Biofuels vary greatly in their carbon intensity, depending on the specifics of how they are produced. Policy frameworks are needed to ensure that biofuels actually achieve intended reductions in greenhouse gas emissions. Current approaches do not account for important variables during cultivation that influence emissions. Estimating emissions based on biogeochemical models would allow accounting of farm-specific conditions, which in turn provides an incentive for producers to adopt low emissions practices. However, there are substantial uncertainties in the application of biogeochemical models. This paper proposes a policy framework that manages this uncertainty while retaining the ability of the models to account for (and hence incentivize) low emissions practices. The proposed framework is demonstrated on nitrous oxide (N2O) emissions from the cultivation of winter barley. The framework aggregates uncertainties over time, which (1) avoids penalizing producers for uncertainty in weather, (2) allows for a high degree of confidence in the emissions reductions achieved, and (3) attenuates the uncertainty penalties borne by producers within a timescale of several years. Results indicate that with effective management, N2O emissions from feedstock cultivation may be <?5% of the carbon intensity of gasoline, whereas the existing policy approach estimates emissions >?20% of the carbon intensity of gasoline. If these emissions reductions are monetized, the framework can provide up to $0.002 per liter credits (0.8 cents per gallon) to fuel producers, which could incentivize emissions mitigation practices by biofuel feedstock suppliers, such as avoiding fall N application on silty clay loam soils. The conservatism in the current approach fails to incentivize the adoption of biofuels, while the lack of specificity fails to incentivize site-level mitigation practices. Smart characterization approaches apply the latest high‐resolution site characterization methods to find the contaminant mass flux, by integrating relative permeability mapping, classical hydrostratigraphy interpretation, and high‐density groundwater and saturated soil sampling. The key factor that makes Smart characterization different is the application of quantitative saturated soil sampling in less permeable slow advection and storage zones to diagnose plume maturity and understand its implications for remedy selection and performance. Because direct sensing tools like the membrane interface probe are capable of providing screening‐level assessments for hydrocarbons and chlorinated solvents in storage zones, but not 1,4‐dioxane, the recommended Smart approach involves application of specialized high‐capacity mobile laboratories or rapid turn‐around using fixed commercial labs. In addition to the benefit of rapidly characterizing sites, Smart characterization facilitates a flux‐based conceptual site model, which allows stakeholders to focus remedies on the mobile portion of the contaminant mass or, in effect, the mass that matters. Benton County, in north-central Indiana, USA has successfully sited more than 500 turbines. To understand Benton County’s acceptance of wind farms, a holistic case study was conducted that included a document review, a survey of local residents and interviews with key stakeholders. Survey questionnaires were sent to 750 residents asking questions about attitudes toward the wind farms, perceived benefits and impacts from the wind farms, environmental attitudes, and demographic information. Key stakeholders were also interviewed for a deeper understanding of the historical timeline and community acceptance of the wind farm development. While there is limited opposition to the turbines, on the whole the community presents a front of acceptance. Financial, rather than environmental, benefits are the main reason for the acceptance. Although significant in other case studies, transparency and participation do not play a large role in Benton County’s acceptance. Most residents are not concerned with either visual impacts or noise from the wind turbines. More concrete benefits to the community, such as reduced energy bills for county residents, could help to extend acceptance even further within the community. Although there are concerns about the acceptance of wind farms and the impacts of those farms on local residents in both peer-reviewed literature and popular media, we found little evidence of those concerns in Benton County. Methane biofilter (MBF) technology, a cost effective method to control atmospheric emission of CH4, is usually developed as a passively aerated system to control low-volume point-source emissions such as those from landfills with gas collection systems. Actively aerated high-rate methane biofilter (HMBF) systems are designed to overcome the shortcomings of passively aerated systems by ensuring the entire filter bed is utilized for CH4 oxidation. Flow-through column experiments point to the fact that CH4 oxidation rates of actively aerated systems could be several times higher than that of passively aerated systems. However, reports of the performance of field HMBF systems are not available in literature. Furthermore, there are no studies that demonstrate the possibility of using laboratory data in the design and operation of field systems. The current study was conducted to fill this research gap and involve a comparative study of the performance of laboratory columns to field performance of a HMBF system using solution gas produced at an oil battery site as the CH4 source. The actively aerated column studies confirmed past results with high CH4 oxidation rates; one column received air at two injection points and achieved an oxidation rate of 1417 g/m3/d, which is the highest reported value to date for compost-filled columns. Subsequent studies at a specially designed field HMBF filled with compost showed a higher oxidation rate of 1919 g/m3/d, indicating the possibility of exceeding the high CH4 oxidation rates observed in the laboratory. The achievement of observed field oxidation rates being higher than those in the laboratory is attributed to the capability of maintaining higher temperatures in field HMBFs. Furthermore, results show that field HMBFs could operate at lower than stoichiometric air to CH4 ratios, and lower retention times than that of laboratory columns. Results indicated that laboratory columns may not truly represent field behavior, and said results could only be used in the preliminary design of field HMBFs. 相似文献

