This paper tests the hypothesis that relocation of pig production within the EU27 can reduce the external costs of nitrogen (N) pollution. The external cost of pollution by ammonia and nitrate from agriculture in the European Union (EU27) in 2008 was estimated at 61–215 billion € (0.5 to 1.8% of the GDP). Per capita it ranged from more than 1000 € in north-west EU27 to 50 € in Romania. The average contribution of pig production was 15%. Using provincial data (224 NUTS2 regions in EU27), the potential reduction of external N cost by relocation of pig production was estimated at 14 billion € (10% of the total). Regions most eligible for decreasing the pig stock were in western Germany, Flemish region, Denmark, the Netherlands and Bretagne, while Romania is most eligible for increasing pig production. Relocating 20 million pigs (13% of the total EU stock) decreased average external costs per capita from 900 to 785 € in the 13 NUTS2 regions where pigs were removed and increased from 69 to 107 € in 11 regions receiving pigs. A second alternative configuration of pig production was targeted at reducing exceedance of critical N deposition and closing regional nutrient cycles. This configuration relocates pigs within Germany and France, for example from Bretagne to Northern France and from Weser-Ems to Oberbayern. However, total external cost increases due to an increase of health impacts, unless when combined with implementation of best N management practices. Relocation of the pig industry in the EU27 will meet many socio-economic barriers and realisation requires new policy incentives. 相似文献

The change in the composition of the bryophyte component of succession communities that occur in the process of natural regeneration at the site of clear felling of the indigenous elm—maple–linden forests of the Bashkir Cis-Ural Region has been studied. The vulnerability of species to the consequences of felling is affected by their substrate confinement, ecological amplitude in relation to the factors of temperature, humidity, variability of soil moisture, and type of life strategy. The designation of no‐take marine reserves involves social and economic concerns due to the resulting displacement of fishing effort, when fishing rights are removed from those who traditionally fished within an area. Displacement can influence the functioning of the fishery and success of the reserve, yet levels of displacement are seldom quantified after reserve implementation and very rarely before that. We devised a simple analytical framework based on set theory to facilitate reserve placement. Implementation of the framework requires maps of fishing grounds, fishing effort, or catch per unit effort for at least 2 years. The framework quantifies the level of conflict that a reserve designation might cause in the fishing sector due to displacement and the opportunities to offset the conflict through fisher spatial mobility (i.e., ability of fishers to fish elsewhere). We also considered how the outputs of the framework can be used to identify targeted management interventions for each fishery. We applied the method in Honduras, where the largest marine protected area in Central America is being placed, for which spatial data on fishing effort were available for 6 fisheries over 3 years. The proposed closure had a greater negative impact on the shrimp and lobster scuba fisheries, which concentrated respectively 28% and 18% of their effort inside the reserve. These fisheries could not accommodate the displacement within existing fishing grounds. Both would be forced to stretch into new fishing grounds, which are available but are of unknown quality. These stakeholders will likely require compensation to offset costly exploratory fishing or to travel to fishing grounds farther away from port. 相似文献

Reef‐fish management and conservation is hindered by a lack of information on fish populations prior to large‐scale contemporary human impacts. As a result, relatively pristine sites are often used as conservation baselines for populations near sites affected by humans. This space‐for‐time approach can only be validated by sampling assemblages through time. We used archaeological remains to evaluate whether the remote, uninhabited Northwestern Hawaiian Islands (NWHI) might provide a reasonable proxy for a lightly exploited baseline in the Main Hawaiian Islands (MHI). We used molecular and morphological techniques to describe the taxonomic and size composition of the scarine parrotfish catches present in 2 archaeological assemblages from the MHI, compared metrics of these catches with modern estimates of reproductive parameters to evaluate whether catches represented by the archaeological material were consistent with sustainable fishing, and evaluated overlap between size structures represented by the archaeological material and modern survey data from the MHI and the NWHI to assess whether a space‐for‐time substitution is reasonable. The parrotfish catches represented by archaeological remains were consistent with sustainable fishing because they were dominated by large, mature individuals whose average size remained stable from prehistoric (AD approximately 1400–1700) through historic (AD 1700–1960) periods. The ancient catches were unlike populations in the MHI today. Overlap between the size structure of ancient MHI catches and modern survey data from the NWHI or the MHI was an order of magnitude greater for the NWHI comparison, a result that supports the validity of using the NWHI parrotfish data as a proxy for the MHI before accelerated, heavy human impacts in modern times. In the Anthropocene, coupled human and natural systems dominate and only a few natural systems remain relatively unaffected by human influence. On the one hand, conservation criteria based on areas of minimal human impact are not relevant to much of the biosphere. On the other hand, conservation criteria based on economic factors are problematic with respect to their ability to arrive at operational indicators of well‐being that can be applied in practice over multiple generations. Coupled human and natural systems are subject to economic development which, under current management structures, tends to affect natural systems and cross planetary boundaries. Hence, designing and applying conservation criteria applicable in real‐world systems where human and natural systems need to interact and sustainably coexist is essential. By recognizing the criticality of satisfying basic needs as well as the great uncertainty over the needs and preferences of future generations, we sought to incorporate conservation criteria based on minimal human impact into economic evaluation. These criteria require the conservation of environmental conditions such that the opportunity for intergenerational welfare optimization is maintained. Toward this end, we propose the integration of ecological–biological thresholds into decision making and use as an example the planetary‐boundaries approach. Both conservation scientists and economists must be involved in defining operational ecological–biological thresholds that can be incorporated into economic thinking and reflect the objectives of conservation, sustainability, and intergenerational welfare optimization. 相似文献

