There is a growing recognition that knowledge of indigenous communities, based on accumulated observations and experience over time, is significant for sustainable environmental management in collaboration with modern scientific knowledge. A number of innovative policy initiatives are currently being implemented in New Zealand to enable indigenous Maori tribes and sub-tribes to rehabilitate and manage their local fisheries in accordance with customary values and practices. These policies are an important milestone from an historical perspective as they are meant to recognise and empower the role of Maori as Treaty partners. The fisheries management regime in New Zealand now provides for Maori representation at the local level within a co-management framework that enables local Maori communities to exercise their customary rights. These institutional arrangements have been crafted to facilitate Maori input, based on customary values and practices, to complement modern Western management practices for sustainable harvesting of marine resources. Nevertheless, the degree to which these initiatives constitute an adequate response to Maori Treaty aspirations is debatable. A major constraint in this respect is that the government is compelled to recognise the needs of other, economically and politically more dominant, non-Maori user-groups in allocating and managing access to fishery resources and the marine environment. 相似文献

Traditional knowledge and practices are important in prudent resource use and biodiversity conservation. The implications of modernization and changing lifestyle are discussed in the context of agriculture and resource use, the two sectors in which maximum modernization has occurred. The information was gathered through observations and structured interviews over three years (July 1996 to July 1999) of field work in the western Himalaya. It was observed that forest based subsistence agriculture has given way to the market dependant cash crop cultivation. That apart from loss of genetic diversity, has also resulted in the degradation of forests. The use of wild plants in the day-to-day activities has also declined and dependence on high value market products has increased. Currently, wild plants are used only if no other cheap substitute is available in the market or if the use is economically beneficial to the people. Urban atmospheric environment contains many trace organic pollutants that are related to the incomplete fuel combustion in domestic heating, industrial plants and automobile traffic. Removal of these pollutants from the atmosphere takes place through wet and dry deposition as well as chemical transformations. In this study, concentrations of polycyclic aromatic hydrocarbons (PAHs) in wet deposition samples were determined at an urban site of Turkey. Wet and dry deposition samples were collected using Andersen Rain Sampler. The sampler was modified accordingly for the collection of organic pollutants. Collected samples were preconcentrated by using solid phase extraction (SPE) disks and consecutively analyzed by Gas Chromatography-Mass Spectrometry (GC-MS). Among the 13 compounds quantified in this study, anthracene, fluoranthene, and pyrene were found more frequently and at elevated concentrations (202, 271 and 260 ng L-1 mean concentrations, respectively).Concentrations of PAHs were found to be high in winter period. 相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. Dissolved nitrous oxide (N2O), nitrate (NO3 -), and ammonium (NH4 +) concentrations in an agricultural field drain were intensively measured over the period of field nitrogen (N) fertilisation and for several weeks thereafter. Supersaturations of dissolved N2O were observed in field drain waters throughout the study. On entry to an open drainage ditch, concentrations of dissolved N2O rapidly decreased and a total N2O-N emission via this pathway of 13.2 g over the period of study (45 days) was calculated. This compared with a predicted emission of the order of 300 g, based on measured losses of NO3 - and NH4 + in the field drainage water, and the default IPCC emission factor of 0.01 kg N2O-N per kg Nentering rivers and estuaries. In contrast to widespread evidence of a clear relationship between the amount of N applied to agricultural land and subsequent direct N2O emission from the soil surface, the relationship between the amount of N2O in soil drainage waters and the amount of N applied was poor. We conclude that the complexity, both spatially and temporally, of the processes ultimately responsible for the amount of N2O in agricultural drainage waters make a straightforward relationship between N2O concentration and N application rate unlikely in all but the simplest of systems. 相似文献

Forest resources play a key role and provide many basic needs to communities in developing economies. To assess the patterns of vegetation cover change, as a corollary of resource utilization, satellite imagery, ground truth data, and image processing techniques can be useful. This article is concerned with identifying change in major vegetation types in East Timor between 1989 and 1999, using Landsat Thematic Mapper data. The results highlight a significant level of deforestation and decline in foliage cover. All major vegetation cover types declined from 1989 to 1999, and there was a sizeable increase in degraded woodlands. This decline has had considerable impact on the livelihoods of rural and urban communities. Causes for these changes include: economic exploitation of abundant resources; and implications of transmigration policies implemented during Indonesian rule, resulting in increased competition for land and woodland resources. As the new nation of Timor‐Leste establishes itself, it must consider its current stock and distribution of natural capital to ensure that development efforts are geared towards sustainable outcomes. Without the knowledge of historical patterns of resource consumption, development efforts may, unwittingly, lead to continuing decline in forest resources. 相似文献

ABSTRACT: Dynamic linear models (DLM) and seasonal trend decomposition (STL) using local regression, or LOESS, were used to analyze the 50‐year time series of suspended sediment concentrations for the Yadkin River, measured at the U.S. Geological Survey station at Yadkin College, North Carolina. A DLM with constant trend, seasonality, and a log10 streamflow regressor provided the best model to predict monthly mean log10 suspended sediment concentrations, based on the forecast log likelihood. Using DLM, there was evidence (odds approximately 69:1) that the log10 streamflow versus log10 suspended sediment concentration relationship has changed, with an approximate 20 percent increase in the log10 streamflow coefficient over the period 1981 to 1996. However, sediment concentrations in the Yadkin River have decreased during the decade of the 1990s, which has been accompanied by a concomitant increase in streamflow variability. Although STL has been shown to be a versatile trend analysis technique, DLM is shown to be more suitable for discovery and inference of structural changes (trends) in the model coefficient describing the relationship between flow and sediment concentration. 相似文献

ABSTRACT: Increasing demands on western water are causing a mounting need for the conjunctive management of surface water and ground water resources. Under western water law, the senior water rights holder has priority over the junior water rights holder in times of water shortage. Water managers have been reluctant to conjunctively manage surface water and ground water resources because of the difficulty of quantification of the impacts to surface water resources from ground water stresses. Impacts from ground water use can take years to propagate through an aquifer system. Prediction of the degree of impact to surface water resources over time and the spatial distribution of impacts is very difficult. Response functions mathematically describe the relationship between a unit ground water stress applied at a specific location and stream depletion or aquifer water level change elsewhere in the system. Response functions can be used to help quantify the spatial and temporal impacts to surface water resources caused by ground water pumping. This paper describes the theory of response functions and presents an application of transient response functions in the Snake River Plain, Idaho. Transient response functions can be used to facilitate the conjunctive management of surface and ground water not only in the eastern Snake River Plain basin, but also in similar basins throughout the western United States. 相似文献
