The Bio-response Operational Testing and Evaluation (BOTE) Project was a cross-government effort designed to operationally test and evaluate a response to a biological incident (release of Bacillus anthracis [Ba] spores, the causative agent for anthrax) from initial public health and law enforcement response through environmental remediation. The BOTE Project was designed to address site remediation after the release of a Ba simulant, Bacillus atrophaeus spp. globigii (Bg), within a facility, drawing upon recent advances in the biological sampling and decontamination areas. A key component of response to a biological contamination incident is the proper management of wastes and residues, which is woven throughout all response activities. Waste is generated throughout the response and includes items like sampling media packaging materials, discarded personal protective equipment, items removed from the facility either prior to or following decontamination, aqueous waste streams, and materials generated through the application of decontamination technologies. The amount of residual contaminating agent will impact the available disposal pathways and waste management costs. Waste management is an integral part of the decontamination process and should be included through “Pre-Incident” response planning. Overall, the pH-adjusted bleach decontamination process generated the most waste from the decontamination efforts, and fumigation with chlorine dioxide generated the least waste. A majority of the solid waste generated during pH-adjusted bleach decontamination was the nonporous surfaces that were removed, bagged, decontaminated ex situ, and treated as waste. The waste during the two fumigation rounds of the BOTE Project was associated mainly with sampling activities. Waste management activities may represent a significant contribution to the overall cost of the response/recovery operation. This paper addresses the waste management activities for the BOTE field test.Implications: Management of waste is a critical element of activities dealing with remediation of buildings and outdoor areas following a biological contamination incident. Waste management must be integrated into the overall remediation process, along with sampling, decontamination, resource management, and other important response elements, rather than being a stand-alone activity. The results presented in this paper will provide decision makers and emergency planners at the federal/state/tribal/local level information that can be used to integrate waste management into an overall systems approach to planning and response activities. 相似文献

The Kyoto Protocol’s Clean Development Mechanism (CDM) is often cited as an exemplar of new, hybrid forms of global environmental governance operating at the public–private interface. Practically, enacting this arrangement involves a wide range of non-state actors. This broad involvement is here assumed to mark a shift towards more polycentric and networked modes of governance in which agents collaborate as ‘stakeholders’ in the process of consensual rule-setting and implementation. Using post-political critique, the depoliticising effects of the stakeholder framework on civil society actors are interrogated, using formal and informal participation opportunities to raise concerns regarding specific CDM projects. The analysis suggests that the CDM’s collaborative narrative of stakeholding structurally fails to stimulate public (re)engagement and is, instead, a prime example of simulative governance that struggles to achieve the simultaneity of two incompatibilities: the participatory revolution and the post-political turn. 相似文献

The probable source of stone moroko, Pseudorasbora parva (Temminck & Schlegel, 1846), populations in lake- and stream-type Dnieper reservoirs was revealed. The dynamics and specific growth rates of these populations over 20 years were analyzed. The dynamic phase portrait method was used to determine the timing of stages in the process of invader naturalization and the periods when its populations were in equilibrium. Fluctuating asymmetry (FA) of the mandible shape has been analyzed in bank voles from the zones affected by pollution from three copper smelters in the Urals. It has been shown that there is the necessity for a detailed analysis of the material, since the level of FA may depend on population parameters. Regardless of the pollution level, FA of the mandible region including the lower part of the mandibular body, ramus and processes is higher than in the diastema region. A gradient effect of toxic exposure on FA has been revealed: an increase in its level under increasing technogenic impact is clearly manifested along local pollution gradients. 相似文献

