Management of the land–sea interface is essential for global conservation and sustainability objectives because coastal regions maintain natural processes that support biodiversity and the livelihood of billions of people. However, assessments of coastal regions have focused strictly on either the terrestrial or marine realm. Consequently, understanding of the overall state of Earth's coastal regions is poor. We integrated the terrestrial human footprint and marine cumulative human impact maps in a global assessment of the anthropogenic pressures affecting coastal regions. Of coastal regions globally, 15.5% had low anthropogenic pressure, mostly in Canada, Russia, and Greenland. Conversely, 47.9% of coastal regions were heavily affected by humanity, and in most countries (84.1%) >50% of their coastal regions were degraded. Nearly half (43.3%) of protected areas across coastal regions were exposed to high human pressures. To meet global sustainability objectives, all nations must undertake greater actions to preserve and restore the coastal regions within their borders. 相似文献

The goal of this paper is to determine the likely effect on a firm's control actions of alternative implementation and enforcement policies available to the control agency. Three alternatives are studied, legal enforcement through the new source performance standards set forth by EPA, and two effluent fee enforcement alternatives. First, a generalized model of the effects of implementation and enforcement policies on the firm's control action is developed. This model assumes that the firm is an expected cost minimizer. The model is then applied to the case of particulate matter discharges from coal-fired power plants in order to estimate empirically the effect of policy alternatives on the firm's control efforts. Finally, the results of the model and its empirical application are used to develop policy functions which relate control to the values of various policy parameters. Inexpensive and accurate carrier testing for cystic fibrosis (CF) will be possible in the near future. There are no existing studies on the attitudes of English persons in the community to carrier testing for CF or any other recessive disorder. We have conducted a trial study of 166 persons at two schools, two doctors' surgeries, and a family planning clinic. Only a minority had clear pre-existing knowledge of cystic fibrosis and its genetic nature. However, over 80 per cent of those questioned expressed interest in knowing their carrier status. Although it is well known that uptake can only be assessed when a service is in place, and while further studies are required to confirm that testing will be of interest to couples of reproductive age with no previous knowledge of CF, the data strongly suggest that there will be interest in communitywide testing for CF carrier status when such a test becomes available in the United Kingdom. 相似文献

With dense population and development along its coastline, the northeastern United States is, at present, highly vulnerable to coastal flooding. At five sea level stations in the United States, from Massachusetts to New Jersey, sea level rise (SLR) trends and tidal effects were removed from the hourly sea level time series and then frequency analysis was performed on the positive remaining anomalies that represent storm surge heights. Then using eustatic SLR estimates for lower and higher greenhouse gas emissions scenarios and assumed trends in local sea level rise, new recurrence intervals were determined for future storm surges. Under the higher emissions scenario, by 2050, the elevation of the 2005 100-year event may be equaled or exceeded at least every 30 years at all sites. In more exposed US cities such as Boston, Massachusetts and Atlantic City, New Jersey, this could occur at the considerably higher frequency of every 8 years or less. Under the lower emissions scenario, by 2050, the elevation of the 2005 100-year event may be equaled or exceeded at least every 70 years at all sites. The body of information presented in this paper is directed to those individuals concerned with cost-effective enforcement of environmental standards. Its aim is twofold. One is to determine some of the differing impacts upon firm behavior of legal enforcement, of economic incentive enforcement, and of mixed legal-economic enforcement. A second objective is to initiate identification of enforcement systems which are most likely to minimize resource costs to firms and enforcement agencies of meeting environmental standards. A computerized model is used to simulate enforcement of the new source particu-late matter discharge standard for coal-fired power plants. Under current legal enforcement it is found that most plants will violate the standard, that small plants will control to higher removal levels than large plants and that firms will install relatively costly pollution control technology. Three enforcement alternatives are considered for overcoming these shortcomings: more stringent legal enforcement, economic incentive enforcement using effluent taxes, and a mixed system which uses device certification tests and effluent taxes. It is found that each of the alternatives can lead to the standard being met and tc more-or-less equal sharing in control burden across plant size. But it is only the two systems which use effluent taxes that give incentive for choosing least costly control technology. It is concluded that the two enforcement systems which use effluent taxes probably would encourage adoption of least cost control technology. This is likely to be a desirable outcome since it may lead to minimum resource costs to power plants and pollution control agencies of meeting fty ash standards. The general applicability of this conclusion to other enforcement situations is discussed. 相似文献
