Integration of Environmental Assessment into the Regional Development Planning Process of the Galilee 总被引:2,自引:0,他引:2
/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee 相似文献

ABSTRACT: On May 19, 1993, a jury in the U.S. District Court for the Western District of New York found Southview Farm and Richard H. Popp guilty of violating the Clean Water Act on five occasions. The violations were the result of storm water runoff from a site used for disposal of dairy cattle manure from an unpermitted concentrated animal feeding operation. The presiding District Court judge later dismissed the jury verdict, and subsequently a U.S. Court of Appeals for the Second Circuit reversed the dismissal. The Court of Appeals concluded that the discharges were not exempt as agricultural storm water discharges, and that the manure spreaders involved were point sources. Because the use of animal manures in crop production activities will result, unavoidably, in the discharge of some pollutants to adjacent surface waters, a rational and universally applicable basis is needed to determine when such discharges are point versus nonpoint source. Current statutes and regulations do not delineate clearly such a boundary. To address this lack of specificity, I propose that application rates be based on recommended crop nutrient needs. 相似文献

In this account, we report our findings on blends of cellulose acetate having a degree of substitution (DS) of 2.49 (CA2.5) with a cellulose acetate having a DS of 2.06 (CA2.0). This blend system was examined over the composition range of 0–100% CA2.0 employing both solvent casting of films (no plasticizer) and thermal processing (melt-compressed films and injection molding) using poly(ethylene glycol) as a common plasticizer. All thermally processed blends were optically clear and showed no loss in optical quality after storage for several months. Thermal analysis and measurement of physical properties indicate that blends in the middle composition range are partially miscible, while those at the ends of the composition range are miscible. We suggest that the miscibility of these cellulose acetate blends is influenced primarily by the monomer composition of the copolymers. Bench-scale simulated municipal composting confirmed the biodestructability of these blends and indicated that incorporation of a plasticizer accelerated the composting rates of the blends.In vitro aerobic biodegradation testing involving radiochemical labeling conclusively demonstrated that both the lower DS CA2.0 and the plasticizer significantly enhanced the biodegradation of the more highly substituted CA2.5.While this work was in progress, Robert Gardner was struck with cancer and died on June 6, 1995. In-situ sparging has been accepted as a method to rapidly remediate groundwater at considerably lower costs compared to remedies based on groundwater recovery alone. The success of in-situ sparging depends on effective mass transfer between air and contaminated media in the subsurface. Factors affecting mass transfer include advective airflow, diffusive transport, interphase chemical partitioning, and chemical and biological reaction rates between sparged gases and subsurface contaminants, minerals, and naturally occurring organic compounds. Understanding these factors can increase the design efficiency of in-situ sparging and assist in developing sparging systems that use gases other than air (i.e., oxygen, ozone, and methane). 相似文献

The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act
that affects the approval process of all large developments in California. In 1990, California local governments produced
over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically
drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This
paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes
a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991.
Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and
coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not
as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive
outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal

This project investigated the feasibility of using sewage sludge to culture microalgae (Chlorella-HKBU) and their subsequent usage as feeds for rearing different organisms. Part II of the project evaluated the results of applying the sludge-grown algae to feedOreochromis mossambicus (fish),Macrobrachium hainenese (shrimp), andMoina macrocopa (cladocera). In general, the yields of the cultivated organisms were unsatisfactory when they were fed the sludge-grown algae directly. The body weights ofO. mossambicus andM. macrocopa dropped 21% and 37%, respectively, although there was a slight increase (4.4%) inM. hainenese. However, when feeding the algal-fed cladocerans to fish and shrimp, the body weights of the fish and shrimp were increased 7% and 11% accordingly. Protein contents of the cultivated organisms were comparable to the control diet, although they contained a rather high amount of heavy metals. When comparing absolute heavy metal contents in the cultivated organisms, the following order was observed: alga > cladocera > shrimp, fish > sludge extracts. Bioelimination of heavy metals may account for the decreasing heavy metal concentrations in higher trophic organisms. 相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. This is a case study that describes a survey of anglers that was used to assist in modifying fishing regulations for indigenous trout in the Snake River, Wyoming. A mail survey of anglers who purchased 1991 Wyoming fishing licenses in the two counties adjacent to the Snake River was conducted during fall 1992. Differences in angler preferences were noted between anglers who purchased licenses in two adjacent counties with different socioeconomic structures, as well as between residents and nonresidents in each county. Anglers who purchased licenses in Teton County, where there is extensive tourism and immigration by relatively wealthy residents, tended to be more specialized and less harvest oriented. Anglers in Lincoln County, which is largely agricultural and has substantially less tourism and immigration of residents, tended to fish in many different ways and indicated more desire to harvest fish. Anglers from the two counties segregated themselves; those from Teton County primarily used the upstream portion of the study reach, and those from Lincoln County primarily used a short downstream portion of the reach. Modification of fishing regulations to reduce harvest of spawning-size cutthroat trout in the Snake River probably was acceptable to most anglers due to spatial segregation and their attitudes toward harvest.The unit is jointly supported by the University of Wyoming, the Wyoming Game and Fish Department, and the National Biological Survey. 相似文献

Proponents of the scientific adaptive management approach argue that it increases knowledge acquisition rates, enhances information flow among policy actors, and provides opportunities for creating shared understandings. However, evidence from efforts to implement the approach in New Brunswick, British Columbia, Canada, and the Columbia River Basin indicates that these promises have not been met. The data show that scientific adaptive management relies excessively on the use of linear systems models, discounts nonscientific forms of knowledge, and pays inadequate attention to policy processes that promote the development of shared understandings among diverse stakeholders. To be effective, new adaptive management efforts will need to incorporate knowledge from multiple sources, make use of multiple systems models, and support new forms of cooperation among stakeholders. 相似文献