The dynamics and correlations of ecophysiological parameters have been studied in two spatially separated multispecies communities of murine rodents and ixodid tick larvae and nymphs that parasitize them. It has been shown that all the processes under consideration have nonstationary, oscillatory dynamics. The population of foxes in the central regions of Yakutia has grown by a factor of four to five during the period from 2000 to 2011–2012, following an increase in the abundance of voles from the genus Microtus. A total of 130 carcasses of foxes taken in 2007–2012 have been examined. Age- and sex-related variation in morphological features has been described. The demographic structure of the population has been studied by estimating animal age from annual layers in the recording structures. Changes in female fertility and involvement in reproduction depending on age and feeding conditions have been analyzed. Changes in the composition of fox diet caused by long-term population depression in the mountain hare and their effect on the dynamics of fox abundance have been revealed. Nematode communities in the rooted soil layer under the crowns of introduced tree species on Valaam Island (Republic of Karelia) have been studied by conventional nematological methods to evaluate their taxonomic diversity, population density, and eco-trophic structure. On the whole, 49 nematode genera have been recorded, with their total abundance varying from 1209 to 2548 ind./100 g soil. Smallholder farmers play an important part in the dairy value chain in Sub-Saharan Africa. Three technological approaches have been used to improve productivity. These are through, applying agricultural ecological processes (ecological intensification), utilising modern livestock breeding (genetic intensification), and socio-economic intensification. Ecological intensification includes continuous housing of cows applying a cut-and-carry feeding system, introduction of purpose-bred forages and pastures, and the introduction of agro-forestry within the dairy systems. Genetic intensification strategies include: importation of dairy breeds such as Holstein–Friesian (HF) and cross-breeding of the indigenous breeds with HF. Training and capacity-building activities to create sustainable livelihoods have been initiated for farming and technological practices of animal husbandry, but also to enhance appropriate leadership and corporative-building skills that would create and support an enabling environment for sustainability. These improvements and initiatives in the service delivery have been championed by national governments, development partner institutions, or non-governmental organisations through different programmes. Challenges of intensification include matching management to genetic potential of imported and cross-bred improved dairy breeds, ensuring low post-harvest losses, proper utilisation, and reducing environmental impact. Using examples from Kenya, Malawi, Mozambique, Tanzania, and Zambia, this paper reviews the management and assessment approaches used in fostering smallholder dairy development strategies and dairy’s contribution to sustainable livelihoods in the face of intensification. 相似文献

We systematically reviewed current climate change literature in order to examine how multiple processes that affect human vulnerability have been studied. Of the 125 reviewed articles, 79 % were published after 2009. There are numerous concepts that point out to stressors other than climate change that were used in reviewed studies. These different concepts were used interchangeably, and they illustrate processes that act on different scales. Most widely used concepts included non-climatic (40 % of the articles), multiple stressors (38 %) and other factors (37 %). About 75 % of the studies either acknowledged or carefully analyzed the social and environmental context in which vulnerability is experienced. One-third of the studies recognized climate change-related stressors as the most important, one-third argued that stressors other than climate are more important, and the rest of the studies did not analyze the relative importance of the different processes. Interactions between different stressors were mentioned in 76 % and analyzed explicitly in 28 % of the articles. Our review shows that there are studies that analyze the social context of vulnerability within climate change-related literature and this literature is rapidly expanding. Reviewed studies point out that there are multiple interacting stressors, whose interlinkages need to be carefully analyzed and targeted by policies, which integrate adaptation to climate change and other stressors. In conclusion, we suggest that future studies should include analytical frameworks that reflect dissimilarities between different types of stressors, methodological triangulation to identify key stressors and analysis of interactions between multiple stressors across different scales. 相似文献

Our research addresses the gap in scientific research on the fine-grain spatial patterns and social–ecological interactions of land use and agrobiodiversity. The spatial dimension of agrobiodiversity dynamics potentially strengthens the social–ecological resilience and food security of smallholders by buffering risk and vulnerability. Our research integrates the scientific theories, concepts, and methods of spatial externalities, social–ecological interactions, geospatial land and global change sciences, and political ecology. We designed a case study of the Arbieto-Tarata landscape in the Bolivian Andes that comprises a globally significant agrobiodiversity hot spot of Andean maize. The Arbieto-Tarata landscape, which contains nearly 8000 fields at 2500–2800 masl, is representative of mixed-use smallholder agri-food systems amid global changes. Our research predicts spatial spillover and edge effects of combined social and environmental factors leading to the clustering of same-crop fields. Findings reveal significant levels of the predicted clustering between 2006 and 2012. The degree of this clustering is found to differ among geographic and environmental sub-areas reflecting fine-grain variation of local causal linkages. Extra-local causal linkages include high levels of migration, water resource shortages, and urbanization. Results show the influences of informal and formal coordination in the spatial clustering of same-crop fields. This field-level coordination improves the efficiency of resource allocations and lowers costs of production. It enables the viability of high-agrobiodiversity Andean maize in smallholder land use and agri-food systems amid global changes. The article discusses the broader policy and scientific implications of these findings including scaling up and support of the social–ecological resilience of agrobiodiversity globally. 相似文献