As people encroach increasingly on natural areas, one question is how this affects avian biodiversity. The answer to this is partly scale‐dependent. At broad scales, human populations and biodiversity concentrate in the same areas and are positively associated, but at local scales people and biodiversity are negatively associated with biodiversity. We investigated whether there is also a systematic temporal trend in the relationship between bird biodiversity and housing development. We used linear regression to examine associations between forest bird species richness and housing growth in the conterminous United States over 30 years. Our data sources were the North American Breeding Bird Survey and the 2000 decennial U.S. Census. In the 9 largest forested ecoregions, housing density increased continually over time. Across the conterminous United States, the association between bird species richness and housing density was positive for virtually all guilds except ground nesting birds. We found a systematic trajectory of declining bird species richness as housing increased through time. In more recently developed ecoregions, where housing density was still low, the association with bird species richness was neutral or positive. In ecoregions that were developed earlier and where housing density was highest, the association of housing density with bird species richness for most guilds was negative and grew stronger with advancing decades. We propose that in general the relationship between human settlement and biodiversity over time unfolds as a 2‐phase process. The first phase is apparently innocuous; associations are positive due to coincidence of low‐density housing with high biodiversity. The second phase is highly detrimental to biodiversity, and increases in housing density are associated with biodiversity losses. The long‐term effect on biodiversity depends on the final housing density. This general pattern can help unify our understanding of the relationship of human encroachment and biodiversity response. Conservation organizations have increasingly raised concerns about escalating rates of illegal hunting and trade in wildlife. Previous studies have concluded that people hunt illegally because they are financially poor or lack alternative livelihood strategies. However, there has been little attempt to develop a richer understanding of the motivations behind contemporary illegal wildlife hunting. As a first step, we reviewed the academic and policy literatures on poaching and illegal wildlife use and considered the meanings of poverty and the relative importance of structure and individual agency. We placed motivations for illegal wildlife hunting within the context of the complex history of how wildlife laws were initially designed and enforced to indicate how hunting practices by specific communities were criminalized. We also considered the nature of poverty and the reasons for economic deprivation in particular communities to indicate how particular understandings of poverty as material deprivation ultimately shape approaches to illegal wildlife hunting. Conservation and development practitioners increasingly promote community forestry as a way to conserve ecosystem services, consolidate resource rights, and reduce poverty. However, outcomes of community forestry have been mixed; many initiatives failed to achieve intended objectives. There is a rich literature on institutional arrangements of community forestry, but there has been little effort to examine the role of socioeconomic, market, and biophysical factors in shaping both land‐cover change dynamics and individual and collective livelihood outcomes. We systematically reviewed the peer‐reviewed literature on community forestry to examine and quantify existing knowledge gaps in the community‐forestry literature relative to these factors. In examining 697 cases of community forest management (CFM), extracted from 267 peer‐reviewed publications, we found 3 key trends that limit understanding of community forestry. First, we found substantial data gaps linking population dynamics, market forces, and biophysical characteristics to both environmental and livelihood outcomes. Second, most studies focused on environmental outcomes, and the majority of studies that assessed socioeconomic outcomes relied on qualitative data, making comparisons across cases difficult. Finally, there was a heavy bias toward studies on South Asian forests, indicating that the literature on community forestry may not be representative of decentralization policies and CFM globally. 相似文献

Abstract: The Society for Conservation Biology (SCB) can enhance conservation of biodiversity in North America by increasing its engagement in public policy. Toward this end, the North America Section of SCB is establishing partnerships with other professional organizations in order to speak more powerfully to decision makers and taking other actions—such as increasing interaction with chapters—geared to engage members more substantively in science-policy issues. Additionally, the section is developing a North American Biodiversity Blueprint, which spans the continental United States and Canada and is informed by natural and social science. This blueprint is intended to clarify the policy challenges for protecting continental biodiversity, to foster bilateral collaboration to resolve common problems, and to suggest rational alternative policies and practices that are more likely than current practices to sustain North America's natural heritage. Conservation scientists and practitioners can play a key role by drawing policy makers' attention to ultimate, as well as proximate, causes of biodiversity decline and to the ecological and economic consequences of not addressing these threats. 相似文献
