In this paper we explore the challenges involved in engaging the full range of stakeholders needed for effective marine resource management in the transboundary Grenadine Islands shared by the small island developing States (SIDS) of Saint Vincent and the Grenadines and Grenada. The study describes the ways stakeholders were engaged in the development of participatory geographic information systems (PGIS), both in terms of the research approach (process) and the final geodatabase (product); it illustrates how the approach provides a practical means to strengthen aspects of marine governance, particularly in a SIDS context. We found that PGIS can provide a foundation for ecosystem‐based transboundary marine governance. The advantages of this approach are two‐fold: it provides the fullest possible range of information as input for the management of marine resources and it engages the stakeholders. This engagement takes several forms: capacity to participate in research; ownership of information produced; increased stakeholder understanding; empowerment through access to information; capacity to interact with other stakeholders for information and problem‐solving; and competence to participate in actual governance processes. Lastly, we discuss considerations for other practitioners contemplating using PGIS, particularly those working in similar resource‐limited SIDS environments.  相似文献

Abstract

The delivery of many of the most pressing environmental issues will rely on changes in environmental attitudes and behaviour at community level. At a UN Special Session in 1997, the British Government highlighted its initiatives on Local Agenda 21 (LA21) and Going for Green (GFG) as significant advances. This paper adds a new perspective, drawing on the range of experiences of some of the research teams that have been working with local authorities on pilot Sustainable Community Projects (SCPs) in England and Scotland. It sheds light on three substantive themes: the tensions inherent in the implementation of internationally and nationally agreed goals through local action; the ambiguity of local agencies acting as facilitators of community ownership of processes, and the requirements for successful partnership between local authorities and higher education.  相似文献

Polycyclic aromatic hydrocarbons (PAHs) are toxic compounds found in the John Heinz National Wildlife Refuge in Philadelphia, Pennsylvania. We assessed the impact of PAHs and crude oil on snapping turtle development and behavior by exposing snapping turtle eggs from the Refuge and from three clean reference sites to individual PAHs or a crude oil mixture at stage 9 of embryonic development. Exposure to PAHs had a significant effect on survival rates in embryos from one clean reference site, but not in embryos from the other sites. There was a positive linear relationship between level of exposure to PAHs and severity of deformities in embryos collected from two of the clean reference sites. Neither righting response nor upper temperature tolerance (critical thermal maximum, CTM) of snapping turtle hatchlings with no or minor deformities was significantly affected by exposure to PAHs.  相似文献

The correlation of runoff phosphorus (P) with water-extractable phosphorus (WEP) in land-applied manures and biosolids has spurred wide use of WEP as a water quality indicator. Land managers, planners, and researchers need a common WEP protocol to consistently use WEP in nutrient management. Our objectives were to (i) identify a common WEP protocol with sufficient accuracy and precision to be adopted by commercial testing laboratories and (ii) confirm that the common protocol is a reliable index of runoff P. Ten laboratories across North America evaluated alternative protocols with an array of manure and biosolids samples. A single laboratory analyzed all samples and conducted a separate runoff study with the manures and biosolids. Extraction ratio (solution:solids) was the most important factor affecting WEP, with WEP increasing from 10:1 to 100:1 and increasing from 100:1 to 200:1. When WEP was measured by a single laboratory, correlations with runoff P from packed soil boxes amended with manure and biosolids ranged from 0.79 to 0.92 across all protocol combinations (extraction ratio, filtration method, and P determination method). Correlations with P in runoff were slightly lower but significant when WEP was measured by the 10 labs (r=0.56-0.86). Based on laboratory repeatability and water quality evaluation criteria, we recommend the following common protocol: 100:1 extraction ratio; 1-h shaking and centrifuge 10 min at 1500xg (filter with Whatman #1 paper if necessary); and determining P by inductively coupled plasma-atomic emission spectrometry or colorimetric methods.  相似文献

