Based on information derived in a benchmark study of corporate environmental programs and their performance measurement systems and stakeholder concerns, an environmental performance measurement system was developed to be used by the utility industry. Pilot studies were conducted to evaluate the usefulness of the proposed system, as well as to solicit feedback from individuals in the field. ABSTRACT: A river basin-wide water quality management system is considered. The river receives thermal as well as organic wastes. At-source treatment of these pollutants is imposed to control the basin-wide water quality. The related water quality standards are: the minimum DO concentration, the maximum allowable BOD concentration, the maximum allowable stream temperature, and the allowable rise in stream temperature. The general dynamic mathematical model representing water quality in streams and the thermal effects on BOD and DO concentrations is presented. The model is highly nonlinear in nature. The optimal management problem involving the model is solved by a recently developed nonlinear propgramming technique - the generalized reduced gradient (GRG) method. Comparison of results obtained by the GRG method vs. dynamic programming, and of results using a more realistic mathematical model vs. a simple model are presented. The analysis procedure can be applied to designing new and examining existing water quality programs, and to study the influence of alternate policies and constraints.  相似文献

This paper focuses on two factors that influence the acceptability of the expected value criterion as a method of handling risk or uncertainty in decision-making where damages from unusual physical occurrences such as hurricanes or floods must be considered. These are the length of time of project existence and the problem of obtaining accurate estimates of the probability of occurrence for different sizes of natural disasters. The problem of estimating accurate probabilities of occurrence for different sizes of natural disasters is not as great as it might appear and in most situations will not defeat the usefulness of the method. The time span during which the project is expected to exist has greater implications for the usefulness of the expected value approach appears highly applicable. However, it becomes less applicable for projects that are short-term in nature. The basis for distinguishing between short- and long-term projects is presented.  相似文献

ABSTRACT: A model called SPNM from the words “sediment-phosphorus-nitrogen model” was developed for simulating agricultural contributions to water pollution. SPNM is designed to predict sediment, P, and N yields for individual storms on small basins and to route these yields through streams and valleys of large basins. Users need no computer programming experience because the model is a problem-oriented computer language. SPNM is useful in planning water resources projects and in research. Tests of the model on a watershed provided realistic results.  相似文献

ABSTRACT: The development of policy in the American political system has been characterized by incremental change, creation of support, bargaining, compromise, pluralistic group interplay, development of social support and political support, technical input, review and consideration. Incrementalism, as it is called, allows policy to develop in tandem with technical knowledge, legislative and executive support, political advantage, and presumably greater certainty concerning the impact of a particular choice. Environmental policy development, one scholar has hypothesized, followed this basic pattern until the late 1960's when policy aspirations began to escalate much faster than the knowledge, organizational arrangements and political support upon which policy implementation depends. This “escalation” hypothesis is examined in this paper, with particular attention given to policy development in West Virginia.  相似文献

Confined flow toward a single well of finite radius in an extensive aquifer of uniform transmissibility is studied under the assumption of time-dependent drawdown. Three particular cases are considered: (a) linear drawdown (including constant drawdown); (b) exponential drawdown; (c) periodic (sinusoidal) drawdown. The differential equation governing unsteady axial symmetric flow toward a single well in a confined aquifer is solved for the three different situations by the use of the Laplace transform method. The resulting expressions are integrated by adapting a modified Gemant scheme. General computer programs have been developed and operated for several combinations of characteristics. The results are plotted to show the effect of time dependent drawdown on the variation of the well discharge and the piezometric head distribution.  相似文献

ABSTRACT. We present a new approach to the nonlinear equations for the phreatic surface of groundwater flow from or into a reservoir. The differential equation is converted into an equivalent integral equation, which is then solved by a method of iteration. Agricultural lands have the potential to contribute to greenhouse gas mitigation by sequestering organic carbon within the soil. Credible and consistent estimates will be necessary to design programs and policies to encourage management practices that increase carbon sequestration. Because a nationwide survey of soil carbon by the wide range of natural resources and management conditions of the United States is prohibitively expensive, a simulation modeling approach must be used. The National Nutrient Loss Database (NNLD) is a modeling and database system designed and built jointly by the USDA– Natural Resources Conservation Service (NRCS) and Texas A&M University to provide science-based inferences on environmental impacts from changes in agricultural management practices and programs at the regional and national level. Currently, the NNLD simulates 16 crops and covers 1.35 × 108 ha. For estimating soil carbon sequestration, the database will be populated with 1.5 × 106 field-level model runs using the EPIC (Environmental Policy Impact Calculator) model, which includes newly incorporated carbon equations consistent with those in the Century model. Each run will represent a unique situation defined by state, crop, climate, soil, irrigation type, conservation practice, tillage system, and nutrient management treatment (nutrient rate, application frequency, application timing, and manure category). Results are to be assigned to specific National Resource Inventory points (NRI) to simulate regional and national baselines. In recent model years, Ford vehicles have been equipped with a supplementary seat belt reminder system that flashes and chimes intermittently for up to 5 min if the driver is unbelted. Sound- and light-based belt reminder systems of various types are beginning to appear in the market place, and it is important to learn about their acceptance and ability to increase belt use. The present study was designed to ascertain consumer reaction and reported belt use regarding the Ford system. Personal interviews were conducted with 405 drivers of vehicles with the reminder system. Among the drivers, 67% said they had activated the belt reminder one or more times, 73% said that the last time this happened they fastened their belts, 46% said their belt use had increased since driving this vehicle, 78% said they liked the reminder system, and 79% said they wanted a reminder system like this in their next vehicle. Five percent had disabled the system. Part-time users were responsive to the reminder, for example, of those who said they currently used belts usually but not on some occasions, 70% said they fastened their seat belts the last time the reminder was activated and 76% said their belt use had increased. Five percent spontaneously mentioned the belt reminder as an especially disliked feature of their new vehicles, and 2% said their belt use had decreased since having it. The 7% of respondents who reported they used belts never or very occasionally were least responsive to the system. Overall, the Ford belt reminder system is being favorably received.  相似文献
