process. In this study, gas concentrations of volatile organic compounds (VOCs) produced inside biosecure swine mortality composting units filled with six different cover/plant materials were monitored to test the state and completion of the process. Among the 55 compounds identified, dimethyl disulfide, dimethyl trisulfide, and pyrimidine were found to be marker compounds of the process. Temperature at the end of eight weeks was not found as an indicator of swine carcass degradation. However, gas concentrations of the marker compounds at the end of eight weeks were found to be related to carcass degradation. The highest gas concentrations of the marker compounds were measured for the test units with the lowest degradation (highest respiration rates). Dimethyl disulfide was found to be the most robust marker compound as it was detected from all composting units in the eighth week of the trial. Concentration of dimethyl disulfide decreased from a range of 290–4340 ppmv to 6–160 ppbv. Dimethyl trisulfide concentrations decreased to a range of below detection limit to 430 ppbv while pyrimidine concentrations decreased to a range of below detection limit to 13 ppbv. 相似文献
