Does self-regulation improve social welfare? We develop a policy game featuring a regulator and a firm that can unilaterally commit to better environmental or social behavior in order to preempt future public policy efforts. We show that the answer depends on the set of policy instruments available to the regulator. Self-regulation improves welfare if the regulator can only use mandatory regulation, but it reduces welfare when the regulator opts for a voluntary agreement. This suggests that self-regulation and voluntary agreements are not good complements from a welfare point of view. We derive policy implications, and extend the basic model in several dimensions.  相似文献

How organisms allocate limited resources to reproduction is critical to their fitness. The size and number of offspring produced have been the focus of many studies. Offspring size affects survival and growth and determines offspring number in the many species where there is a trade-off between size and number. Many social insects reproduce by colony fission, whereby young queens and accompanying workers split off from a colony to form new colonies. The size of a new colony (number of workers) is set at the time of the split, and this may allow fine tuning size to local conditions. Despite the prevalence of colony fission and the ecological importance of social insects, little is known of colony fission except in honey bees. We studied colony fission in the ant Cataglyphis cursor. For clarity, "colony" and "nest" refer to colonies before and after colony fission, respectively (i.e., each colony fissions into several nests). The reproductive effort of colonies was highly variable: Colonies that fissioned varied markedly in size, and many colonies that did not fission were as large as some of the fissioning colonies. The mother queen was replaced in half of the fissioning colonies, which produced 4.0 +/- 1.3 (mean +/- SD) nests of markedly varied size. Larger fissioning colonies produced larger nests but did not produce more nests, and resource allocation among nests was highly biased. When a colony produced several nests and the mother queen was not replaced, the nest containing the mother queen was larger than nests with a young queen. These results show that the pattern of resource allocation differs between C. cursor and honey bees. They also suggest that C. cursor may follow a bet-hedging strategy with regard to both the colony size at which fission occurs and the partitioning of resources among nests. In addition, colony fission may be influenced by the age and/or condition of the mother queen, and the fact that workers allocating resources among nests have incomplete knowledge of the size and number of nests produced. These results show that the process of colony fission is more diverse than currently acknowledged and that studies of additional species are needed.  相似文献

Roadless and Low-Traffic Areas as Conservation Targets in Europe   总被引:1,自引:0,他引:1  
With increasing road encroachment, habitat fragmentation by transport infrastructures has been a serious threat for European biodiversity. Areas with no roads or little traffic (“roadless and low-traffic areas”) represent relatively undisturbed natural habitats and functioning ecosystems. They provide many benefits for biodiversity and human societies (e.g., landscape connectivity, barrier against pests and invasions, ecosystem services). Roadless and low-traffic areas, with a lower level of anthropogenic disturbances, are of special relevance in Europe because of their rarity and, in the context of climate change, because of their contribution to higher resilience and buffering capacity within landscape ecosystems. An analysis of European legal instruments illustrates that, although most laws aimed at protecting targets which are inherent to fragmentation, like connectivity, ecosystem processes or integrity, roadless areas are widely neglected as a legal target. A case study in Germany underlines this finding. Although the Natura 2000 network covers a significant proportion of the country (16%), Natura 2000 sites are highly fragmented and most low-traffic areas (75%) lie unprotected outside this network. This proportion is even higher for the old Federal States (western Germany), where only 20% of the low-traffic areas are protected. We propose that the few remaining roadless and low-traffic areas in Europe should be an important focus of conservation efforts; they should be urgently inventoried, included more explicitly in the law and accounted for in transport and urban planning. Considering them as complementary conservation targets would represent a concrete step towards the strengthening and adaptation of the Natura 2000 network to climate change.  相似文献

The INSHORE system (INtegrated System for High Operational REsolution in shore monitoring) is a land-base survey system designed and developed for the specific task of monitoring the evolution in time of sandy shores. This system was developed with two main objectives: (1) to produce highly accurate 3D coordinates of surface points (in the order of 0.02 to 0.03 m); and (2) to be extremely efficient in surveying a beach stretch of several kilometres. Previous tests have demonstrated that INSHORE systems fulfil such objectives. Now, the usefulness of the INSHORE system as a survey tool for the production of Digital Elevation Models (DEMs) of sandy shores is demonstrated. For this purpose, the comparison of DEMs obtained with the INSHORE system and with other relevant survey techniques is presented. This comparison focuses on the final DEM accuracy and also on the survey efficiency and its impact on the costs associated with regular monitoring programmes. The field survey method of the INSHORE system, based on profile networks, has a productivity of about 30 to 40 ha/h, depending on the beach surface characteristics. The final DEM precision, after interpolation of the global positioning system profile network, is approximately 0.08 to 0.12 m (RMS), depending on the profile network's density. Thus, this is a useful method for 3D representation of sandy shore surfaces and can permit, after interpolation, reliable calculations of volume and other physical parameters.  相似文献