Establishing protected areas, where human activities and land cover changes are restricted, is among the most widely used strategies for biodiversity conservation. This practice is based on the assumption that protected areas buffer species from processes that drive extinction. However, protected areas can maintain biodiversity in the face of climate change and subsequent shifts in distributions have been questioned. We evaluated the degree to which protected areas influenced colonization and extinction patterns of 97 avian species over 20 years in the northeastern United States. We fitted single-visit dynamic occupancy models to data from Breeding Bird Atlases to quantify the magnitude of the effect of drivers of local colonization and extinction (e.g., climate, land cover, and amount of protected area) in heterogeneous landscapes that varied in the amount of area under protection. Colonization and extinction probabilities improved as the amount of protected area increased, but these effects were conditional on landscape context and species characteristics. In this forest-dominated region, benefits of additional land protection were greatest when both forest cover in a grid square and amount of protected area in neighboring grid squares were low. Effects did not vary with species’ migratory habit or conservation status. Increasing the amounts of land protection benefitted the range margins species but not the core range species. The greatest improvements in colonization and extinction rates accrued for forest birds relative to open-habitat or generalist species. Overall, protected areas stemmed extinction more than they promoted colonization. Our results indicate that land protection remains a viable conservation strategy despite changing habitat and climate, as protected areas both reduce the risk of local extinction and facilitate movement into new areas. Our findings suggest conservation in the face of climate change favors creation of new protected areas over enlarging existing ones as the optimal strategy to reduce extinction and provide stepping stones for the greatest number of species. 相似文献

A container experiment was conducted to test the hypothesis that uncomposted wool wastes could be used as nutrient source and growth medium constituent for container-grown plants. The treatments were: (1) rate of wool-waste application (0 or unamended control, 20, 40, 80, and 120 g of wool per 8-in. pot), (2) growth medium constituents [(2.1) wool plus perlite, (2.2) wool plus peat, and (2.3) wool plus peat plus perlite], and (3) plant species (basil and Swiss chard). A single addition of 20, 40, 80, or 120 g of wool-waste to Swiss chard (Beta vulgaris L.) and basil (Ocimum basilicum L.) in pots with growth medium provided four harvests of Swiss chard and five harvests of basil. Total basil yield from the five harvests was 1.6–5 times greater than the total yield from the unamended control, while total Swiss chard yield from the four harvests was 2–5 times greater relative to the respective unamended control. The addition of wool-waste to the growth medium increased Swiss chard and basil tissue N, and NO3–N and NH4–N in growth medium relative to the unamended control. Scanning electron microscopy (SEM) and energy dispersive X-ray (EDX) microanalysis of wool fibers sampled at the end of the experiments indicated various levels of decomposition, with some fibers retaining their original surface structure. Furthermore, most of the wool fibers’ surfaces contained significant concentrations of S and much less N, P, or K. SEM/EDX revealed that some plant roots grow directly on wool-waste fibers suggesting either (1) root directional growth towards sites with greater nutrient concentration and/or (2) a possible role for roots or root exudates in wool decomposition. Results from this study suggest that uncomposted wool wastes can be used as soil amendment, growth medium constituent, and nutrient source for container-grown plants. 相似文献

Hydropower developments along the main stem of the Mekong River and its tributaries cause transboundary effects within the Mekong Basin Region, which comprises parts of six countries. On the one hand, the provision of hydropower triggers economic development and helps to meet the rising energy demand of the Mekong riparian countries, especially China, Thailand, and Vietnam. On the other hand, the negative impact of dam construction, mainly altered water flow and sediment load, has severe impacts on the environment and the livelihoods of the rural Mekong population. Several discrepancies exist in the needs, demands, and challenges of upstream versus downstream countries. Against the common apprehension that downstream countries are powerlessly exposed to mainly negative impacts whereas upstream countries unilaterally benefit from hydropower, the authors argue that upstream–downstream relations are not really clear-cut. This conclusion is based on a consideration of the complex power play between Mekong riparians, with a focus on recent power trade interactions. The article investigates the consequences of hydropower dams for the Mekong region as well as the role of supranational players, such as the Mekong River Commission and the Greater Mekong Subregion Initiative, on the hydropower debate. It is not nations that are the winners or losers in the hydropower schemes in the Mekong, but rather parts of the riparian population: a few influential and powerful elites versus the large mass of rural poor. 相似文献
