The initial state implementation plans concentrated on attainment of the ambient air quality standards in the relatively polluted areas of the country. Many of these plans must now be modified to ensure that the ambient standards will be maintained for the foreseeable future, and to ensure that significant deterioration of air quality in clean areas of the country is prevented.

The existing implementation plans currently contain many measures which are applicable to the maintenance and deterioration efforts, but additional measures must also be developed. Many of these additional measures will involve future planning activities—most common of which will be land use planning activities.

The point is made that, after existing sources have reduced their emissions to the lowest practical level, further air pollution control can only be accomplished by implementing rational planning procedures for management of any new sources of air pollution. This will require extensive cooperation among the air pollution control community; regional, state, and local planning agencies; state and local governments; and the general public in order to ensure that future land use plans include appropriate air quality considerations.  相似文献

This paper presents results of source size distribution measurements over the size range from 0.1 μm to 5 μm for six classes of particulate sources and fractional efficiency measurements on five full scale electrostatic precipitators and one pilot scale precipitator. The precipitators all showed moderately high to high particulate collection efficiencies for particles having diameters larger than a few micrometers or smaller than a few hundredths of a micrometer and a minimum in collection efficiency for particles having diameters of a few tenths of a micrometer.  相似文献

Confronted with shortages of low sulfur content residual fuel oil and, consequently, faced with the threat of social and economic upheaval, several air pollution control authorities in the Northeastern states were forced to relax hard-won air quality standards during the winter of 1972. The authorities did so by granting variances to their sulfur content standards for residual fuel oil. This paper examines the institutional characteristics of these variance policies from an economic incentive standpoint. After setting up desirable structural criteria for institutional design of such crisis policies, the authors examine the experience of the winter of 1972 and arrive at policy guidelines which recommend themselves for consideration in future periods of fuel oil shortages.  相似文献

Fourteen sulfur and/or sulfuric acid producing regenerate FGD processes were discussed at the 1974 FGD Symposium in Atlanta. During the period elapsed since then, considerable status change has occurred on many of these regenerable processes. Other regenerable processes which were not as well known during 1974 have surfaced in 1975. The problems of obtaining reducing gases (hydrogen sulfide, carbon monoxide, and hydrogen) for the reduction of sulfur dioxide product streams to elemental sulfur have become severe due to shortages of natural gas or other petroleum based feedstock. A new sulfur producing process which employs CO and H2 directly (rather than the H2S required for liquid and vapor base Claus reactions) is gaining attention. This paper discusses briefly: (1) the announced status of the many regenerable FGD processes, (2) the problem of reductant gas supply, and (3) the effect on FGD processes of using coal based reducing gas instead of reformed natural gas.  相似文献

The emphasis on participate control from industrial processes has been shifted recently towards fine particulates, having diameters less than 3 microns. There exists an urgent need for more scientific information of fine particle characterization.1,2 Coal and oil fired power plants are among the largest anthropogenic point sources of particulate matter.3 Limited knowledge is available on particle size distribution and trace metal composition in power plant emissions.4-7 The morphological properties of particle emissions have been largely neglected. In this report we present some information on particle characteristics for an oil-fired and coal-fired power plant.  相似文献

This publication concerns the dry removal of SO2 from gases using limestone absorbents. It reports bench-scale experiments made with commercial samples of powdered limestone (CaCO3) activated by addition of a cheap substance, namely CaCl2. The absorption was carried out in a fluidized bed traversed by the flue gases, between 600° and 900° C. The degree and rate of transformation of CaCO3 to CaSO4 in the presence of SO2 and air have been compared for unmodified and modified absorbents. Initial rates of reaction, and the variation of the rate of absorption with time have been measured. The influence of the SO2 content of the gas has been assessed. At 700° C, the maximum degree of transformation of activated limestone to sulfate exceeds 90%, whereas untreated CaCO3 transforms only to 16–20%. At the same temperature, more than 90% of SO2 contained In a gas carrying 0.35% SO2 is removed. Because of the much smaller quantity of solid absorbent required, dry absorption processes based on the modified absorbents might get renewed interest. The modified absorbents might also be used for in situ absorption in fluidized bed combustion, in which the temperatures are in the range studied in the present paper.  相似文献

Precipitation is one of the most important factors determining the nature and productivity of terrestrial and aquatic ecosystems. Detailed historical and contemporary records are available indicating the amount of water deposited at thousands of locations throughout the world. Comparatively, however, knowledge of the changing chemistry of precipitation has developed only recently and is still very fragmentary. Our present ignorance of the total impact of changes in precipitation quality on the productivity and stability of ecosystems is especially profound. This paper has a fourfold purpose: (1) to describe the myriad of trace chemical constituents transferred from the atmosphere into the biosphere of the earth; (2) to define the range of beneficial and injurious ecological effects of perturbations in atmospheric deposition; (3) to explain the concepts of sensitive areas, life stages, and life forms; and (4) to describe briefly plans for a National Deposition Network and associated research on the terrestrial and aquatic ecosystems of the United States.  相似文献

The distribution of mutagenic activity and nitroaromatic components of polycyclic organic matter (POM) in ambient air at industrial, urban, suburban, rural, and remote sites was studied using organic extracts from high volume aerosol samples. Direct-acting mutagens including 1-nitropyrene (1-NP), dinitropyrenes (DNP), and hydroxynitropyrenes (HNP) were measured by high performance liquid chromatography while the mutagenicity was determined in the Salmonella bioassay with strain TA-98. Benzo(a)pyrene (BaP), one of the possible precursors of nitroaromatic compounds in POM, was also measured. In comparing samples from a range of sites, TSP and the concentration of BaP per mass of particulate matter decreased, as expected, at greater distances from urban and industrial combustion sources. However, the concentrations of polar nitroaromatic POM compounds per mass of particles were higher at a remote site than in nonindustrial urban and suburban areas. The mutagenicity in particulate matter extracts from the remote area was predominantly (>90 percent) in the very polar fractions. There were also high atmospheric levels of nitroaromatic compounds and mutagenicity in heavily industrialized areas. These observations may reflect the influences of source emissions, atmospheric transformations of POM compounds, and ther atmospheric processes on the composition of ambient suspended particulate matter.  相似文献