Arbuscular mycorrhizal fungi (AMF) are microscopic fungi that occur naturally in soil and form a symbiosis with plant roots. By colonizing the roots, the fungus increases plant growth by making soil essential elements like zinc and phosphorus more accessible. AMF can play a role in the phytoremediation of heavy metal–contaminated soil (mycorrhizoremediation). Two research experiments were conducted to evaluate the impact of AMF on the extraction of different heavy metals (arsenic, cadmium, lead, selenium, and zinc) in contaminated soil. A grass mixture composed of Festuca rubra, Festuca eliator, Agropyron repens, and Trifolium repens was used in the experiments, and four different types of AMF were investigated: Glomus intraradices, Glomus mosseae, Glomus etunicatum, and Gigaspora gigantea. The results of the study showed that heavy metal extraction by Glomus intraradices colonized plants was the highest of all four AMF tested and was generally higher than nonmycorrhizal plants, depending on the heavy metal concentration in soil and whether it interacted with other metals in soil. However, metal extraction by AMF colonized grasses reached a plateau after an approximately two‐month period showing no further phytoaccumulation. © 2006 Wiley Periodicals, Inc.  相似文献

Phase diagrams were used for the formulation of alcohol–surfactant–solvent and to identify the DNAPL (Dense Non Aqueous Phase Liquid) extraction zones. Four potential extraction zones of Mercier DNAPL, a mixture of heavy aliphatics, aromatics and chlorinated hydrocarbons, were identified but only one microemulsion zone showed satisfactory DNAPL recovery in sand columns. More than 90 sand column experiments were performed and demonstrate that: (1) neither surfactant in water, alcohol–surfactant solutions, nor pure solvent can effectively recover Mercier DNAPL and that only alcohol–surfactant–solvent solutions are efficient; (2) adding salts to alcohol–surfactant or to alcohol–surfactant–solvent solutions does not have a beneficial effect on DNAPL recovery; (3) washing solution formulations are site specific and must be modified if the surface properties of the solids (mineralogy) change locally, or if the interfacial behavior of liquids (type of oil) changes; (4) high solvent concentrations in washing solutions increase DNAPL extraction but also increase their cost and decrease their density dramatically; (5) maximum DNAPL recovery is observed with alcohol–surfactant–solvent formulations which correspond to the maximum solubilization in Zone C of the phase diagram; (6) replacing part of surfactant SAS by the alcohol n-butanol increases washing solution efficiency and decreases the density and the cost of solutions; (7) replacing part of n-butanol by the nonionic surfactant HOES decreases DNAPL recovery and increases the cost of solutions; (8) toluene is a better solvent than D-limonene because it increases DNAPL recovery and decreases the cost of solutions; (9) optimal alcohol–surfactant–solvent solutions contain a mixture of solvents in a mass ratio of toluene to D-limonene of one or two. Injection of 1.5 pore volumes of the optimal washing solution of n-butanol–SAS–toluene–D-limonene in water can recover up to 95% of Mercier DNAPL in sand columns. In the first pore volume of the washing solution recovered in the sand column effluent, the DNAPL is in a water-in-oil microemulsion lighter than the excess aqueous phase (Winsor Type II system), which indicates that part of the DNAPL was mobilized. In the next pore volumes, DNAPL is dissolved in a oil-in-water microemulsion phase and is mobilized in an excess oil phase lighter than the microemulsion (Winsor Type I system). The main drawback of this oil extraction process is the high concentration of ingredients necessary for DNAPL dissolution, which makes the process expensive. Because mobilization of oil seems to occur at the washing solution front, an injection strategy must be developed if there is no impermeable limit at the aquifer base. DNAPL recovery in the field could be less than observed in sand columns because of a smaller sweep efficiency related to field sand heterogeneities. The role of each component in the extraction processes in sand column as well as the Winsor system type have to be better defined for modeling purposes. Injection strategies must be developed to recover ingredients of the washing solution that can remain in the soil at the end of the washing process. ©1997 Elsevier Science B.V.  相似文献

Animal‐mediated seed dispersal is important for sustaining biological diversity in forest ecosystems, particularly in the tropics. Forest fragmentation, hunting, and selective logging modify forests in myriad ways and their effects on animal‐mediated seed dispersal have been examined in many case studies. However, the overall effects of different types of human disturbance on animal‐mediated seed dispersal are still unknown. We identified 35 articles that provided 83 comparisons of animal‐mediated seed dispersal between disturbed and undisturbed forests; all comparisons except one were conducted in tropical or subtropical ecosystems. We assessed the effects of forest fragmentation, hunting, and selective logging on seed dispersal of fleshy‐fruited tree species. We carried out a meta‐analysis to test whether forest fragmentation, hunting, and selective logging affected 3 components of animal‐mediated seed dispersal: frugivore visitation rate, number of seeds removed, and distance of seed dispersal. Forest fragmentation, hunting, and selective logging did not affect visitation rate and were marginally associated with a reduction in seed‐dispersal distance. Hunting and selective logging, but not fragmentation, were associated with a large reduction in the number of seeds removed. Fewer seeds of large‐seeded than of small‐seeded tree species were removed in hunted or selectively logged forests. A plausible explanation for the consistently negative effects of hunting and selective logging on large‐seeded plant species is that large frugivores, as the predominant seed dispersers for large‐seeded plant species, are the first animals to be extirpated from hunted or logged forests. The reduction in forest area after fragmentation appeared to have weaker effects on frugivore communities and animal‐mediated seed dispersal than hunting and selective logging. The differential effects of hunting and selective logging on large‐ and small‐seeded tree species underpinned case studies that showed disrupted plant‐frugivore interactions could trigger a homogenization of seed traits in tree communities in hunted or logged tropical forests.