This paper develops a comprehensive and objective picture of bird distributions relative to habitats across Britain. Bird species presence/absence data from an extensive field survey and habitat data from the remotely sensed UK Land Cover Map 2000 were analysed in 36,920 tetrads (2 kmx2 km) across Britain (a 65% sample of Britain's c. 240,000 km2). Cluster analysis linked birds to generalised landscapes based on distinctive habitat assemblages. Maps of the clusters showed strong regional patterns associated with the habitat assemblages. Cluster centroid coordinates for each bird species and each habitat were combined across clusters to derive individualised bird-habitat preference indices and examine the importance of individual habitats for each bird species. Even rare species and scarce habitats showed successful linkages. Results were assessed against published accounts of bird-habitat relations. Objective corroboration strongly supported the associations. Relatively scarce coastal and wetland habitats proved particularly important for many birds. However, extensive arable farmland and woodland habitats were also favoured by many species, despite reported declines in bird numbers in these habitats. The fact that habitat-specialists do not or cannot move habitat is perhaps a reason for declining numbers where habitats have become unsuitable. This study showed that there are unifying principles determining bird-habitat relations which apply and can be quantified at the national scale, and which corroborate and complement the cumulative knowledge of many and varied surveys and ecological studies. This 'generality' suggests that we may be able, reliably and objectively, to integrate and scale up such disparate studies to the national scale, using this generalised framework. It also suggests the potential for a landscape ecology approach to bird-habitat analyses. Such developments will be important steps in building models to develop and test the sustainable management of landscapes for birds.  相似文献

This paper, the second in a series of state-of-the art reviews, examines the evolution and possible medium-term future of information technology (IT) in disaster management. Until the end of the 1970s, civilian application of IT to disaster management was confined to a few specialised departments of universities, large companies and government. Between the late 1970s and mid-1980s, microprocessor-based devices brought limited, though rapidly improving, computing capacity to a wider range of organisations and individuals. Operational applications included real-time emergency information, management decision support and programme and project planning. Extensive innovation occurred, though operational implementation was often long delayed or limited in scope. During the late 1980s, desktop systems became more powerful, more networked, more portable and generally more mature, with a range of practical emergency-related tools emerging. Computer communications emerged as a practical technology for linking emergency professionals on a global basis. From the early 1990s onwards, powerful and inter-connectable computer equipment has evolved to become an indispensable component of disaster operations worldwide. There are presently major changes under way in emergency-related global information access and networking — the implications of which have yet to be played out. The last part of the paper highlights a set of key technologies which seems likely to shape disaster planning, management and research over the next 10 years, and draws out some operational and organisational implications.  相似文献

Climate change science has been discussed and synthesized by the world's best minds at unprecedented scales. Now that the Kyoto Protocol may become a reality, it is time to be realistic about the likelihood of success of mitigation activities. Pastoral lands in the tropics hold tremendous sequestration potential but also strong challenges to potential mitigation efforts. Here we present new analyses of the global distribution of pastoral systems in the tropics and the changes they will likely undergo in the next 50 years. We then briefly summarize current mitigation options for these lands. We then conclude by attempting a pragmatic look at the realities of mitigation. Mitigation activities have the greatest chance of success if they build on traditional pastoral institutions and knowledge (excellent communication, strong understanding of ecosystem goods and services) and provide pastoral people with food security benefits at the same time.  相似文献

Land use change on Indonesian peatlands contributes to global anthropogenic greenhouse gas (GHG) emissions. Accessible predictive tools are required to estimate likely soil carbon (C) losses and carbon dioxide (CO2) emissions from peat soils under this land use change. Research and modelling efforts in tropical peatlands are limited, restricting the availability of data for complex soil model parameterisation and evaluation. The Tropical Peatland Plantation-Carbon Assessment Tool (TROPP-CAT) was developed to provide a user friendly tool to evaluate and predict soil C losses and CO2 emissions from tropical peat soils. The tool requires simple input values to determine the rate of subsidence, of which the oxidising proportion results in CO2 emissions. This paper describes the model structure and equations, and presents a number of evaluation and application runs. TROPP-CAT has been applied for both site specific and national level simulations, on existing oil palm and Acacia plantations, as well as on peat swamp forest sites to predict likely emissions from future land use change. Through an uncertainty and sensitivity analysis, literature reviews and comparison with other methods of estimating soil C losses, the paper identifies opportunities for future model development, bridging between different approaches to predicting CO2 emissions from tropical peatlands under land use change. We examined changes in morphological and genomic diversities of viruses by means of transmission electronic microscopy and pulsed field gel electrophoresis(PFGE) over a nine-month period(April–December 2005) at four different depths in the oligomesotrophic Lac Pavin. We found that the majority of viruses in this lake belonged to the family of Siphoviridae or were untailed, with capsid sizes ranging from 30 to 60 nm, and exhibited genome sizes ranging from 15 to 45 kb. On average, 12 different genotypes dominated each of the PFGE fingerprints. The highest genomic viral richness was recorded in summer(mean = 14 bands per PFGE fingerprint) and in the epilimnion(mean = 13 bands per PFGE fingerprint). Among the physico-chemical and biological variables considered, the availability of the hosts appeared to be the main factor regulating the variations in the viral diversity.  相似文献
